About measures for the organization of activities of the free economic zone Navoiy

In pursuance of the Presidential decree of the Republic of Uzbekistan of December 2, 2008 the No. UP-4059 "About Creation of the Free Economic Zone in the Navoiy Region" Cabinet of Ministers decides:

1. Approve the offer of khokimiyat of the Navoiy region, Goskomzemgeodezkadastr, the Ministries of Economics and the Ministries of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan about placement of the free economic zone of Navoiy (further - SEZ "Navoiy") on the parcel of land of Dustlik agricultural firm of Karmaninsky district of the Navoiy region of 500 hectares located on contours 205-216; 381a-388; 404-470.

2. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 10.04.2017 No. 196

3. Form Directorate of the free economic zone of Navoiy with preliminary number of 5 units of managerial personnel.

4. To the Ministry of Foreign Economic Relations, Investments and Trades, the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan to perform monitoring of efficiency of action of the Regulations on the free economic zone of Navoiy and if necessary quickly to make offers on changes and amendments taking into account practice of economic activity in the territory of SEZ "Navoiy".

5. Determine that directorate of SEZ "Navoiy":

is the legal entity created in the form of the State unitary enterprise;

it is financed by part of means of the independent budget of SEZ "Navoiy" approved free economic zones and small industrial zones of the Navoiy region (further - Administrative board), the budgetary funds allocated in accordance with the established procedure within expense budget, and also other sources which are not prohibited by the legislation;

registers participants of economic activity of SEZ "Navoiy" and records other business entities who are not members of SEZ "Navoiy";

signs with investors investment agreements in the territory of SIEZ "Navoiy", lease agreements of the parcels of land with the business entities performing activities in the territory of SEZ "Navoiy";

exercises control of proper accomplishment by the investors of the assumed liabilities selected in accordance with the established procedure, with the subsequent representation of their results to Administrative board;

performs other functions on operational management by activities of SEZ "Navoiy".

Determine the founder of the State unitary enterprise "Directorate of SEZ "Navoiy" - further Directorate of SEZ "Navoiy" the Cabinet of Ministers of the Republic of Uzbekistan.

6. To the Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan:

- to introduce the draft of the Regulations on Directorate of SIEZ "Navoiy", its staff list and offers on completion of Directorate of SIEZ "Navoiy" by highly qualified personnel of heads and the corresponding specialists to week time;

in two weeks - together with khokimiyat of the Navoiy region to provide in accordance with the established procedure state registration of Directorate of SIEZ "Navoiy" and opening of bank accounts in foreign and national currency.

7. To the Ministry of Finance of the Republic of Uzbekistan to create authorized capital of Directorate of SIEZ "Navoiy" at the expense of means of economy of the expenses on the Investing program of 2008 financed from the republican budget in the amount of 4,89 of one billion bags with the target direction them on:

barrier construction on perimeter of the territory of SIEZ "Navoiy" according to the international standards;

leading of external engineering communications, including water supply, gas supply, electric utility service and the sewerage;

content of Directorate of SIEZ "Navoiy" within the expense budget approved by Administrative board.

8. Determine that:

part of the income from rendering services and leasing of the parcels of land, buildings and constructions goes for compensation of made budgetary funds according to the procedure, established by Republican council on coordination of activities of administrative boards of free economic zones and small industrial zones;

the construction four the band highway to the territory of SEZ "Navoiy" from the route E-40 (km 2,2) is performed SAC of Uzavtoyul at the expense of means of Republican road fund under the Ministry of Finance of the Republic of Uzbekistan;

construction of facilities of external power supply of SEZ "Navoiy" is performed at the expense of means of JSC Uzbekenergo.

9. Determine:

the customer on construction of barrier and external engineering communications to the territory of SIEZ "Navoiy" - Service of the Single Customer Engineering company under khokimiyat of the Navoiy region;

general contract organization on construction of barrier of the territory of SIEZ "Navoiy" - Zarafshansky management of construction of GP "Navoiy Mining and Smelting Plant";

the general designer on development of the master plan of SIEZ "Navoiy", barrier, external engineering communications and the necessary design estimates - JSC Uzshakharsozlikliti.

10. Permit, according to the procedure of exception, Service of the Single Customer Engineering company under khokimiyat of the Navoiy region, to JSC Uzshakharsozlikliti and Zarafshansky management of construction to perform parallel development of the design estimates and carrying out installation and construction works:

on construction of barrier of SIEZ "Navoiy" - till March 1, 2009;

on construction of external engineering communications - till July 1, 2009.

To provide to the state committee of the Republic of Uzbekistan on architecture and construction in accordance with the established procedure conducting state examination of the design estimates and to establish architectural and expert maintenance behind development and the state supervision of quality of installation and construction works.

11. To provide to khokimiyat of the Navoiy region Directorate of SIEZ "Navoiy" with service premises in Navoiy for the period before putting into operation of the office building in the territory of SIEZ "Navoiy".

12. To the Ministry of Economics, the Ministry of Foreign Economic Relations, Investments and Trades, the Ministry of Finance, the Ministry of Justice of the Republic of Uzbekistan together with other interested ministries and departments to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this resolution in a month.

13. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan Azimov R. S. and the Deputy prime minister of the Republic of Uzbekistan Hanov N. M.
