About approval of the Technical regulation "Requirements to Safety of Processes of Metallurgical Productions"

For the purpose of implementation of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Technical regulation "Requirements to Safety of Processes of Metallurgical Productions".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of Processes of Metallurgical Productions"

1. Scope

1. This Technical regulation "Requirements to Safety of Processes of Metallurgical Productions" (further - the Technical regulation) is developed according to the laws of the Republic of Kazakhstan of April 3, 2002 "About industrial safety on hazardous production facilities" and of November 9, 2004 "About technical regulation".

Extends to requirements to safety of processes (crushing, crushing, classification, preparation of furnace charge, roasting, calcination, agglomeration, pyrometallurgical, hydrometallurgical, electrolysis, refinements and pourings) the metallurgical productions connected with possibility of damnification of life and health of the person and the environment.

2. Processes of metallurgical productions have risks of damnification to health and life to people, the risks connected with environmental pollution.

3. Identification of dangerous conditions and assessment of expected exposure hazard dangerous substances, including any hidden danger to service personnel are carried out by the manufacturer of the equipment used in processes of metallurgical productions.

4. Dangerous substances are in any physical condition (gases, liquids, solid substances) and can influence per capita in the way:

inhalations;

hits in stomach;

contact with skin and mucous covers of eyes, nose, mouth;

penetrations under skin.

5. In processes of metallurgical productions issues which can represent serious sources of impact by dangerous substance are formed both transferable, and intolerable by air.

6. The exposure hazard shall be reduced by dangerous substance to almost possible, considering scientific and technical methods and extreme values of impact of this substance and condition of the environment, applying the technologies and the equipment conforming to requirements of industrial safety.

2. Terms and determinations

7. In the technical regulation the terms specified in the laws of the Republic of Kazakhstan "About technical regulation" and "About industrial safety on hazardous production facilities" and also the following terms and determinations are applied:

1) autogenous process - the metallurgical process proceeding due to the warmth generated from chemical energy of the processed material;

2) agglomeration - the okuskovaniye of small ores and concentrates for giving to them of the form and properties necessary for melting performed in agloustanovka (aglomashina);

3) melting - process of conversion of materials in metallurgical aggregates with receipt of end product in the liquid state;

4) veltsevaniye - process of pyrometallurgical conversion of polymetallic waste of metallurgical productions (slags, slimes, kek) for the purpose of additional extraction of valuable metals;

5) hydrometallurgical process - extraction of metals from ores, concentrates and waste of different productions by means of water solutions of chemical reagents with the subsequent release of metals from these solutions;

6) converting - oxidizing pyrometallurgical process of conversion of liquid copper, lead or nickel mattes by purge oxidizing gas;

7) roasting - material preparation process: removal of sulfur, transfer of sulfides of metals in oxides, otgonka from concentrates of impurity, receipt of large particles or pieces with porous structure (candle ends, bake);

8) metallurgical production - the industry covering processes of receipt of metals of ores or other materials and production from them of semifinished products or products with the set chemical composition, structure, properties, form and the sizes;

9) metallurgical processes - engineering procedures of receipt of metals, alloys, and also chemical compounds of metals of the processed raw materials;

10) pyrometallurgical process - the metallurgical process of conversion of materials in aggregates performed in case of high temperatures with complete or partial fusion of materials;

11) refinement - process of purification of liquid metals and alloys of neutral or harmful impurity;

12) crushing - the process of mechanical destruction of pieces of solid material (mineral raw materials or products of its conversion - candle ends, kek and others) performed in crushers with receipt of material of required fineness (to 2 mm);

13) crushing - the process of mechanical destruction of solid material with receipt of required fineness (from 2 mm to tens of microns) performed in rod, spherical and other types of mills;

14) shikhtopodgotovka - process of mixing of concentrates, and in certain cases and fuels, for giving of mix (furnace charge) of the certain technology properties improving their conversion;

15) electrolysis - set of the processes of electrochemical oxidation recovery happening on the electrodes shipped in electrolyte when passing electric current; it is used in case of receipt of many metals, in case of refinement.

3. Product circulation conditions in the market of the Republic of Kazakhstan

8. Processes of metallurgical productions shall conform to the established safety requirements of the equipment, industrial and ecological safety, and also requirements of the Technical regulation.

9. Accomplishment of processes in the market is not allowed if there is information from the researcher, the designer, the manufacturer or independent experts about discrepancy of products to safety requirements.

4. Requirements to safety to designing and construction

Criteria of danger of specific production (technology) processes are established when designing on the basis of the analysis of possible risks, taking into account equipment failures, the automation equipment, the wrong actions of service personnel.

11. Determination of locations of metallurgical productions and the constructions and objects accompanying them shall be made with observance of conditions and rules of environmental protection, taking into account ecological effects of their activities.

12. In case of placement of metallurgical productions conservation, sanitary protection and other protective zones are established.

13. The construction of metallurgical productions is performed only in the presence of the positive conclusions according to the project documentation of examination of industrial safety, the state ecological and sanitary and epidemiologic examinations.

14. When designing metallurgical productions, the layout of production rooms is made taking into account the sequence and threading of engineering procedures. Passes and drives shall be supplied with index signs on ST of RK state standard specification P 12.4.026-2002.

15. The construction in gaps between end faces of the body of any buildings interfering airing of intercase yards is forbidden.

16. During the designing and construction of the technology body of metallurgical productions electrical insulation shall be provided and provided:

1) steel concrete overlappings over cellars from outside walls, columns of the body, the main beams and supporting frameworks;

2) internal surfaces of walls and columns in the body on height is at least m 3,0;

3) basic columns, bases of electrolyzers and underground channels;

4) bases of columns of the body and walls of the earth.

Resistance of electrical insulation of the specified designs shall be at least 500 kOhm.

17. In the electrolysis body the device in windows of metal covers is allowed at the height at least 2 m from floor level. The window covers arranged at the height less than 2 m from the level of floor shall be made of not electrowire anticorrosive materials.

The lower tier of aeration apertures shall be located at 0,5 height - m 1,0 from floor level.

18. Designs of transoms, shutters and lamps of the production body shall exclude possibility of hit of atmospheric precipitation in the body in case of their open provision.

Transoms of window openings and lamps are equipped with the mechanized devices for their opening and installation managed from floor or platforms in required position. The specified devices shall be manufactured of anticorrosive material, and mechanisms are covered with electric insulation material.
