Drinking water is basis of life and activities of the population of the Kyrgyz Republic, has strategic, practical and economic importance, is goods.

This Law acts on all territory of the Kyrgyz Republic and governs the relations connected with drinking water.

Section I. General provisions

Article 1. The basic concepts applied in this Law

Water - the colourless, transparent liquid which does not have smell and taste.

Drinking water - the water according to the quality conforming to the standards and hygienic requirements established by health regulations and regulations for the economic and drinking and household purposes.

Economic and drinking water supply - the field of activity of the relevant companies and organizations aimed at providing needs of people for water for the economic and drinking and household purposes.

System of economic and drinking water supply - the technical system intended for providing the population with drinking water.

Water supply system (water supply system) - system of pipelines with constructions on them for supply of drinking water to places of its consumption.

Centralized system of economic and drinking vodosnabzheniyasistem of economic and drinking water supply with water supply system.

Zone of sanitary protection - the territory including the source of water supply and water supply system pumping water of economic and drinking appointment from this source on which the specific mode of protection of waters from pollution is set by potentially dangerous chemical and biological substances and organisms.

Article 3. Basic principles of economic and drinking water supply of the population and measure for quality assurance of drinking water

The basic principles of economic and drinking water supply of the population are:

source selection of water supply, the systems of economic and drinking water supply conforming to settlement outputs, sanitary and hygienic and ecological requirements, and also opportunities for cleaning and disinfecting of water;

providing requirements for safety and harmlessness of drinking water, creation of necessary technological reliability of systems of economic and drinking water supply and taking measures to sanitary protection of sources of water supply;

population requirements satisfaction in water according to reasonable regulations of consumption;

permanent maintenance of quality of drinking water according to requirements of standards and health regulations and regulations.

Realization of the basic principles of economic and drinking water supply of the population and quality assurance of drinking water is reached by package of measures, including:

prevention of pollution of sources of water supply;

construction and reliable operation of water intaking constructions, constructions of cleaning, disinfecting and transportation of water, priority providing them with necessary resources;

development and deployment of committed methods of cleaning and disinfecting of water;

development and upgrade of water supply systems;

development and deployment of evidence-based normative quality requirements of drinking water in the established standards and health regulations and regulations;

creation of effective quality control system of drinking water;

economic incentives of activities for improvement of economic and drinking water supply of the population;

training of specialists in the field of providing the population with drinking water;

informing public on condition of water supply of the population.
