The Council of Heads of Government of the Commonwealth of Independent States solved:

1. Approve Regulations on Coordination service of Council of commanders of Border troops it (is applied).

2. This Decision becomes effective from the date of its signing.

It is made in the city of Chisinau on November 14, 2008 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

Regulations on Coordination service of Council of commanders of Border troops

1. General provisions

1.1. This Provision determines legal status and bases of the organization of activities of the Coordination service of Council of commanders of Border troops (further - Coordination service) created according to the Agreement on standing working body of Council of commanders of Border troops of October 9, 1992.

1.2. In relation to this Provision the following terms mean:

"boundary departments" - the government institutions performing according to the legislation of gosudarstvuchastnik of the Commonwealth of Independent States (further - the CIS) functions of protection and protection of their frontiers;

"military personnel" is the military personnel of boundary departments of the State Parties of the CIS serving in Coordination service;

"civil personnel" - the citizens of the State Parties of the CIS consisting with Coordination service in employment legal relationship.

1.3. The coordination service is standing working body of Council of commanders Boundary to troops (further - Council).

1.4. The coordination service in the activities is guided by the Charter of the Commonwealth of Independent States, agreements signed within the CIS, decisions of Council of heads of states and Council of CIS Heads of Government, Regulations on Council, its decisions, and also this Provision.

1.5. In case of accomplishment of the assigned tasks military personnel and civil personnel of Coordination service equally observe interests of all State Parties of the CIS.

1.6. The coordination service is legal entity, has the seals, stamps, forms, other necessary attributes and has the right to have the isolated property, to acquire the rights and to assume agreement obligations, to be claimant and the defendant in court, to dispose of the money and to have accounts in organizations of banks, including currency, according to the legislation of the host state.

1.7. The coordination service in the place of the permanent stay has the right to convene meetings, meetings, working meetings, to hold other events answering to its tasks and functions and also to hang out in the provided procedure flag and emblem of the CIS, flags of the State Parties of the CIS on the buildings, in rooms and on official cars, to have own symbolics.

2. Main objectives and functions of Coordination service

2.1. The coordination service for the purpose of accomplishment of the tasks assigned to it by this Provision will organize cooperation with boundary departments, other public authorities of gosudarstvuchastnik of the CIS, their public organizations and associations, and also with Executive committee and other bodies of the CIS. The coordination service at the request of Council comes into contacts and cooperates with the international organizations and boundary departments of the states which are not entering the CIS.

2.2. The main objectives of activities of Coordination service are:

coordination of efforts of boundary departments on implementation of the agreements signed within the CIS and decisions of Council of heads of states, Council of CIS Heads of Government concerning boundary cooperation;

approval at the request of Council of common efforts of boundary departments in the field of protection of external borders, maintenance of the situation of stability on them, counteraction to the international terrorism and other manifestations of extremism, to drug trafficking and their precursors, psychotropic substances, weapon, ammunition, organized crime, illegal migration, human trafficking and other safety hazards of the State Parties of the CIS;

assistance in preparation and carrying out joint special boundary transactions and operational and preventive actions;

coordination of conducting investigation and search operations and the operations performed by operational divisions of several boundary departments;

participation in development and implementation of the approved plans (programs) of assistance to construction and strengthening of boundary departments, development of their cooperation concerning training, scientific research, technical, rear and other types of ensuring office activities; ensuring exchange of information between boundary departments on the questions which are of mutual interest, assistance to forming of common information space, to replenishment and updating of information resources, implementation of highly effective technologies and means to ensuring the automated information exchange;

forming and replenishment of the Single specialized information databank on arms and the special equipment of boundary departments;

collection and data analysis of situation on external borders of the State Parties of the CIS and urgent problems of cooperation of boundary departments;

preparation at the request of Council of projects of the international regulatory legal acts for boundary questions directed to rapprochement of national legal systems of the State Parties of the CIS; assistance to strengthening and further development of friendly bonds
