About some questions of compensation of employees of organizations of education

The Council of Ministers of the Republic of Belarus DECIDES:

1. Establish:

1.1. in organizations of preschool, general secondary, professional technical, secondary vocational, vocational education, special teaching and educational facilities, special medical educational facilities, other organizations of education in case of implementation of educational programs of general secondary education, educational programs of vocational training, educational programs of secondary vocational education, other organizations which according to the legislation are granted the right to perform educational activities, in case of implementation of the educational program of preschool education, the educational program of vocational education by them at the level of preschool education, the educational program of vocational education at the level of preschool education for persons with intellectual insufficiency (further – educational programs of preschool education):

1.1.1. increase in tariff salaries (rates) to pedagogical workers, except for training officers and teachers of subjects (subject matters) of professional component of curricula of organizations of education in case of implementation of educational programs of professional and secondary vocational education by them, for 5 percent;

1.1.2. monthly surcharges in the amount of one tariff charge of the first category established by Council of Ministers of the Republic of Belarus for compensation of employees of the state-financed organizations and other organizations receiving subsidies which workers are equated on compensation to employees of state-financed organizations:

to pedagogical workers from among the graduates who got the higher and secondary vocational education by which the place of employment is provided by distribution (redistribution), the direction (the subsequent direction) for work, within two years from the date of the conclusion with them the employment contract (contract);

to pedagogical workers with the higher and secondary vocational education which fulfilled two years on distribution (redistribution), the direction (the subsequent direction) to work and continuing to work at conditions of the signed employment contracts (contracts) within the next one year.

The monthly surcharges provided in part one of this subitem are paid on principle place of employment in proportion to worked time (amount of completed work), but it is not higher than the size, this subitem established in part one;

1.1.3. No. 818 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 23.08.2014

1.2. in organizations of preschool, general secondary, vocational, professional, secondary vocational education, social and pedagogical organizations, special teaching and educational, special medical and educational facilities, organizations of additional education of children and youth, the educational and improving centers, organizations of additional education of adults (except academies, institutes of advanced training and retraining), the organizations performing scientific and methodical ensuring education on district (city, regional) the level, the organizations of health care and the organizations rendering social services and also structural, separate divisions of organizations of education in case of implementation of educational programs of general secondary, professional, secondary vocational education by them and structural, separate divisions of other organizations, which according to the legislation are granted the right to perform educational activities, in case of implementation of educational programs of preschool education by them increase in tariff salaries (rates):

to the pedagogical workers who do not have qualification category (except the pedagogical workers holding positions which qualification characteristics do not provide intra official qualification categorization), to heads of physical training in organizations of general secondary, vocational, professional, secondary vocational education, to parents tutors, adoptive parents – for 10 percent;

to heads of organizations of education, their deputies for the main activities – for 10 percent;

to assistants to tutors – for 20 percent;

to chefs (production managers), catering managers, cooks of baby food (cooks), kitchen workers – for 10 percent.

1-1. Action of Item 1 of this resolution extends to the state-financed organizations and other organizations receiving subsidies which workers are equated on compensation to employees of state-financed organizations.

2. Provide to republican state bodies reduction of the regulatory legal acts in compliance with this resolution.

3. This resolution becomes effective since January 1, 2009, except for Item 2 and this Item which are becoming effective from the date of official publication of this resolution.
