Chapter 1. General provisions

Article 1. Purpose of the Law

This Law establishes the legal basis of the territorial device and administrative-territorial division of the Azerbaijan Republic, and also registration, establishment and change of borders, names of its territorial units or change of their names, and also powers of state bodies and municipalities in regulation of other questions connected with the territorial device and administrative-territorial division of the Azerbaijan Republic.

Article 2. The basic concepts used in this Law

2.1. The territorial device - division of the Azerbaijan Republic as the unitary state having the single territory on the corresponding parts based on articles 7 and 11 of the Constitution of the Azerbaijan Republic and criteria provided by this Law.

2.2. Administrative-territorial division - division of the territory of the Azerbaijan Republic, as unitary state, on certain parts for the purpose of the effective organization of ensuring with public authorities of management, legality, the rights, freedoms and legitimate interests of citizens.

2.3. 2.10. The settlement - territorial unit most of which of the population works at economic, industrial, social units, objects of municipal services, public catering, historical, cultural, resort objects, in state bodies or administrative authorities and other spheres.

2.11. The village - territorial unit most of which of the population goes in for agricultural industry.
