About non-governmental organizations (public associations and funds)
1.1. This Law governs the relations connected with creation and functioning of public associations and funds, and also branches and representative offices of non-governmental organizations of foreign states.
1.2. In this Law "non-governmental organizations" are included into concept public associations and funds.
1.3. This Law establishes creation, activities, rules of reorganization and liquidation of non-governmental organizations as legal entities, activities of non-governmental organizations, management of them, their relations with public authorities.
1.4. This Law does not extend to political parties, labor unions, religious associations, local government bodies, and also the managements created for the purpose of implementation of functions, these organizations and other non-profit organizations regulated by other laws.
2.1. Public association - the voluntary, self-governed non-governmental organization which is not providing in quality of main objective of the activities of commercialization and not distributing the gained income among the members, created for the purpose of determined in its constituent documents at the initiative of several physical and (or) legal entities who united on the basis of common interests.
2.2. Fund - the non-governmental organization which does not have members, founded by one or several physical and (or) legal entities on the basis of property fee, pursuing social, charitable, cultural, educational or other socially useful purposes.
2.2-1. Branches and representative offices of non-governmental organizations of foreign states - the structures of the non-commercial legal entity created outside the Azerbaijan Republic determined in this way by the Civil code of the Azerbaijan Republic.
