Technical regulation "Requirements to Safety of Paints and Varnishes and Solvents"

1. Scope

1. This technical regulation "About Safety of Paints and Varnishes and Solvents" (further - the technical regulation) is developed for the purpose of implementation of the Ecological code of the Republic of Kazakhstan of January 9, 2007, the Labor code of the Republic of Kazakhstan of May 15, 2007 and the Laws of the Republic of Kazakhstan: of November 9, 2004 "About technical regulation", of December 22, 1996 "About fire safety", of April 3, 2002 "About industrial safety on hazardous production facilities", of December 4, 2002 "About sanitary and epidemiologic wellbeing of the population", of July 21, 2007 "About safety of chemical products".

Requirements of this technical regulation extend to the paints and varnishes and solvents which are objects of technical regulation: varnishes, paints, enamels, primers, fillings, solvents and their waste classified according to codes of the Commodity nomenclature of external economic activity. The list of objects of technical regulation is established in appendix 1 to this technical regulation.

2. Terms and determinations

3. In this technical regulation the terms used in the Law of the Republic of Kazakhstan "About technical regulation" and also the following terms and determinations are applied:

1) chemical - chemical compound or mix of the chemical compounds got in the nature or received in the industrial way;

2) harmful chemical - chemical which in case of contact with human body in case of violation of safety requirements can cause injuries, diseases or variations in the state of health found by modern methods both during work and in more, remote terms of life of present and subsequent generations;

3) paintwork material - mix of chemicals in the form of liquid, paste or powder which after drawing on surface forms the paint and varnish covering having protective, decorative or special technical properties;

4) solvent - chemical or mix of chemicals in the form of liquid which is part of paintwork material and is applied to regulation of its viscosity, dissolution of pigment and/or binding of particles of material;

5) water deluting paintwork material - paintwork material which solvent is water which viscosity is regulated by use of water;

6) water and dispersive paintwork material - paintwork material on the basis of water organic dispersions;

7) organorazbavlyaemy paintwork material - paintwork material which solvent is organic substance which viscosity is regulated by use of organic solvent;

8) powder paintwork material - the paintwork material in the form of powder which is not containing the solvent;

9) varnish - paintwork material which after drawing on surface forms transparent paint and varnish covering;

10) paint - paintwork material on the basis of vegetable oils or polymers which after drawing on surface forms translucent or opaque paint and varnish covering;

11) enamel - paintwork material which after drawing on surface forms protective and decorative opaque paint and varnish covering;
