For the purpose of ensuring control of activities of pawnshops and according to Item 18 parts one of article 28 of the Law of Ukraine "About financial services and state regulation of the markets of financial services" State commission on regulation of the markets of financial services of Ukraine POSTANOVILA:

1. Approve the Procedure for creation and provision of the reporting by pawnshops in the National commission performing state regulation in the sphere of the markets of financial services it (is applied).

2. The procedure for creation and provision of the reporting pawnshops in State commission on regulation of the markets of financial services of Ukraine becomes effective since April 1, 2005.

3. To legal management (Tkachenko D. V.) together with Department of supervision of credit institutes (Olenchik A. Ya.) provide provision of this order in the Ministry of Justice of Ukraine for state registration.

4. To management of organizational and analytical ensuring work of the head (Shevchenko T. M.) provide the publication of this order in mass media after its state registration.

5. Control over the implementation of the order to assign to the member of the commission - the director of the department of supervision of credit institutes Olenchik A. Ya.

Procedure for creation and provision of the reporting pawnshops in the National commission performing state regulation in the sphere of the markets of financial services

This Procedure is developed according to Item 18 parts one of article 28 of the Law of Ukraine "About financial services and state regulation of the markets of financial services", the subitem 27 of item 4 of the Regulations on the National commission performing state regulation in the sphere of the markets of financial services, No. approved by the Presidential decree of Ukraine of November 23, 2011 1070, the Law of Ukraine "About financial accounting and the financial reporting in Ukraine".

1. General provisions

1.1. The procedure determines requirements to creation and provision of the reporting pawnshops in the National commission performing state regulation in the sphere of the markets of financial services establishes general requirements to filling of forms of the reporting and terms of their provision.

1.2. In this Procedure terms are used in the values determined by the Law of Ukraine "About financial services and state regulation of the markets of financial services", the Licensed conditions of implementation of economic activity on provision of financial services (except professional activity in the security market) approved by the resolution of the Cabinet of Ministers of Ukraine of December 7, 2016 No. 913, the Regulations on the State register of financial institutions approved by the order of State commission on regulation of the markets of financial services of Ukraine of August 28, 2003 No. 41, registered in the Ministry of Justice of Ukraine on September 11, 2003 for No. 797/8118 (in edition of the order of the National commission performing state regulation in the sphere of the markets of financial services of November 28, 2013 No. 4368), and other regulatory legal acts.

1.3. The procedure extends to all pawnshops of Ukraine, information on which is entered in the State register of financial institutions.

2. Procedure for provision of the reporting

2.1. Pawnshops constitute and submit the reporting under forms to Natskomfinuslug:

General information about pawnshop (appendix 1);

Report on structure of assets and liabilities of pawnshop (appendix 2);

Activities report of pawnshop (appendix 3).

2.2. Calendar year is the accounting period for creation of the reporting which goes to Natskomfinuslug. The intermediate reporting is constituted by quarterly accruing result since the beginning of accounting year. Pawnshops constitute the reporting as of the end of the last day of quarter (year).

Pawnshops submit quarter and annual accounts to the terms determined by Item 5 of the Procedure for the accounts presentation approved by the resolution of the Cabinet of Ministers of Ukraine of February 28, 2000 No. 419.

If the last date of provision of the reporting drops out on non-working day, submission due date is postponed for the working day, the first after day off.
