being guided by desire to keep favorable conditions for transit of citizens of the Russian Federation by rail through the territory of the Republic of Latvia from the Kaliningrad region to the Pskov and Leningrad regions of the Russian Federation and back by trains Kaliningrad - St. Petersburg and Sankt-Peterburgkaliningrad.

Article 1

The Latvian Side provides free visa-free transit on the territory of the citizens of the Russian Federation following by rail from the Kaliningrad region to the Pskov and Leningrad regions of the Russian Federation and back provided that in travel time on the territory of the Republic of Latvia they will not leave the train and to use other mode of transport, except as specified, stipulated in Article 3 this agreements.

Article 2

Citizens of the Russian Federation when following transit across the territory of the Republic of Latvia shall have the valid identity documents.

Such documents are the Russian national, foreign all-civil, service and diplomatic passports, the passport of the seaman, the identity certificate of the military personnel, and also the authenticated documents any other officially replacing listed.

Article 3

In case of the force majeure (catastrophic crash, defect of railway tracks, breakdowns of railway vehicles, sharp deterioration in the state of health of the passenger, etc.) forcing the transient to leave the train, the Latvian Side will not consider such cases as violation of provisions of this agreement and the legislation and will assist such passenger in its further following including other modes of transport.

Article 4

To the conclusion of the relevant agreement this procedure for transit extends also to members of crews of trains, the following on the territory of the Republic of Latvia from the Kaliningrad region to the Pskov and Leningrad regions of the Russian Federation and back.

Article 5

Schemes of structures of passenger trains are developed and approved by railway departments of the Russian Federation and the Republic of Latvia.

The sequence of trains through the territory of the Republic of Latvia is established by relevant organs of the Republic of Latvia taking into account interests of both Parties.

Article 6

Transfer from the train or acceptance in the train of any objects by passengers and members of crews of train along the line on the territories of the Republic of Latvia or transportation prohibited to import to the Republic of Latvia or to transit through its territory of objects is considered as illicit movement of goods and other objects in addition to customs control and involves responsibility according to the legislation of the Republic of Latvia.

The objects forbidden to import to the Republic of Latvia or to transit through its territory, except as specified, stipulated in Article the 7th this agreement, are passed with the permission of competent authorities of the Republic of Latvia.

Article 7

Military teams follow en route without weapon. The military guard on maintenance of freights following in business trip or returning from business trip transport service weapon and ammunition packed in the closed and sealed boxes with observance of requirements for their protection. With weapon and teams their chiefs in case of border control inform representatives of boundary protection of the Republic of Latvia on following of guard.

Persons to whom by the nature of the activities storage and carrying weapon is authorized when following transit can take it only in the presence of the corresponding entry in the business trip order.

Article 8

This agreement becomes effective from the moment of its signing and is effective before the expiration of three months from the date of when one of the Parties sends to other Party the written notice of the intention to stop its action.

It is made in Moscow on June 2, 1993 in duplicate, everyone in the Russian and Latvian languages, and both texts are equally authoritative.
