The purpose of this Law is regulation of the relations in the field of creation, activities and liquidation of rescue services and rescue forming.
The legislation on rescue service and the status of the rescuer consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about rescue service and the status of the rescuer then are applied rules of the international treaty.
In this Law the following basic concepts are applied:
emergency situation - the situation in certain territory which developed as a result of accident, catastrophic crash, natural hazard, natural or other disaster which can entail or entailed the human victims, damnification to human health or the surrounding environment, considerable material losses and violation of conditions of life activity of people;
liquidation of emergency situations - complex of the rescue and urgent operations which are carried out in case of emergency situations and directed to rescuing of life and preserving human health, decrease in the extent of harm to the surrounding environment and material losses and also on localization of zones of emergency situations and cancellation of dangerous factors;
the prevention of emergency situations - complex of the events held beforehand and directed to the greatest possible reduction of risk of emergence of emergency situations, and also to rescuing of life and preserving human health, decrease in the extent of harm to the surrounding environment and material losses in case of their origin;
the rescuer - the citizen of the Republic of Uzbekistan prepared according to certain program for rescue operations and certified in accordance with the established procedure;
rescue means - technical, scientific and technical and intellectual products, including specialized means of communication and managements, the equipment, the equipment, equipment, property, methodical materials, video records, photographic materials on technologies of accomplishment of rescue operations, electronic documents, and also software products and databases for electronic computers, other means intended for carrying out rescue operations;
rescue operations - actions for rescuing of life and preserving human health, protection of property of legal entities and physical persons, the surrounding environment in zone of emergency situations, to liquidation of emergency situations and suppression or bringing to minimum possible level of impact of characteristic factors, dangerous to them;
rescue forming - the independent or being part of rescue service structure intended for work according to the prevention and liquidation of emergency situations which basis is constituted by the divisions of rescuers equipped with special appliances, the equipment, equipment and other rescue means;
rescue service - set of the governing bodies, forces and means intended for the solution of tasks according to the prevention and liquidation of the emergency situations functionally united in single system which basis is constituted by professional rescue forming.
The basic principles of activities of rescue services, rescue forming and rescuers are:
legality;
humanity and mercy;
priority of tasks of rescuing of life and preserving human health, protection of the surrounding environment in case of emergency situations;
justified risk and safety in case of work on liquidation of emergency situations;
one-man management of management of rescue services, rescue forming and rescuers;
permanent readiness of rescue services, rescue forming and rescuers for rapid response to emergency situations and work on their liquidation.
The main objectives of rescue services and rescue forming are:
maintenance of the governing bodies, forces and rescue means in permanent readiness for rapid response to emergency situations and work on their liquidation;
participation in plan development of actions according to the prevention and liquidation of emergency situations;
implementation of urgent works on rescuing of life and to preserving human health, and also prevention and liquidation of emergency situations;
work on protection of property of legal entities and physical persons, the surrounding environment in the conditions of emergency situation;
promotion of knowledge in the field of protection of the population and the territories against emergency situations, participation in preparation of the population and employees of the companies, organizations and the organizations (further - the organizations) to actions in the conditions of emergency situations.
The works connected with suppression of the fires and mitigation of consequences of other emergency situations of natural and technogenic nature belong to rescue operations rescue, search and rescue, mine-rescue, water and rescue, gas-rescuing, and also.
Types of the rescue operations provided in part one of this Article can be changed according to the legislation.
Rescue services and rescue forming can be created:
on permanent regular basis - rescue services and professional rescue forming;
on emergency basis - emergency rescue forming.
Rescue services and professional rescue forming are created:
republican - according to the decision of the President of the Republic of Uzbekistan or the Cabinet of Ministers of the Republic of Uzbekistan;
territorial - according to the decision of Council of Ministers of the Republic of Karakalpakstan, hokim of areas, the city of Tashkent, areas and cities;
object - according to the decision of the organizations where obligatory availability of own rescue services and rescue forming for implementation of activities, stipulated by the legislation is provided.
Emergency rescue forming are created by the organizations from among the workers in accordance with the established procedure.
Public rescue forming are created on public basis by public associations which authorized task is participation in work on liquidation of emergency situations.
