About protection of atmospheric air

Atmospheric air is the integral component of the environment influencing health, working ability of people, flora and fauna.

This Law, establishing the legal basis of protection of atmospheric air, it is directed to implementation of the rights of the population to accommodation in the favorable environment and receipt of exact information on the environment.

I Section. General provisions

Article 1. Basic concepts

1.0. The concepts used in this Law express the following values:

1.0.1. atmospheric air - natural mix of the atmospheric gases covering the environment;

1.0.2. harmful and pollutants (further - hazardous substances) - the substances or their mixes which are thrown out in atmospheric air and at the certain density the making harmful effects on health of the person and the environment;

1.0.3. pollution of atmospheric air - excess by quantity of hazardous substances in atmospheric air of hygienic and ecological standard rates;

1.0.4. transboundary pollution atmospheric vozdukhazagryazneniye of atmospheric air of one country as a result of distribution of hazardous substances which source is in the territory of other state;

1.0.5. the adverse weather usloviyameteorologichesky conditions promoting accumulating and distribution of hazardous substances in the layers of atmospheric air adjoining to the Earth's surface;

1.0.6. harmful physical impact on atmospheric vozdukhvozdeystviye of anthropogenous origin of noise, vibration, the ionizing beams, electromagnetic waves, humidity, radiation and other physical factors on change of physical properties of atmospheric air to the detriment of health of the person and the environment;

1.0.7. admissible level of physical impact on atmospheric air - the standard rate of physical impact reflecting not the damaging health and environment maximum level of physical impact on atmospheric air;
