About protection of atmospheric air

Atmospheric air is the integral component of the environment influencing health, working ability of people, flora and fauna.

This Law, establishing the legal basis of protection of atmospheric air, it is directed to implementation of the rights of the population to accommodation in the favorable environment and receipt of exact information on the environment.

I Section. General provisions

Article 1. Basic concepts

1.0. The concepts used in this Law express the following values:

1.0.1. atmospheric air - natural mix of the atmospheric gases covering the environment;

1.0.2. harmful and pollutants (further - hazardous substances) - the substances or their mixes which are thrown out in atmospheric air and at the certain density the making harmful effects on health of the person and the environment;

1.0.3. pollution of atmospheric air - excess by quantity of hazardous substances in atmospheric air of hygienic and ecological standard rates;

1.0.4. transboundary pollution atmospheric vozdukhazagryazneniye of atmospheric air of one country as a result of distribution of hazardous substances which source is in the territory of other state;

1.0.5. the adverse weather usloviyameteorologichesky conditions promoting accumulating and distribution of hazardous substances in the layers of atmospheric air adjoining to the Earth's surface;

1.0.6. harmful physical impact on atmospheric vozdukhvozdeystviye of anthropogenous origin of noise, vibration, the ionizing beams, electromagnetic waves, humidity, radiation and other physical factors on change of physical properties of atmospheric air to the detriment of health of the person and the environment;

1.0.7. admissible level of physical impact on atmospheric air - the standard rate of physical impact reflecting not the damaging health and environment maximum level of physical impact on atmospheric air;

1.0.8. admissible limit of harmful physical impact on atmospheric air - the standard rate established for each source of physical impact with condition not of exceeding of harmful physical impacts of each of sources and all of them together the admissible level of physical impact on atmospheric air;

1.0.9. the technical standard rate of emission (withdrawal) - the standard rate establishing the most admissible quantity the atmospheric air of hazardous substance, and other indicators for stationary and mobile sources of hazardous substances, including vehicles, engineering procedures and the equipment calculated taking into account their unit of production, run, engine capacity; which is thrown out in

1.0.10. admissible limit of emission (withdrawal) - the admissible limit of emission of hazardous substances set taking into account technical standard rates of emission and pollution of background for each source contaminating atmospheric air with condition not of excess by hazardous substances from stationary sources of hygienic and ecological standard rates of quality of atmospheric air;

1.0.11. temporarily approved emission (withdrawal) - temporary limit of emission of hazardous substances in the atmospheric air set for stationary sources with condition of step-by-step achievement of admissible limit of emission taking into account quality of atmospheric air and social and economic development of the corresponding territory;

1.0.12. monitoring of atmospheric air - watch system and control for the purpose of studying, assessment and the forecast of condition, pollution of atmospheric air happening in it natural processes;

1.0.13. protection of atmospheric air - system of the measures performed by relevant organs of the executive authority and local self-government, legal entities and physical persons for the purpose of improvement of quality of atmospheric air, prevention of impact on atmospheric air, damaging health and environment;

1.0.14. the hygienic standard rate of quality of atmospheric quality of vozdukhakriteriya of atmospheric air setting the admissible limit of quantity of hazardous substances excluding harmful effects in atmospheric air on health of the person;
