About youth policy

This Law establishes the purposes, the principles, the directions, organization-legal fundamentals of youth policy in the Azerbaijan Republic and governs the relations arising in this area.

Section I. General provisions

Article 1. Basic concepts

1.0. For the purposes of this Law the following concepts are used:

1.0.1. youth policy - system of the actions directed to creation by the state of social and political, social and economic, organization-legal conditions and guarantees for the purpose of ensuring all-round development of youth, its active participation in life of society;

1.0.2. youth - persons aged from 14 up to 29 years;

1.0.3. the young family - the family established in case of marriage of persons is not more senior than 35 years, and also the single parents at the age of no more than 35 years having at least one child on the care;

1.0.4. talented youth - the youth differing in special capabilities in the fields of education, sciences, technicians, cultures, sport and other spheres;

1.0.8. the young scientist and the researcher - the scientist and the researcher whose age does not exceed 35 years;

1.0.9. student's self-government - individual development of students in educational, scientific, social and cultural spheres, and also the sphere of professional training, their public work directed to the organization of leisure.

1.0.10. volunteer activities of youth - the socially useful and non-paid activities of youth connected with performance of works and rendering services according to the Law of the Azerbaijan Republic "About volunteer activities".

Article 2. Legislation of the Azerbaijan Republic on youth policy

The legislation of the Azerbaijan Republic on youth policy consists of the Constitution, this Law of the Azerbaijan Republic, other regulatory legal acts and international treaties supported by the Azerbaijan Republic.

Article 3. Purpose and principles of youth policy

3.1. The main objective of youth policy in the Azerbaijan Republic consists in creation of conditions for physical, intellectual and spiritual development of youth, rendering assistance of realization of its opportunities and skills, solutions of social and economic problems and ensuring protection of the rights.

3.2. Treat the basic principles of youth policy:

3.2.1. education of youth on the basis of the principles of patriotism, azerbaydzhanstvo, statehood, good breeding, in the spirit of respect for history, cultural heritage, customs and traditions, state language and symbols of the Azerbaijani people, national and moral and universal values;

3.2.2. ensuring active participation of youth in social and political, social and economic and cultural life of society, and also in spheres of management and development of civil society, mobilization of its intellectual and creative potential on the solution of national problems;

Article 4. Tasks of the state in the field of implementation of youth policy

4.0. In the field of implementation of youth policy treat tasks of the state:

4.0.1. preparation and implementation of legal acts, state programs in the field of youth policy;

4.0.2. coordinating of activities of legal entities and physical persons in the field of work with youth;

4.0.3. implementation of actions in the field of education, education, physical, intellectual and spiritual development of youth, protection of her health;

4.0.4. implementation of actions in the field of professional training, employment, support of entrepreneurial initiatives ("start-up"), to knowledge of the main directions of the state youth policy and state programs;

4.0.5. implementation of information support and education in the field of youth policy;

4.0.6. training of youth for military service;

4.0.7. financing of actions in the field of youth policy;

4.0.8. the organization of carrying out the scientific research connected with the analysis of provision of youth and the solution of its problems;

4.0.9. creation of opportunities and conditions for participation of the Azerbaijani youth in the international actions, development of interconnection with youth of the world, including with the young compatriots living in foreign countries;

4.0.10. creation and support of activities of Youth fund for the purpose of strengthening of the world, mutual understanding and cooperation between youth of the world, stimulation of the activities directed on scientific, educational, cultural both other social and humanitarian areas in connection with youth policy.

4.0.11. ensuring preparation and personnel training in the field of youth policy, including ensuring preparation and additional training of specialists in the analysis, planning, the organization and job evaluations with youth, and also the organization of regular trainings for this purpose;

4.0.12. identification of talented and creative youth and implementation of the measures aimed at the development of their capabilities, promotion of youth which achieved high achievements;

4.0.13. training of youth in knowledge in the field of planning of family and reproductive health, enhancement of work of the organizations rendering services in this area;

4.0.14. social protection of needy young families;

4.0.15. support of scientific activities of young scientists and researchers;

4.0.16. implementation of actions on social and economic and cultural development of youth;

4.0.17. implementation of measures, the social, housing, educational problems directed to the decision, and also on carrying out rational leisure of the needy youth needing social protection;

4.0.18. stimulation of volunteer activities among youth;

4.0.19. prevention of any kinds of extremism and radicalism among youth;

4.0.20. creation of opportunities for informal and informalny education for the purpose of individual development of youth;
