1. For the purpose of this Federal Law the following basic concepts are used:
1) ingredient - the substance (except for tobacco leaf and other parts of tobacco) used in case of production of not smoking tobacco product and which is present at finished not smoking tobacco product, including at the changed form;
2) controlling organization - the organization exercising control of production process in case of production of not smoking tobacco products, used by tobacco raw materials and not tobacco materials and also behind quality of not smoking tobacco products;
3) large fraction of scraps of tobacco leaves - the scraps of tobacco leaves which remained later siftings on sieve with penetrative openings with a diameter of 3 millimeters;
4) the insert - the sheet with placed on it information for consumers used in case of realization of not smoking tobacco products on which consumer packaging it is impossible to place information for consumers;
5) the name of not smoking tobacco products - the designation of not smoking tobacco products appropriated by the manufacturer;
6) not smoking tobacco products - not smoking tobacco product packed into consumer packaging;
