About measures for enhancement of forming and program implementation of meliorative improvement of the irrigated lands

According to the Presidential decree of the Republic of Uzbekistan of October 29, 2007 and for the purpose of ensuring high-quality forming and timely program implementation of meliorative improvement of the irrigated lands the Cabinet of Ministers decides No. UP-3932 "About Measures for Radical Enhancement of System of Meliorative Improvement of Lands":

1. Approve:

Regulations on procedure for forming, development, conducting examination, approval and projects implementation on meliorative improvement of the irrigated lands according to appendix No. 1;

Ceased to be valid according to the Resolution of the President of the Republic of Uzbekistan of 26.12.2018 No. PP-4086

2. Ceased to be valid according to the Resolution of the President of the Republic of Uzbekistan of 30.12.2021 No. PP-73

3. To Gosarkhitektstroy, the Ministry of Finance, the Ministry of agricultural and water economy of the Republic of Uzbekistan in two-month time to bring the departmental regulatory legal acts into accord with this resolution.

4. To impose control of execution of this resolution on the First deputy Premier-Ministra of the Republic of Uzbekistan Azimova R. S.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of November 28, 2008 No. 261

Regulations on procedure for forming, development, conducting examination, approval and projects implementation on meliorative improvement of the irrigated lands

I. General provisions

1. This Provision determines procedure for forming, development, conducting examination, approval and projects implementation by construction, reconstruction, repair and recovery of the meliorative objects financed by fund of meliorative improvement of the irrigated lands under the Cabinet of Ministers of the Republic of Uzbekistan (further - Fund).

2. The construction, reconstruction, repair and recovery of meliorative objects are performed based on the State program of meliorative improvement of the irrigated lands approved by the decision of the Government or the President of the Republic of Uzbekistan (further the State program).

The state program is developed for a period of five years.

3. In this Provision the following basic concepts are applied:

meliorative objects - the water management objects promoting collection of collector and drainage and surface exhaust waters and their transportation out of the limits of the irrigated lands including collectors and collector and drainage network (including constructions), wells of vertical drainage, meliorative pumping points and the supervisory network;

the drainage (opened and closed) - the water management object promoting collection and removal of drainage waters out of limits of the irrigated land area;

the closed horizontal drainage - the system of the closed tubular network (including constructions) intended for collection of drainage waters from the section of the irrigated square and branch them out of its limits;

well of vertical drainage - the construction representing the well equipped with water intake, the electric pump, pipelines, and also the station of management for pumping of underground pressure head and ground waters, built for improvement of meliorative condition of the serviced area;

open drainage - the channel (including constructions) intended for collection of drainage waters from the section of the irrigated square and branch them out of its limits;

the collector - the channel (including constructions) intended generally for acceptance and transportation of drainage and exhaust waters from drainage network, and also branch them out of limits of the irrigated territory. Collectors on the territory of servicing are subdivided into the main (interregional), interdistrict collectors and intereconomic collector and drainage networks;

the main (interregional) collector - the open collector crossing the territory more than one area;

interdistrict collector - the open collector crossing the territory more than one area in borders of one area;

intereconomic collector and drainage network - the opened and closed collectors and the drainage network located in the territory of one area;

meliorative pumping point (aggregate) - set of the hydraulic engineering constructions with machine water rise providing project handling capacity of collector by fence from it and raising of drainage exhaust waters to the place of their branch;

the supervisory network - network of the observation wells arranged on the irrigated lands for measurement of level of bedding of ground waters and sampling for the analysis of its quality;

repair and recovery of meliorative objects - the works intended for maintenance of project parameters of meliorative objects including cleaning of beds of collectors of deposits, grass and shrubby vegetation, repair of constructions on them and separate destructions of slopes, repair and washing of the closed horizontal drainage, repair and replacement of the fast-worn-out separate parts and nodes of the equipment, constructions and other meliorative objects;

running repair of meliorative objects - the systematic repair work intended for support in working order of meliorative objects. At the same time the cost of the used material resources (steel concrete, metal construction, cement, metal, etc.), spare parts and the equipment shall not exceed 20 percent of aggregate value of rescue and recovery operations;

capital repairs of meliorative objects - works in the course of which complete or partial recovery of object or its separate elements, change of worn-out designs of constructions, the equipment or replacement their stronger and economic are made. At the same time the cost of the used material resources, spare parts and the equipment 20 percent from all cost of rescue and recovery operations exceed;

emergency and recovery repair of meliorative objects - works on elimination quickly all damages which resulted from accidents;

unexpected works on meliorative objects - rescue and recovery operations which need of accomplishment is revealed during operation of meliorative objects, not covered by the State program;

reconstruction and construction of meliorative objects - complete or partial reorganization and construction of meliorative objects. After reconstruction of object its initial project parameters and structure of constructions can change in parts or in full according to the new project;

the meliorative inventory - the code of the systematized data, the characterizing meliorative conditions of the irrigated lands and technical condition of meliorative systems in quantitative value of the main indicators;
