being guided by the aspiration to develop the relations and to promote implementation of the purposes and the principles of the Commonwealth of Independent States,

being convinced that it they will help the world, safety and stability, and also implementation of the purposes and the principles of the Charter of the UN, the Helsinki Final act, the Parisian charter for new Europe and other documents of CSCE,

wishing to strengthen political, commercial, commercial and cultural ties of two countries and to give them new quality,

aiming at expansion of friendly bonds between their citizens and the people,

based on provisions of the Vienna convention on the diplomatic intercourses of 1961,

agreed to establish diplomatic relations and to exchange diplomatic representations at the level of Embassies.
