About formation of the Advisory board on work, employment and social protection of the population of the State Parties of the Commonwealth of Independent States
Governments of the State Parties of the Commonwealth of Independent States,
attaching importance to development of cooperation and development of coordinated policy in the field of social protection of citizens, employment relationships and social partnership, ensuring protection and improvement of working conditions,
to interaction in the solution of questions of the labor market and employment of the population,
agreed as follows:
Create the Advisory Board on work, employment and social protection of the population of the State Parties of the Commonwealth of Independent States (further - Council) which part heads of relevant organs of the government of the State Parties of the Commonwealth of Independent States knowing questions of regulation of the labor market, employment relationships, employment and social protection are.
Council performs the activities according to Regulations on the Advisory Board for work, employment and social protection of the population of the State Parties of the Commonwealth of Independent States which is integral part of the Agreement, according to appendix to this agreement.
The purposes of Council are:
development of coordinated policy by consultations and exchange of opinions on the major problems which are of mutual interest;
harmonization of the legislation of the State Parties of the Commonwealth and settlement connected with employment relationships, the labor market, employment, social protection of the population and labor protection;
development of offers and initialing of drafts of interstate agreements on these questions.
Each state in Council has one voice.

The advisory board on work, employment and social protection of the population of the State Parties of the Commonwealth of Independent States (further - Council) is body of industry cooperation of the Commonwealth of Independent States (further - the CIS).
In the activities Council is guided by the Charter of the Commonwealth of Independent States, international treaties signed within the CIS, decisions of Council of heads of states, Council of Heads of Government, Council of Foreign Ministers, CIS Economic Council, the General provision on bodies of industry cooperation of the CIS of October 9, 2009 and this Provision.
Council performs the activities in close interaction with Executive committee of the CIS.
Council is accountable in the activities to Council of CIS Heads of Government.
Council annually provides information on the activities in Executive committee of the CIS.
The main objectives of Council are:
assistance to cooperation in areas: employment relationships; social partnership; labor protections; labor market; employment; social protection of the population, including the citizens who were affected by impact of radiation;
development of measures for realization of the specified directions of cooperation;
interaction with other bodies of industry cooperation of the CIS on the questions entering competence of Council.
3.1. The main functions of Council are:
participation in development and consideration of drafts of multi-lateral international treaties, comprehensive programs and other documents on the questions which are within the competence of Council;
participation in project development of the model laws and recommendations in the social and labor sphere and consideration of the questions connected with forming of the total market of work, employment, labor protection and social protection of the population;
participation in reasons and development of the principles and criteria by determination of the status of persons which were affected by impact of radiation;
participation in development of the methodical approaches, recommendations and mutually agreed social standards and basic levels of rehabilitation and protection of public health which were affected by impact of radiation and also members of their families;
