The Ministry of Education of the Republic Kyrgyzstan, the Ministry of Education of the Russian Federation and Committee on the higher school of the Ministry of science, the higher school and technical policy of the Russian Federation which are hereinafter referred to as by Contracting Parties

mutually respecting sovereignty of both states,

considering mutual interest in equal cooperation in the field of science and education,

recognizing in the relations and in the pursued educational policy priority of the universal values fixed in the Universal Declaration of Human Rights

considering the developed state education systems and sciences as the complete sovereign systems promoting development full national culturally inhabiting both states of the people irrespective of their nationality and ethnic origin,

aiming on the basis of humanity and dialogue of cultures at updating of content of national education systems,

expressing readiness for scientific, organizational methodically, production and other cooperation,

agreed in the following:

Article 1

Contracting parties recognize independence of the Republic Kyrgyzstan and the Russian Federation in policy of education in relation to all educational, scientific organizations and organizations which are in their territories.

Article 2

Contracting parties confirm equality of all educational institutions entering their national education systems irrespective of training language, and render to them equivalent state organizational, pedagogical, educational and methodical and material financial support.

Article 3

Contracting parties guarantee termless recognition in the territories of documents of the state sample on education, retraining of personnel, about award of the academic statuses issued in both states by the time of the conclusion of this agreement.

Article 4

Contracting parties establish equivalence of the education documents and qualification issued after agreement signature by educational institutions according to the legislation of the states of each of Contracting Parties for the purpose of determination of the equal rights of their owners in case of revenues to work or education continuation.

Specific ratios between education documents and about academic statuses are established by the separate protocol within six months from the date of the signature of this agreement.

Article 5

Contracting parties guarantee to all citizens living in their territories, the equal rights to education and its availability. The persons who are constantly living in the territory of one of Contracting Parties and having nationality of other Contracting Party get education at all levels, and also academic statuses, on the conditions established for citizens of the state in the territory of which they constantly live.

Article 6

Each of Contracting Parties shall continue training (before its completion) the citizens of the state of other Contracting Party who arrived on training till January 1, 1992 on the terms of acting concerning citizens of the host party.

Article 7

Contracting parties establish the state order of acceptance on training of citizens of the Russian Federation in educational institutions of the Republic Kyrgyzstan and citizens of the Republic Kyrgyzstan in the educational institutions of the Russian Federation paid from the budget of the state of each Contracting Party. The number of persons directed to training, procedure for their transfer and financing are annually determined by the additional bilateral Protocol.

Article 8

Contracting parties agreed that they the certificate about secondary education issued in the Republic Kyrgyzstan, and the certificate about the termination of high comprehensive school issued in the Russian Federation, having the corresponding state certification grant the right to receipt in higher educational institutions of both Contracting Parties.

The diplomas about the termination of average special educational institutions issued in the states of each of Contracting Parties and having the corresponding state certification grant the right of revenues to the reduced forms of education in higher educational institutions of both states, taking into account the training profile specified in them.

Article 9

Contracting parties do not interfere with individual reception of citizens of the state of other Contracting Party in the educational institutions on the basis of tender by rules of the relevant educational institution.

Article 10

Contracting parties confirm the mutual intentions in every possible way to promote development and providing the schools with updated set of educational and educational and methodical literature with Russian of training functioning in the territory of Kyrgyzstan on condition of its partial modification for the benefit of accounting of content of education in Kyrgyzstan.

Are for this purpose created as required - temporary research collective, joint competitions of original textbooks for the called schools will be organized and carried out. The procedure and terms of realization of the listed measures are determined by special protocols.

Article 11

The Ministry of Education of the Russian Federation, considering small number of schools with the Kyrgyz language of training at the territory, finds it possible to grant to Kyrgyzstan the right of direct connections with these educational institutions on condition of bringing to data of the Ministry of Education of the Russian Federation on the made decisions.

Article 12

Contracting parties provide conditions for preparation pedagogical and research and educational personnel for educational institutions in which teaching is conducted in languages of other Contracting Party. Each of Contracting Parties renders assistance in preparation, retraining and advanced training of research and educational personnel, providing other Contracting Party with educational and methodical literature of educational institutions in which teaching is conducted in languages of its state.

Article 13

Contracting parties are established about settlement, connected with production, mutual deliveries of the educational equipment, visual aids, furniture and with procedure for settlement on the approved line items. The parties consider expedient creation of joint educational production. Economic and economic relations are drawn up by the special protocol.
