Ministers of Health of the Russian Federation and the Republic Kyrgyzstan, hereinafter referred to as as the Parties, proceeding from acquisition by the republics of independence, taking into account traditionally developed bonds, being guided by the principles of humanity, and also considering interest of the parties in further development of mutual and equal cooperation on long-term and stable basis in range of definition of policy of development of health care, sanitary and epidemiologic wellbeing, implementation of national medico-social programs, development of medical science and training, sign this agreement.

The parties agreed:

Article 1

Perform relations of the parties in the field of health care, pharmaceutical industry and medical science on the basis of mutual benefit.

Article 2

To jointly resolve problematic issues on health protection on medicamentous providing the people, determining the priority directions in health care, medical science, training.

Article 3

Render advisory, medical, financial and other care in case of extreme situations and medical emergencies on a grant basis. Provide mutual assistance from drift quarantine, HIV of infections, and also in case of the extreme situations connected with emergence of ecological, radiation complications and natural disasters.

Article 4

Accept the intergovernmental agreement about mutual recognition of diplomas of medical educational institutions and essentially single requirements to training of specialists in borders of contracting parties.

Article 5

Perform training of students, scientific, pedagogical, scientific and technical workers, advanced training of doctors, professors and teachers in medical schools, research institutions of both parties on commercial basis according to the existing price lists or on the contract prices acceptable for the Parties.

Consider expedient providing to the students, clinical interns, graduate students, doctoral candidates enlisted in HIGHER EDUCATION INSTITUTIONS and scientific research institute of system of the Ministry of Health of the Russian Federation and the Russian Academy of Medical Science and system of the Ministry of Health of the Republic Kyrgyzstan till January 1, 1992 and studying at the territories of the Parties, opportunity to continue training at the conditions operating at the time of their transfer.

Article 6

Hold interstate scientific and practical congresses, conferences, symposiums on topical issues of medical science and pharmaceutical industry.

Article 7

Develop interstate scientific programs for the priority directions of medical science. Financing of programs to make at the expense of public funds on the equity beginnings.

Article 8

Perform single policy in the field of creation of new pharmaceuticals, control of development of medicines, vaccines, serums and diagnostic medicines, products of medical equipment. Coordinate development of the pharmaceutical industry and specialization of production of medicines, vaccines, serums, diagnostic medicines, products of medical equipment.

For the purpose of prevention of unreasonable overestimate of the prices to coordinate pricing policy on products of medical appointment, especially on medicines.

Article 9

Perform deliveries of medicines, vaccines, serums, diagnostic medicines, pieces of medical equipment in the amounts and assortment determined by the Ministries of Health.

Article 10

Emergency and emergency medical service to citizens of both Parties to perform rendering on a grant basis, and specialized planned medical care on contractual basis.

Provide free medical care to some categories of citizens (participants of the Second World War, soldiers internationalists, and persons equated to them who were taking part in recovery from the accident on the Chernobyl NPP).

Article 11

For implementation of the reached Agreement to form permanent Working group. To hold meeting of the Working group annually.

Materials of meetings are conducted in the Kyrgyz and Russian languages.

Article 12

Consider invalid the Agreement on cooperation between the Ministry of Health of RSFSR and the Ministry of Health of the Republic Kyrgyzstan in the field of medicine and health care for 1991 signed of April 2, 1991.

This agreement can be changed or added according to the decision of the Parties.

The validity of this agreement is automatically extended for each next year if any of the Parties, a month before the expiration of its action, does not inform in writing other Party on any changes in the text of the Agreement.

In case of agreement cancelation of the Party shall notify each other on it not later than 6 months before expiration of the Agreement.

This agreement becomes effective from the date of its signing.

The agreement is constituted and is signed in Moscow on June 10, 1992 in duplicate everyone in the Russian and Kyrgyz languages, and both texts are equally authoritative.
