The agreement on interaction of the State Parties of the Commonwealth in the field of geodesy, cartography, the inventory and remote sensing of Earth

of October 9, 1992

The governments of the State Parties of this agreement (further referred to as - the Parties),

proceeding from mutual aspiration to development of mutually beneficial cooperation between geodetic and cartographic services of the State Parties of the Commonwealth of Independent States,

agreed as follows:

Article 1

The parties determine and pursue coordinated policy in the field of geodesy, cartography, the inventory and remote sensing of Earth, develop and perform interstate programs in this sphere, and also provide training of the corresponding specialists.

Article 2

Mutual exchange on the basis of bilateral agreements by initial geodetic, cartographic materials and materials of space shootings on territorial accessory shall carry out the parties.

Article 3

For accomplishment of the provisions provided in Articles 1 and 2 of this agreement Interstate council on geodesy, cartography, the inventory and remote sensing of Earth is created.

Its functions, procedure for financing and creation of working bodies, residence are determined by the Provision approved by this agreement (is applied).

Article 4

Participation in this Agreement does not affect the rights and obligations of the Parties under earlier signed agreements, and also under agreements which can be signed in the future.

Article 5

The parties jointly develop the procedure, rules and procedures concerning responsibility for violation of provisions of this agreement.

Article 6

This agreement becomes effective from the moment of its signing.

Article 7

This agreement is open for accession to it of any other state interested in goal achievement and this agreement tasks.

It is made in the city of Bishkek on October 9, 1992 in one authentic copy in Russian. The authentic copy is stored in Archive of the Government of the Republic of Belarus which will send to the states which signed this agreement, its verified copy.

Section I General provisions

1. Interstate council on geodesy, cartography, the inventory and remote sensing of Earth (further - Council) is created for agreement performance about interaction of the State Parties of the Commonwealth in the field of geodesy, cartography, the inventory and remote sensing of Earth (further - the Agreement) and is body of industry cooperation of the Commonwealth of Independent States.

2. Council determines and pursues coordinated policy in the field of geodesy, cartography, the inventory and remote sensing of Earth, develops and performs interstate programs in this sphere, and also coordinates training of specialists in the field of geodesy, cartography, the inventory and remote sensing of Earth.

3. In the activities Council is guided by the Charter of the Commonwealth of Independent States, international treaties and the decisions made within the Commonwealth of Independent States, the General provision on bodies of industry cooperation of the Commonwealth of Independent States and this Provision.

4. Council is accountable in the activities to Council of heads of states and Council of Heads of Government of the Commonwealth of Independent States.

Section II of Function of Council

The main functions of Council are:

the organization and coordination of execution of the decisions made by Council of heads of states, Council of Heads of Government, Council of Foreign Ministers, CIS Economic Council;

development and approval of the priority directions and forms of cooperation in the field of geodesy, cartography, the inventory and remote sensing of Earth;

development, approval and participation in implementation of interstate programs, plans and projects of cooperation;

preparation together with the interested ministries and departments of the State Parties of the Agreement of offers on geodesy, cartography, the inventory and remote sensing of Earth for consideration by Council of CIS Heads of Government and adoption of relevant decisions;

interaction with interstate structures and the international organizations in questions of competence of Council;

coordination of training of specialists in the field of geodesy, cartography, the inventory and remote sensing of Earth.

Section III Structure and structure of Council

1. Council consists of the chairman and members of council.

2. Members of council are heads of state bodies in the field of geodesy, cartography, the inventory and remote sensing of Earth of the State Parties of the Agreement.

3. The chairman of the board is elected from among members of council.

4. Organizational and technical, information support of activities of Council is performed by its Secretariat.

5. The head of the Secretariat of Council and the representative of Executive committee of the CIS are part of Council with the right of advisory vote.
