The governments of the State Parties of the Commonwealth of Independent States which signed this agreement, hereinafter referred to as with the Parties
being guided by desire to promote development of friendly good-neighbourhood, strengthening of commercial, commercial, scientific and technical, cultural and other relations,
in view of practical feasibility of establishment of essentially new relations in consular area,
proceeding from mutual interest in development of cooperation of consular services,
considering necessary to provide efficient protection of the rights and interests of citizens of the State Parties of the Commonwealth,
agreed as follows:
Citizens of the Parties have the right to drive, leave and move on the territory of the Parties without visas in the presence of the documents proving their identity or confirming their nationality.
The procedure for entrance, departure and movement of the foreign citizens and stateless persons who are constantly living in the territory of the Parties is regulated by the legislation of each of the Parties.
By the national legal system of the Parties introduction of restrictions for movement on their territory of the citizens of the Parties, foreign citizens and stateless persons mentioned above can be provided.
The citizens of the Parties who are constantly living in the territory of the third states can drive, leave and move on the territory of the Parties also without visas.
Shall allow the parties into the third states at the check points open for the international passenger traffic, citizens of the Parties having valid and properly processed documents on the right of crossing of border, and will undertake measures to non-admission of departure to the third states of persons which departure is closed by competent authorities of the Parties.
Provisions of this agreement do not call into question the right of the Parties to take special measures for protection of the borders and the territory in case of force majeure, in particular, in the situations menacing to their safety. In this case visa-free movement of above-mentioned citizens and stateless persons does not exclude the right of the Parties to perform corresponding passport and other types of control.
The parties will consider acting the documents of the former USSR confirming nationality before introduction of the relevant national documents.
The parties will apply since January 1, 1993 Law USSR provisions "About procedure for departure from the USSR and entry into the USSR of citizens of the USSR" if by this moment their national legal acts on these questions are not adopted.
The parties will regularly inform each other on the questions relating to scope of provisions of this agreement, in particular, about the existing documents confirming nationality of their owners on changes according to the procedure from issue and use and also of the corresponding legal acts.
In the consent of the Parties additions and changes can be made to this agreement.
Each of the Parties of this agreement can leave the list of his participants what it shall notify the Ministry of Foreign Affairs of the Republic of Belarus at least in 90 days prior to date of exit on.
In this case other Parties will hold consultations to decide in what measure of their agreement obligation they remain feasible.
The depositary received notifications on exit from this agreement:
The Russian Federation - on September 4, 2000.
Turkmenistan - on March 18, 1999.
The Republic of Kazakhstan - on October 10, 2000.
The Republic of Uzbekistan - on February 6, 2001.
This agreement is open for accession of any state with the consent of all Parties.
This agreement becomes effective from the moment of signing.
It is made in the city of Bishkek on October 9, 1992 in one authentic copy in Russian. The authentic copy is stored in Archive of the Government of the Republic of Belarus which will send to the states which signed this agreement, its verified copy.
