The Ministry of Transport of the Russian Federation and the Ministry of transport and messages of the Republic of Armenia, hereinafter referred to as "Contracting parties", according to the Agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on cooperative principles and conditions of relations in the field of transport,
being guided by aspiration to further development of automobile communication between both countries, and also transit across the territory of the Russian Federation and the Republic of Armenia,
agreed as follows:
This agreement determines conditions of journey of the vehicles (buses, trailer hauling trucks and semitrailer trucks or without them) transporting passengers and loads between both states and transit across their territories and also the mutual coordination of activities connected with development and functioning of road transport.
Each of Contracting Parties will provide conditions for free journey of vehicles of other Contracting Party on the territory of the state including the following transit to the third countries.
In case of accomplishment of transportations based on this agreement carriers of one of Contracting Parties, being in the territory of respectively Russian Federation and the Republic of Armenia shall follow the traffic regulation existing there, the laws and other standard rates relating to road transport.
1. Contracting parties agreed to keep the rules existing at the time of signing, manuals, provisions, instructions, standards and specifications regulating work of road transport.
2. Change, and also approval of the new regulating documents infringing on interests of other Party are made under mutual approval between Contracting Parties.
Contracting parties will provide in the territories of the states equal conditions to the transport and forwarding enterprises, irrespective of patterns of ownership and belonging to the State Parties of this agreement, in the field of sale of transport and forwarding services, and also will promote creation of joint businesses, including on the joint-stock beginnings.
Contracting parties on the basis of reciprocity will coordinate work in the field of:
scientific and technical policy on road transport;
project developments legislative and the bylaws, standards and regulations regulating work of road transport;
creations of conditions for technical assistance to railway vehicles, fillings of cars with fuels and lubricants;
assistance in case of accidents.
Each Contracting Party recognizes in the territory the registration documents and registration plates issued by competent authorities of the Russian Federation and the Republic of Armenia on vehicles, and also certificates of competency on the right of control of the vehicle.
Contracting parties will resolve all matters of argument in connection with interpretation and application of this agreement by negotiations and consultations.
This agreement becomes effective from the date of its signing and will be effective until the expiration of 90 days from the date of when one of Contracting Parties reports to other Contracting Party in writing about the intention to terminate the Agreement.
It is made in Moscow on September 8, 1992 in duplicate, everyone in the Russian and Armenian languages, and both texts are equally authoritative.
