Agreement on approval of the Regulations on Council of collective security

of July 6, 1992

In agreement performance about collective security of May 15, 1992 the heads of states who signed this agreement agreed as follows:

1. Approve Regulations on Council of collective security it (is applied).

2. Determine that the Regulations on Council of collective security are effective from coming into force of the Agreement on collective security of May 15, 1992.

It is made in the city of Moscow on July 6, 1992 in one authentic copy in Russian. The authentic copy is stored in Archive of the Government of the Republic of Belarus which will send to the states which signed this agreement, its verified copy.

It is hereby notified that the Republic Georgia signs the Agreement on approval of the Regulations on Council of collective security signed at meeting of Council of heads of states of the Commonwealth of Independent States in Moscow on July 6, 1992.

It is made in Ashgabat on December 24, 1993.

Regulations on Council of collective security

I. General provisions

1. Council of collective security (further - Council) is the supreme political body of the State Parties of the Agreement on collective security of May 15, 1992 (in dalneyshemgosudarstva-participating) providing coordination and joint activities of the State Parties for the purpose of accomplishment of this Agreement.

2. The main form of activities of Council are sessions which are held as required, but at least two times a year. Extraordinary sessions are convened at the request of at least two members of council.

In case of decision making the principle is effective: one state - one voice. Decisions of Council are adopted at its sessions according to regulations which are installed for each meeting separately, and become effective for each State Party according to its constitutional processes.

Depending on content of cases in point heads and other officials of bodies of authority and management of the State Parties with the right of advisory vote can participate in the sessions of Council.

According to the decision of Council of collective security in the sessions of Council of collective security can take part in quality of observers of the head of states - members of the Commonwealth, not signed the Agreement, and also the heads of states who are not members of the Commonwealth.

II. Structure of Council of collective security

3. Heads of states - participants, Ministers of Foreign Affairs, Ministers of Defence of the State Parties and the Secretary general of Council of collective security are part of Council of collective security. Heads of states - participants can appoint the plenipotentiaries for participation in sessions.

The supreme consultative body of Council of collective security concerning approval of domestic and foreign policy is Council of Foreign Ministers as a part of Ministers of Foreign Affairs of the State Parties. The supreme consultative body of Council of collective security concerning military policy and military construction is the Council of Ministers of Defense as a part of Ministers of Defence of the State Parties.

Council of Foreign Ministers and the Council of Ministers of Defense the head of state, the Minister of Foreign Affairs and the Minister of Defence respectively - the state in the territory of which this session (meeting) is held are presiding over the sessions (meetings) of Council of collective security, or Council chooses presiding over session (meeting) of one of members of the relevant Council.

Secretary general of Council of collective security:

holds political consultations and coordinates line items on military questions of the State Parties of the Agreement;

prepares meetings of Council of collective security and generalizes questions for discussion and the decision;

at the request of Council of collective security represents it in the relations with heads of states, the international organizations and mass media;

under authorization of Council of collective security represents common interests of the State Parties concerning interaction with NATO and other military-political groups, blocks and the unions;

directs work of the Secretariat of Council of collective security.

For implementation of the current organizational, information and analytical and advisory work on ensuring activities of Council of collective security, its bodies (Council of Foreign Ministers, the Council of Ministers of Defense), and also for document storage, accepted by Council of collective security, the Secretariat of Council of collective security in case of the Secretary general of Council of collective security operating as permanent working body is formed.

For accomplishment of the separate tasks set by Council of collective security additional working bodies on permanent or temporary basis, decisions on which creation affirm Council of collective security for representation of heads of states of participants, the Secretary general, Council of Foreign Ministers and Council of Ministers of Defense of the State Parties, can be formed.

Financing of activities of Council of collective security and its working bodies is performed by the State Parties of the Agreement on the parity basis.

III. Powers of Council of collective security

4. Council has the following powers:

considers the questions connected with ensuring agreement performance;

holds consultations with the purpose of coordination of line items of the State Parties in case of safety hazard, territorial integrity and to sovereignty of one or several State Parties or threat to peace and the international security;

develops measures for enhancement of management of defense of the State Parties;

considers questions of provision of necessary assistance, including military, to the State Party which underwent to aggression from any state or group of the states;

establishes and undertakes measures which it will find necessary for maintenance or restoration of peace and safety. Messages on such measures immediately go to the UN Security Council;

coordinates activities of the State Parties for the main directions of mobilization training of Armed Forces and economic structures;
