About approval of Industrial safety rules in poultry farming

According to the Law of Ukraine "About labor protection" PRIKAZYVAYU:

1. Approve Industrial safety rules in poultry farming (daleepravil) (are applied).

2. To provide to the head of department of the organization of the state supervision in agro-industrial complex and the welfare sphere Tkachov V. S. within five days submission of this order on the state registration in the Ministry of Justice of Ukraine.

3. To the head of department of normative and legal and legal providing Prokhorov V. V. to include the order in the State register of regulatory legal acts on labor protection and to place on the web page of Gosgorpromnadzor.

4. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

5. To impose control over the implementation of this order on the vice-chairman of Gosgorpromnadzor Dolmatov O. I.

Industrial safety rules in poultry farming

I. General provisions

1.1. These Rules extend to all subjects of managing who are engaged in cultivation and content of bird, production and preprocessing of products of poultry farming.

1.2. The employer shall create on workplaces in each structural division of labor condition according to requirements of regulatory legal acts, and also provide observance of requirements of the legislation concerning the rights of workers in the field of labor protection.

1.3. Conducting investigation and accounting of the accidents, occupational diseases and accidents which happened at the subject of managing are performed according to the Procedure for investigation and accounting of accidents, occupational diseases and accidents on production approved by the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 No. 1112 (NPAOP 0.00-6.02-04).

1.4. The employer shall provide financing and organize carrying out preliminary (during employment) and periodic (during labor activity) medical examinations of workers according to the Procedure for performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 21.05.2007 No. 246, registered in the Ministry of Justice of Ukraine 23.07.2007 behind No. 846/14113, and the Instruction about application of the list of occupational diseases approved by the order of the Ministry of Health of Ukraine, Academy of medical sciences of Ukraine and the Ministry of Labour and Social Policy of Ukraine of 29.12.2000 No. 374/68/338, of Ukraine registered in the Ministry of Justice 24.01.2001 for No. 68/5259.

1.5. During execution of works on workers impact of dangerous and harmful factors according to GOST 12.0.003-74 "is possible SSBT. Dangerous and harmful production factors".

1.5.1. Physical dangerous and harmful factors:

mobile machines and mechanisms (cars, tractors, trail cars, mobile, including electrified, the cattlefeeders disinfecting installations, etc.);

mobile parts of production equipment (not protected mobile parts of machines, mechanisms and the equipment: tooth, belt, chain gearings, driveshafts, connecting couplings, working bodies of transporters, crushers, etc.);

the increased dust content and gas contamination of air of the working area (in poultry-farming rooms - owing to release of ammonia and hydrogen sulfide from dung and laying, carbon dioxide gas - in case of breath of bird, dust - during distribution of dry feeds, flooring and cleaning of laying, etc.);

the increased or lowered air temperature of the working area, the surface of the equipment, pipelines, technology materials;

the increased noise level on workplace (during crushing of forages and distribution by their cattlefeeders, etc.);

the increased vibration level;

the increased or lowered air ionization;

the increased or lowered atmospheric humidity;

the increased or reduced mobility of air;

the increased value of tension in electric chain in case of which short circuit current can pass through body of the person;

the increased level of electromagnetic radiation;

the increased level of static electricity;

absence or insufficiency of natural lighting;

insufficient illumination of the working area;

the increased light brightness;

the increased level of ultra-violet radiation;

the increased level of infrared radiation;

keen edges, agnails, roughness on the surfaces of the tool and equipment;

placement of workplace at considerable height concerning the Earth's surface (floor).

1.5.2. Chemical dangerous and harmful factors:

toxic and irritating (medical and mineral additives to sterns, disinfecting and detergents, etc.);

influencing reproductive function (pesticides, agrochemicals, gases of disintegration of organic substances, waste gas).

1.5.3. Biological dangerous and harmful production factors:

pathogenic microorganisms, in particular causative agents of diseases, general for bird and the person (bird flu, etc.), and products of their life activity;

macroorganisms (plants and animals, cultures of cages) and products of their life activity.

1.5.4. Psychophysiological harmful and dangerous factors:

physical overworks;

psychological overloads (intellectual overstrain, monotony of work, emotional overloads).

1.6. Can be sources of harmful and dangerous factors:

external meteorological factors (wind, rainfall, thunder-storm, sunlight, low or high temperature of outside air, ice, etc.);

moving transport;

machines and mechanisms of technology systems;

wrong operating modes of technology systems;

bird;

pathogenic microorganisms;

engineering communications;

the equipment working under pressure;

the applied pesticides and agrochemicals;

the electrified equipment, the tool and electrical wiring;

stock, tool and equipment not suitable for application in case of accomplishment of working activities;

the manual operations causing physical and psychological overworks.

II. Requirements to the personnel which are taking part in production process

2.1. Workers of subjects of managing in case of employment and periodically in the course of work shall undergo training, instructing and examination concerning labor protection according to requirements of the Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 No. 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for No. 231/10511 (further - NPAOP 0.00-4.12-05).

2.2. Persons responsible for technical condition and safe operation of machines, mechanisms and the equipment of the increased danger, and officials whose service duties are connected with management and works monitoring with the increased danger training of personnel for servicing of machines, mechanisms and the equipment of the increased danger, according to the List of works with the increased danger approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 No. 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for No. 232/10512, undergo training and examination concerning labor protection in volume of the work performed by them according to provisions of the Section 5 NPAOP 0.00-4.12-05.

2.3. Workers and officials of subjects of managing shall undergo instructing, special training and examination concerning fire-safety according to requirements of the Standard regulations on instructing, special training and examination concerning fire-safety at the companies, in organizations and the organizations of Ukraine, the Ministry of Ukraine approved by the order concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 29.09.2003 No. 368, registered in the Ministry of Justice of Ukraine 11.12.2003 for No. 1148/8469 (NAPB B.02.005-2003).

2.4. Workers and officials who did not undergo training and examination concerning labor protection and fire-safety are not allowed to work.

2.5. Women are not allowed to performance of works with the increased danger and persons are younger than 18 years.

III. Sanitary and household providing workers

3.1. For sanitary and household providing workers it is necessary to equip special rooms according to Construction Norms and Regulations 2.09.04-87 "Office and household buildings" (further - Construction Norms and Regulations 2.09.04-87).

3.2. It is not allowed to use sanitary and household rooms not for designated purpose.

3.3. Household rooms should be placed in places with the smallest impact of noise and other harmful production factors.

3.4. Household rooms can be placed in certain buildings or in extensions to factory buildings and constructions. In some cases, if it does not contradict sanitary, production and fire-proof requirements, placement of household rooms in factory buildings and constructions taking into account requirements Construction Norms and Regulations 2.09.02-85 "Factory buildings" is allowed (further - Construction Norms and Regulations 2.09.02-85).

3.5. Household rooms of explosion-fire-hazardous productions shall be located in separately placed buildings and constructions or on the first floor of the production room, but 20 m from rooms of explosion-fire-hazardous productions or works are not closer.

3.6. Under household rooms and over them it is not allowed to place explosion-fire-hazardous productions and warehouses of flammable substances.

3.7. For workers who perform work in the open air or in not heated rooms with air temperature on workplaces the +10th hail is lower. With, it is necessary to provide the room for heating.

3.8. The employer shall equip the room for heating and rest of workers or to provide means for heating. Means for heating are employed on site or directly about it. Means shall be technically operational and conform to requirements of fire-safety.

3.9. Workers should be provided with high-quality drinking water. Automatic machines with sparkling water, fountainlets, the closed tanks with the gushing forth nozzles place in passes of production rooms, in rooms for rest, in lobbies and on production sites out of buildings.
