About the Program of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2009

(as amended on on August 28, 2009)

For the purpose of ensuring constitutional rights of citizens of the Russian Federation on receipt of free medical care the Government of the Russian Federation decides:

1. Approve the enclosed Program of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2009.

2. To the Ministry of Health and Social Development of the Russian Federation:

a) bring in accordance with the established procedure in the Government of the Russian Federation:

till August 20, 2009 - the draft of the program of the state guarantees of rendering to citizens of the Russian Federation free medical care for 2010;

till July 1, 2010 - the report on the course of program implementation of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2009;

b) in coordination with the Ministry of Finance of the Russian Federation to make explanations concerning forming and economic case of territorial programs of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2009;

c) bring into accord with this resolution regulatory legal acts of the Ministry.

3. Recommend to public authorities of subjects of the Russian Federation to approve till December 25, 2008 territorial programs of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2009.

The program of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2009

I. General provisions

The program of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2009 (daleeprogramm) determines types, norms of amount of medical care, standard rates of finance costs per unit of amount of medical care, per capita standard rates of financial provision, procedure and structure of forming of rates for medical care, and also provides rendering conditions, criteria of quality and availability of the medical care provided to citizens of the Russian Federation (further - citizens) is in the territory of the Russian Federation free.

Public authorities of subjects of the Russian Federation according to the Program are developed and approve the territorial programs of the state guarantees of rendering free medical care to citizens for 2009 (further - territorial programs) including territorial programs of compulsory medical insurance.

Within territorial programs within budgetary appropriations of the relevant budgets and means of compulsory medical insurance financial provision of medical care to employees of the organizations included in the list of the organizations of separate industries with especially dangerous working conditions, to the population of the closed administrative-territorial formations, science cities of the Russian Federation, the territories with physical, chemical and biological factors hazardous to health of the person rendered by the federal state institutions subordinated to Federal Medical Biological Agency and also medical care to citizens in case of their statement on military accounting, appeal or revenues to military service under the contract, receipt in military educational institutions of professional education and appeal on military charges, except for medical examination for the purpose of determination of the validity of citizens to military service is performed.

Territorial programs can determine additional terms and amounts of delivery of health care.

II. Types and conditions of delivery of health care

Within this Program are free of charge provided:

primary medical and sanitary, including emergency, medical care;

fast, including specialized (sanitary and aviation), medical care;

specialized, including high-technology, medical care.

Primary health care includes treatment of the most widespread diseases, injuries, poisonings and other conditions requiring emergency medical service, medical prevention of diseases, implementation of actions for carrying out preventive inoculations, routine inspections, dispensary observation of healthy children, persons with chronic diseases according to the prevention of abortions, sanitary and hygienic education of citizens, and also holding other actions connected with rendering primary health care to citizens.

Primary health care is provided to citizens in out-patient and polyclinic, stationary and polyclinic, medical institutions and other medical organizations by therapists by district police officers, pediatricians by district police officers, general practitioners (family doctors), doctors specialists, and also the corresponding average medical personnel.

Fast, including specialized (sanitary and aviation), medical care is provided instantly to citizens in case of the conditions requiring urgent medical intervention (accidents, injuries, poisonings, and also other conditions and diseases), organizations and divisions of emergency medical service of the state or municipal health care systems.

Specialized, including high-technology, medical care is provided to citizens in the medical organizations in case of the diseases requiring ad hoc methods of diagnostics, treatment and use of difficult, unique or resource-intensive medical technologies.

Medical care is provided to citizens:

organizations and structural divisions of emergency medical service (emergency medical service);

out-patient and polyclinic organizations and other medical organizations or their relevant structural divisions and day hospitals of all types (out-patient medical care);

medical institutions and other medical organizations or their relevant structural divisions (stationary medical care).

Out-patient medical care is provided to citizens in case of the diseases, injuries, poisonings and other pathological conditions which are not requiring the round-the-clock medical observation, isolation and use of intensive methods of treatment and also in case of pregnancy and abortion on early terms (abortions).

Stationary medical care is provided to citizens in medical institutions and other medical organizations or their relevant structural divisions in the following cases requiring the round-the-clock medical observation, application of intensive methods of treatment and (or) isolation including according to epidemic indications:

disease, including sharp;

exacerbation of chronic disease;

poisoning;

injury;

pregnancy pathology, childbirth, abortion;

neonatality period.

Actions for recovery treatment and rehabilitation of patients are performed in out-patient and medical institutions, other medical organizations or their relevant structural divisions, including the centers of recovery medicine and rehabilitation, including nurseries, and also sanatoria, including nurseries and for children with parents.
