About creation of Department on coordination, accounting and control of target use of the humanitarian assistance and means of technical assistance of the Ministry of Finance of the Republic of Uzbekistan

For the purpose of further enhancement of coordination of activities for attraction to the Republic of Uzbekistan the humanitarian assistance and means of technical assistance, providing single system of accounting and strict control of their target and effective use:

1. Assign to the Ministry of Finance of the Republic of Uzbekistan functions on coordination of attraction to the republic and timely registration of the humanitarian assistance and means of technical assistance, and also on the organization of accounting and control of their target use.

2. Create in structure of central office of the Ministry of Finance of the Republic of Uzbekistan Department on coordination, accounting and control of target use of the humanitarian assistance and means of technical assistance.

Determine the main objectives of Department:

preparation of offers on development of cooperation with donors concerning attraction to the republic of the humanitarian assistance and means of technical assistance;

coordination of process of study and projects implementation of the humanitarian assistance and means of technical assistance;

development and implementation of actions for reducing terms of registration and receipt to receivers of the humanitarian assistance and means of technical assistance;

ensuring complete and system accounting of the humanitarian assistance and the funds of technical assistance raised to the Republic of Uzbekistan;

implementation of permanent monitoring of development, the target and effective use of the humanitarian assistance and means of technical assistance received by the ministries, departments, economic associations, the organizations and organizations of the republic;

preparation and representation on system basis in the Office of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan of reports and analytical materials about receipt and course of development of the humanitarian assistance and means of technical assistance.

3. Approve:

structure of Department, according to appendix N 1, with the total number of workers of 5 units within the approved extreme number of managerial personnel of central office of the Ministry of Finance of the Republic of Uzbekistan;

Permit the Minister of Finance to make, if necessary, changes to structure of Department within the approved total number.

4. Assign on:

Treasury of the Ministry of Finance of the Republic of Uzbekistan functions of complete and system accounting of all types of the humanitarian assistance arriving to the Republic of Uzbekistan and means of technical assistance, including in non-material form;

The head control and auditing department of the Ministry of Finance of the Republic of Uzbekistan functions of carrying out audit and control of target use of means, non-admission of financial violations during the attracting and development of the humanitarian assistance and means of technical assistance. For accomplishment of these functions to create the sector numbering 3 units, the Ministries of Finance of the Republic of Uzbekistan which are in addition entered to the extreme number of central office in structure of the Head control and auditing department of the Ministry of Finance.

5. Establish procedure according to which receivers of the humanitarian assistance and means of technical assistance represent to Treasury of the Ministry of Finance of the Republic of Uzbekistan statements from the personal bank accounts, and also information on the humanitarian assistance and means of technical assistance, including in non-material form, on forms and to the terms established by the Ministry of Finance of the Republic of Uzbekistan.

To the Ministry of Finance of the Republic of Uzbekistan together with the Central bank, the State committee according to the statistics, the Ministry of Foreign Economic Relations, Investments and Trades, the State Customs Committee of the Republic of Uzbekistan in two weeks to develop and approve forms of the reporting of receivers of the humanitarian assistance and means of technical assistance represented to Treasury of the Ministry of Finance.

6. To the Ministry of Finance and the Ministry of Justice of the Republic of Uzbekistan together with the interested ministries and departments to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this resolution in a month.

7. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan Azimov R. S.
