About approval of the Concept of reform of medical and pharmaceutical education in the Republic of Tajikistan

(as amended of the Order of the Government of the Republic of Tajikistan of 10.02.2016 No. 66)

1. Approve the Concept of reform of medical and pharmaceutical education in the Republic of Tajikistan it (is applied).

2. To the Ministry of Health of the Republic of Tajikistan jointly:

- with the Ministry of Education and Science of the Republic of Tajikistan, the Ministry of Economic Development and Trade of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas within the means provided in the Government budget, extrabudgetary funds and with attraction of internal and external investments to take necessary measures for implementation of this Concept;

- with the Ministry of Education and Science of the Republic of Tajikistan to provide offers on modification and amendments to the operating regulatory legal acts of the Republic of Tajikistan in the field of medical and pharmaceutical education.

3. To the Ministry of economic development and trade of the Republic of Tajikistan for the purpose of implementation of the this Concept according to the needs of industries of national economy to annually provide in forecasts of social and economic development of the Republic of Tajikistan for the forthcoming years training of specialists with the higher and secondary professional medical and pharmaceutical education.

4. Declare invalid the order of the Government of the Republic of Tajikistan of November 1, 2004 No. 423 "About the Concept of reform - medical and pharmaceutical education in the Republic of Tajikistan".

The concept of reform of medical and pharmaceutical education in the Republic of Tajikistan

Introduction

- the enhancement of content of the higher basic medical education in the Republic of Tajikistan providing training of the general practitioner;

- enhancement of postdegree stage of training of doctors by specialization of the doctors in basic and narrow specialties with passing qualification examination granting the right to independent medical activities;

- implementation of internship (residency) for profound professional training on clinical specialties;

- streamlining of system of training of specialists in magistracy (profile or scientific and pedagogical);

- staffing of functioning of multistructure health care system (the state and private health care system) in new economic conditions;

- providing quality standards of the medical and sanitary help to the population;

- training of medical and pharmaceutical specialists in new state standards;

- training of new formation - specialists of public health care, managers of health care; family doctors, family nurses and medical equipment specialists;

- enhancement of system of retraining and increase in professional qualification of specialists.

Need of determination of the main directions of reforming of system of training of doctors depends on real social and economic processes, in particular on the following factors:

- disproportions in system of preparation and use of specialists of health care - insufficient implementation of primary medical care to the population general practitioners, family doctors and provision of preferential specialized medical care;

- insufficient level of the unified quality control of training of specialists in the field of health care;

- insufficient implementation of modern effective systems of training of specialists on the steps of higher education and the highest post-qualifying education, integration of medical and pharmaceutical education of the Republic of Tajikistan into world educational community.

In reforming of medical and pharmaceutical education of the Republic of Tajikistan by partners of the Ministry of Health and Social Affairs the Ministry of Education and Science of the Republic of Tajikistan, the Ministry of Economic Development and Trade of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan, the Ministry of Foreign Affairs of the Republic of Tajikistan, the Ministry of Labour and Migration and employment of the population of the Republic of Tajikistan and local executive bodies of the government are.

1. Purpose and tasks of the concept

The purpose of the Concept is reduction of medical and pharmaceutical education - structure, content, terms and quality of training according to the state and international standards and the needs for high-quality medical care to the population, inclusion of the Republic of Tajikistan in single world educational space, and also possibility of implementation of international cooperation in the field of preparation and retraining of personnel.

The main objectives of the Concept are:

- enhancement according to requirements of World Federation of medical education of three consecutive stages of system of medical education which are inseparably linked among themselves as each following stage is based on previous and provides new, higher level of training of doctors: the higher and post-qualifying medical education, life-long professional education;

- step-by-step implementation of new form of the organization of educational process in medical educational institutions - the credit and modular European system of accumulating and transfer of the credits (ECTS) based on combination of modular technologies of training and the test credits of assessment;

- enhancement of state standards of medical and pharmaceutical education and development of new curricula and programs according to requirements of World Federation of medical education;

- change of system of quality evaluation and level of professional competence and the admission to professional activity at all grade levels;

- training of specialists with modern thinking by further deepening of humanization of medical and pharmaceutical education;

- implementation of accreditation of medical educational institutions with involvement of the international experts;

- increase in competitiveness of graduates of medical educational institutions in the European and world labor markets;

- achievement of quality and optimum ratio of training of medical and pharmaceutical specialists with the higher and secondary education;

- strategy implementation on providing optimum ratio of training of specialists with secondary and higher medical and pharmaceutical education;

- forming of high scientific and scientific and pedagogical potential of personnel of health care.

2. Training of specialists with secondary professional medical and pharmaceutical education

Training of specialists with secondary professional medical and pharmaceutical education is performed in medical schools and medical colleges.
