Article 1. The main characteristics of the budget of Social Insurance Fund of the Russian Federation for 2009

1. Approve the main characteristics of the budget of Social Insurance Fund of the Russian Federation (further - Fund) for 2009:

1) the predicted total amount of budget receipts of Fund in the amount 415 008 261, 0 thousand rubles, including at the expense of the interbudget transfers from the federal budget in the amount 94 291 364, 0 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount 17 000 000, 0 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 414 063 876, 3 thousand rubles;

Limiting 3) amount of budget surplus of Fund in the amount of the 944th 384, 7 thousand rubles.

2. Approve the predicted total amounts of budget receipts of Fund for 2009 for compulsory social insurance in the amount 287 416 173, 1 thousand rubles (including 40 520 169, thousand rubles - funds of the federal budget for covering of budget deficit of Fund) and on compulsory social insurance from labor accidents and occupational diseases in the amount 56 820 893, of 0 thousand rubles.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

Article 3. Sources of internal financing of budget deficit of Fund

Approve sources of internal financing of budget deficit of Fund for 2009 according to appendix 3 to this Federal Law.

Article 4. Budgetary appropriations of the budget of Fund for 2009

1. Approve distribution of budgetary appropriations of the budget of Fund for 2009 for Sections and subsections, target articles and expense types of classification of expenses of the budget according to appendix 4 to this Federal Law.

2. Approve amounts of expenses of the budget of Fund for 2009 for compulsory social insurance in the amount 287 416 173, 1 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount 55 876 508, of 3 thousand rubles.

3. Approve the total amount of the budgetary appropriations directed by Fund to execution of public normative obligations, for 2009 in the amount 331 218 172, to 1 thousand rubles.

Article 5. Interbudget transfers to the budget of Fund

Approve distribution of the interbudget transfers for 2009 received from the federal budget and the budget of Federal Compulsory Health Insurance Fund according to appendix 5 to this Federal Law.

Article 6. Features of use of budgetary appropriations of the budget of Fund in education

1. Determine that in 2009 funds of compulsory social insurance are allocated for complete or partial payment of cost of permits for children of insured citizens:

1) in children's sanatoria and sanatorium improving the camp of year-round action, located in the territory of the Russian Federation, lasting stay of 21 - 24 day of calculation to 600 rubles on one child a day in 2009;

2) to country stationary nurseries improving the camp lasting stay no more than 24 days in one change in the period of school vacation according to the procedure, determined by the Government of the Russian Federation.

2. The amount of payment of cost of the permit to one child in days in children's sanatoria and sanatorium improving the camp of year-round action, located in areas and areas in which district coefficients are in accordance with the established procedure applied to the salary, is determined taking into account these district coefficients.

3. Article 7. Features of use of budgetary appropriations of the budget of Fund in the sphere of social policy

Determine that the Fund has the right to perform in 2009:

2) financial provision of payment of monthly allowance for child care before achievement of age of one and a half years by it within the interbudget transfers from the federal budget, the stipulated in Clause 1 present of the Federal Law, and in the amounts provided by appendix 5 to this Federal Law:

3) financial provision of provision to disabled people of technical means of rehabilitation and services and separate categories of citizens from among veterans of artificial limbs (except dentures), prosthetic and orthopedic products within the interbudget transfers from the federal budget provided by article 1 of this Federal Law and in the amounts provided by appendix 5 to this Federal Law including administrative expenses;

5) payment to the public and local government offices of health care, and also other organizations in which in the procedure established by the legislation of the Russian Federation the state or municipal order, services in the medical care provided to women during pregnancy in the amount 3, of thousand rubles and the medical care provided to women during childbirth and in the postnatal period in the amount 6, of 0 thousand rubles respectively for each woman who received the specified services and also on dispensary (preventive) observation of the child delivered within the first year of life aged up to three months on dispensary accounting in the amount 1, of 0 thousand rubles for the first six months and in the amount 1, of 0 thousand rubles for the second six months of dispensary (preventive) observation for each child is placed from the moment of its statement on dispensary accounting at the expense of the interbudget transfers, listed from the budget of Federal Compulsory Health Insurance Fund according to article 1 of this Federal Law, in the amounts provided by appendix 5 to this Federal Law. Article 8. Features of establishment of separate payment commitments of the budget of Fund

1. Determine that in 2009:

1) the maximum size of temporary disability benefit (except for temporary disability benefits in connection with labor accident or occupational disease) for complete calendar month cannot exceed 18 720 rubles in 2009;

2) the maximum size of maternity allowance for complete calendar month cannot exceed 25 390 rubles in 2009;

3) the amount from which the amount of lump insurance sum payment on compulsory social insurance from labor accidents and occupational diseases is estimated constitutes 58 500 rubles in 2009;

4) the maximum amount of monthly insurance payment estimated according to article 12 of the Federal Law of July 24, 1998 N125-FZ "About Compulsory Social Insurance from Labor Accidents and Occupational Diseases" cannot exceed 45 020 rubles in 2009.

2. In areas and areas in which district coefficients are in accordance with the established procedure applied to the salary the maximum size of temporary disability benefit and the maximum size of maternity allowance are determined taking into account these district coefficients.

3. Stipulated in Item 4 parts of 1 this Article the maximum amount of monthly insurance payment is applied in case of appointment or increase in monthly insurance payments after day of entry into force of this Federal Law.

4. The amount of monthly insurance payments exceeding for January 1, 2009 stipulated in Item 4 parts of 1 this Article the maximum amount of monthly insurance payment does not change.

Article 9. Features of expense administration of the budget of Fund

1. Determine that for 2009 the Fund has the right:

1) to establish the standard rate of turnover money of Fund for the beginning of each calendar year in the amount of:

a) at least 25 percent of average monthly expenses on allowance payment on compulsory social insurance, on improvement of children, on payment of cost of permits to aftercare in the sanatorium organizations located in the territory of the Russian Federation, directly after hospitalization and other expenses;

b) at least 25 percent of average monthly expenses on allowance payment on temporary disability on compulsory social insurance from labor accidents and occupational diseases, monthly and lump insurance payments, expenses on delivery and transfer of insurance payments, expenses on medical, social and employment rehabilitation and other expenses on compulsory social insurance from labor accidents and occupational diseases;

2) to perform cash write-off without acceptance from accounts of its regional departments regarding excess of the norm of turnover money determined by Fund;

3) to perform forming, placement and expenditure of reserve of funds for implementation of compulsory social insurance from labor accidents and occupational diseases according to the rules approved by the Government of the Russian Federation;

4) to perform financial provision of payment, including court costs, on claims of citizens, the organizations based on the decisions of the courts which took legal effect at the expense of sources from which the corresponding expense types of the budget of Fund are financed;

5) to perform the direction of means within the budgetary appropriations provided by appendix 4 to this Federal Law according to the target expenditure item "Development of the Subordinated Centers of Rehabilitation of Social Insurance Fund of the Russian Federation" of the subsection "Other Questions in the field of Social Policy" of the Section "Social policy" of classification of expenses of the budget, executive bodies of Fund and (or) the centers of rehabilitation of Fund on construction and reconstruction of objects of the centers of rehabilitation of Fund;

To perform 6) in the procedure established by it the direction of funds within the budgetary appropriations provided by appendix 4 to this Federal Law according to the target expenditure item "Offices of Governing Bodies of State Non-budgetary Funds" of the subsection "Social Security of the Population" of the Section "Social policy" of classification of expenses of the budget for rendering medical services to employees of Fund and its executive bodies;
