The protocol between the Ministry of Foreign Affairs of the Russian Federation and the Ministry of Foreign Affairs of Ukraine on consultations and cooperation

of July 26, 1995

The Ministry of Foreign Affairs of the Russian Federation and the Ministry of Foreign Affairs of Ukraine, hereinafter referred to as "Parties",

proceeding from desire to promote strengthening of cooperation and safety in Europe according to Articles of organization of the United Nations, the Final act of the Organization for Security and Co-operation in Europe, the Parisian charter for new Europe, other documents of Organization for Security and Cooperation in Europe,

considering community of culture of the Russian and Ukrainian people the bonds which historically developed between them,

including useful practice of regular consultations and exchange of opinions on international issues and questions of bilateral cooperation which are of mutual interest,

agreed as follows:

Article 1

The parties will hold consultations concerning the Russian-Ukrainian relations, development of bilateral cooperation in the field of policy, economy, scientific and technical bonds, ecology, humanitarian cooperation and culture, and also on the questions connected with ethnic minorities.

Article 2

The parties will hold consultations and to cooperate on international issues which are of mutual interest, to coordinate in necessary cases the line items for implementation of coordinated actions. These consultations and cooperation, in particular, will cover the following questions:

strengthening of the world, stability and trust in Europe for the purpose of construction of democratic, peace and single Europe;

development of contacts and cooperation with the European and other international organizations;

activities within the Commonwealth of Independent States;

cooperation in the humanitarian sphere and in the field of human rights, and also respect and protection of the rights of ethnic minorities;

complex of legal and consular issues, including questions of nationality;

development international economic and sci-tech cooperation, and also cooperation in the field of ecology;

multilateral international negotiations within the United Nations and its specialized agencies.

Article 3

Ministers of Foreign Affairs of both countries, their deputies or their representatives will regularly meet and carry out exchange of opinions on international issues and questions of the bilateral relations which are of mutual interest.

Consultations will also be held between the relevant divisions of the Parties.

Article 4

The parties, as required, will hold consultations and exchange of opinions at the international forums and in the international organizations.

Article 5

Special attention of the Party will be paid to expansion and strengthening of the contractual legal base of the relations between two states in different areas and to promote carrying out for this purpose necessary negotiations.

Within the competence they will adjust among themselves regular exchange of information concerning accomplishment of the bilateral agreements signed through other ministries and departments of the Russian Federation and Ukraine.

The parties will develop cooperation in archive area on the basis of reciprocity and in case of observance of the current legislation of the states.

The Russian side will render assistance in provision to the Ukrainian Side of copies of texts of international agreements of the former USSR, and also copies of the documents which are available in archive of the Ministry of Foreign Affairs of the Russian Federation and relating to history of foreign policy activities of Ukraine.

Article 6

The parties will interact by preparation and holding official and working visits, meetings and negotiations at the different levels, and also to promote inter-parliamentary exchange.

Within the competence the Parties will promote establishment and development of direct connections between state bodies, public and other organizations of two states, including at the local level.

Article 7

The parties will pay attention to bilateral cooperation and coordination of efforts on the international scene for the purpose of minimizing of effects of the Chernobyl catastrophic crash.

Article 8

The this Protocol becomes effective from the date of signing and replaces with itself the Protocol on cooperation and coordination of activities between the Ministry of Foreign Affairs of the Russian Soviet Federative Socialist Republic and the Ministry of Foreign Affairs of Ukraine of October 30, 1991.

The this Protocol remains in force till that time until one of the Parties notifies in writing other Party on the desire to stop its action.

It is made in Moscow on July 26, 1995 in duplicate, everyone in the Russian and Ukrainian languages, and both texts are equally authoritative.
