The government of the Russian Federation and the Government of the Republic of Latvia, hereinafter referred to as "Contracting parties",
being guided by aspiration to further development of cooperation in the field of transport,
wishing to facilitate implementation of passenger and freight traffic between both countries, and also transit across their territories to the third countries,
agreed as follows:
Contracting parties express the readiness to develop and deepen mutual economic and sci-tech cooperation in the field of all modes of transport.
Each of Contracting Parties will provide in the territory, on the principles of reciprocity, favorable conditions for functioning of all modes of transport of other Contracting Party transporting passengers and loads between both countries and transit across their territories.
Contracting parties will provide, in case of the conclusion of intergovernmental agreements about separate modes of transport, on the terms of reciprocity, the greatest possible release of carriers of both Contracting Parties transporting passengers and loads in the territory of other Contracting Party, and also the vehicles which are carrying out these transportations from taxes and the state charges connected with use or content of roads and other means of communication, ownership or use of vehicles, and also taxes and fees on the income and profit received from transportations.
The procedure for the organization of transportation of goods and passengers railway, air, sea, river and road transport, and also loads will be performed by pipeline transport between both countries and transit across their territories on the basis of the special agreements signed by competent authorities of Contracting Parties.
Contracting parties agreed to promote development of direct commercial ties of transport enterprises and organizations of both countries and creation of joint businesses in the field of transport.
Calculations and payments between transport enterprises, the organizations and firms of both Contracting Parties will be made according to the agreements on calculations and payments existing between Contracting Parties.
1. The questions which are not settled by this agreement, and also international agreements which participants are both Contracting Parties will be solved according to the domestic legislation of each of Contracting Parties.
2. Each other shall notify contracting parties on the changes in the conditions of activities of transport in the country infringing on interests of other Contracting Party.
For the purpose of ensuring accomplishment of this agreement, and also in case of difficulties in transportations between both countries competent authorities of Contracting Parties will perform direct contacts and to hold, as required, bilateral meetings for development of mutually acceptable decisions.
This agreement becomes effective after 30 days from the date of when Contracting Parties notify each other through diplomatic channels that the legislative procedures necessary for its approval are executed in each country, and will be effective before the expiration of 90 days from the date of when one of Contracting Parties reports to other Contracting Party by notification about the intention to terminate the Agreement.
It is made in Moscow on February 22, 1995 in two authentic copies, everyone in the Russian and Latvian languages, and both texts are equally authoritative.
