The government of the Russian Federation and the Government of the Republic of Uzbekistan which further are referred to as with the Parties

recognizing need of preserving and development of trade and economic, scientific and technical, cultural and other ties between regions,

aiming to create favorable conditions for development of the relations between regions and their business entities in different fields of activity,

being guided by the Contract between the Russian Federation and the Republic of Uzbekistan on deepening of economic cooperation for 1998 - 2007, and also other international treaties between the Russian Federation and the Republic of Uzbekistan,

agreed as follows:

Article 1

The parties, within the legislation of the states and the international treaties signed between the Russian Federation and the Republic of Uzbekistan promote development of equal and mutually beneficial cooperation in economic, scientific and technical, social and cultural spheres between subjects of the Russian Federation and administrative-territorial formations of the Republic of Uzbekistan.

Article 2

Subjects of the Russian Federation and administrative-territorial formations of the Republic of Uzbekistan by preparation, approval and the conclusion of agreements on the cooperation questions relating to objects of their maintaining will act according to the legislation of the states and international treaties of the Russian Federation and the Republic of Uzbekistan.

Article 3

The trade and economic cooperation between subjects of the Russian Federation and administrative-territorial formations of the Republic of Uzbekistan is performed on the basis of the agreements signed between the organizations (business entities), their associations irrespective of the pattern of ownership and subordination which are drawn up with observance of provisions of the legislation of both states and international treaties between the Russian Federation and the Republic of Uzbekistan.

Article 4

Subjects of the Russian Federation and administrative-territorial formations of the Republic of Uzbekistan do not bear responsibility according to obligations of the organizations (business entities), their associations within the agreements signed by them, and also according to obligations having the status of the entrepreneur of the citizens who signed contracts, except as specified when they assume the guarantee (guarantee) according to such obligations.

Article 5

The organizations located in the territories of subjects of the Russian Federation and administrative-territorial formations of the Republic of Uzbekistan independently determine with compliance with law of the states of condition, terms and procedure of payments for deliveries of products and provision of services.

Article 6

The disputes arising between the organizations (business entities), their associations are permitted according to the intergovernmental agreement about procedure for the dispute resolution, connected with the implementation of economic activity signed in Kiev on March 20, 1992.

Article 7

The parties provide favorable conditions for mutual investments and normal functioning of the subjects of the Russian Federation and administrative-territorial formations of the Republic of Uzbekistan of the organizations which are created and acting in the territories with the joint or foreign capital.

Article 8

The parties promote development of joint projects and programs in different spheres of economic activity, to creating favorable conditions for formation of the organizations with the joint or foreign capital in the territories of subjects of the Russian Federation and administrative-territorial formations of the Republic of Uzbekistan with compliance with law of the states.

Article 9

The parties confirm the right of subjects of the Russian Federation and administrative-territorial formations of the Republic of Uzbekistan to open the representations at the expense of means of these subjects and administrative-territorial educations in each other territories according to the legislation of the states for the purpose of coordination of the work connected with implementation and further expansion of trade and economic cooperation.

Representations have no the diplomatic status, consular or diplomatic functions cannot be assigned to them. Employees of the specified representations do not use diplomatic privileges and immunity.

Article 10

The parties assign coordination of activities for execution of this agreement to the Intergovernmental commission on economic cooperation between the Russian Federation and the Republic of Uzbekistan.

Article 11

1. Changes and additions by mutual consent of the Parties which are drawn up by the relevant protocols can be made to this agreement and become effective according to the procedure, предусмотренным# Article 12 of this agreement.

2. The matters of argument connected using and interpretation of this agreement, are permitted by consultations and negotiations between the Parties.

Article 12

This agreement becomes effective from the date of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its introduction in force.

This agreement is effective until one of the Parties does not notify in writing other Party on the intention to stop its action. In this case the Agreement is terminated in six months from the date of receipt of such notification.

Cancellation of this agreement does not affect accomplishment of the obligations following from the contracts, programs, projects performed during its action and incomplete by the time of its termination.

It is made in the city of Tashkent on May 19, 2000 in duplicate, everyone in the Russian and Uzbek languages, and both texts are equally authoritative.
