The government of the Russian Federation and the Government of the Azerbaijan Republic which are hereinafter referred to as with the Parties

expressing the aspiration to develop organizational bases and effective forms of bilateral cooperation in the field of geodesy and cartography, and also in the adjacent fields of science and practical application of the equipment and technologies,

agreed as follows:

Article 1

The parties will perform cooperation in the field of geodesy, cartography, the inventory and remote sensing of Earth according to the legislation of both countries, and also on the basis of the conventional principles and rules of international law.

Article 2

For the purposes of implementation and development of the cooperation provided by this agreement, the Parties are appointed as the parent organizations:

in the Russian Federation - the Federal Service of geodesy and cartography of Russia;

in the Azerbaijan Republic - the State committee of the Azerbaijan Republic on geodesy and cartography.

Article 3

For the purpose of development of specific proposals within this agreement of the Party will create the mixed working groups.

Nature and framework of specific target projects and types of joint activities will be subject of the free standing agreements signed between authorized bodies of the Parties.

Article 4

Authorized bodies of the Parties will make mutual exchange (transfer) of the land, cartographic, gravimetric materials and materials of space shootings relating to the territories of the Russian Federation and the Azerbaijan Republic which are available as of January 1, 1992. The procedure for exchange (transfer) is determined by free bilateral agreements between the relevant ministries and departments of the Russian Federation and the Azerbaijan Republic.

Article 5

The cooperation within this agreement can cover such areas and types of activity:

implementation of land and cartographic works;

rendering on mutual basis of specialized printing services;

carrying out space shootings and data exchange of remote sensing of Earth;

development of methodology of creation of banks of digital data and geographic information systems;

exchange of scientific and technical and production information;

training, exchange of scientific and other specialists;

experience exchange of work between the land, cartographic organizations and educational institutions;

carrying out joint symposiums and scientific conferences;

exchange of documentation, technical means, equipment, experimental data, scientific information and literature;

mutual provision and coproduction of the equipment and materials;

implementation of joint research, developmental, experimental, production and operational operations.

Article 6

The joint projects and works realized within this agreement will have non-commercial or commercial character depending on type and sphere of activity and to be performed or without mutual money payments, or on the basis of compensation arrangements or contracts.

Article 7

The parties according to their legislation will render assistance to free entrance and departure of specialists of the Parties, import and export of property, including the raw materials, the equipment, materials and finished goods necessary for implementation of this agreement.

Article 8

The parties give support and assistance to establishment and development of cooperation between the specialized organizations, organizations, the companies and firms of both countries and provide favorable opportunities concerning their participation in jointly implementable projects.

Article 9

The parties to the conclusion of the corresponding bilateral agreements do not make change to designation of frontier of the Russian Federation and the Azerbaijan Republic in the cartographic editions issued in their countries.

Article 10

The disputes connected with interpretation and application of this agreement are solved by means of consultations and negotiations of the Parties.

Article 11

This agreement does not affect the rights and obligations of the Parties following from the international treaties signed by them.

Article 12

This agreement becomes effective from the date of its signing, will be effective within five years and to be prolonged automatically for the subsequent year periods if one of the Parties does not notify in writing other Party not later than six months before the expiration of the next period on the intention to terminate this agreement.

It is made in Baku on October 7, 1995 in duplicate, everyone in the Russian and Azerbaijani languages, and both texts are equally authoritative.
