The agreement between the Government of the Republic of Uzbekistan and the Government of Turkmenistan on cooperation in the field of standardization, metrology and certification

of January 16, 1996

The government of the Republic of Uzbekistan and the Government of Turkmenistan which are hereinafter referred to as with the Parties

in view of historically developed relations between two states,

for the purpose of elimination of technical barriers in economic and trade relations, ensuring compatibility, interchangeability of products, its safety for life and health of the person, environmental protection,

wishing to develop cooperation in the field of standardization, metrology and certification, proceeding at the same time from the principles and regulations accepted in this area by the international organizations

being guided by provisions of the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification signed on March 13, 1992 by heads of governments of the Commonwealth of Independent States

agreed as follows:

Article 1

The parties will develop and strengthen cooperation in the field of standardization, metrology and certification, in particular, to conduct unification of national systems of standardization, metrology and certification with the systems accepted by the international organizations in this area.

Article 2

The parties will promote use, if necessary, of state standards of Uzbekistan in the territory of Turkmenistan and, respectively, state standards of Turkmenistan in the territory of the Republic of Uzbekistan.

The parties render, if necessary, each other the organizational, methodical and practical help with questions of development and application of standards and other regulating documents.

Article 3

The parties mutually recognize certification bodies, test laboratories (centers), results of testing and certification, certificates and marks of conformity on mutually delivered goods on the conditions which are in addition approved by Uzgosstandart and Turkmenglavgosinspektion.

The parties systematically communicate about the list of certification bodies, the test laboratories planned to accreditation in national systems and can take part in their accreditation.

Article 4

The parties independently participate in the international systems of certification. This agreement does not affect the rights and obligations of the Parties following from rules of the international systems of certification.

Article 5

The parties will be:

it is mutual to recognize standard samples of structure and properties of substances and materials, standard help data on physical constants and properties of substances and materials, the results of testing and approval of type, metrological certification, checking and calibration of measuring instruments approved in the states the state standards of units of sizes;

recognize the test, testing, calibrating and measuring laboratories (centers), certification bodies, certificates and marks of conformity accredited in the states on the mutually delivered measuring instruments.

Article 6

The parties will interact in preparation and advanced training of personnel, exchange of specialists, establishment of direct connections between the companies, entrepreneurs, public organizations on the organization of works on preparation of the specifications and technical documentation, metrology and certification and to create favorable conditions for this interaction.

Article 7

The parties will cooperate in different International Organizations for Standardization, metrology and certification, giving mutual support in participation or the accession to those international organizations which member is one of the Parties.

The parties will inform each other on works in International Organizations for Standardization, metrology and certification which members they consist vzaimoobespechivat on requests in accordance with the established procedure texts of international standards.

The parties will provide confidentiality of the obtained documentation and information on the works which are carried out within this agreement and on the achieved scientific and technical results if by one of the Parties it is stipulated that they have confidential nature.

Article 8

The scientific and technical information obtained by one of the Parties during cooperation can be transferred to the third party only on condition of the consent of the Party which provided this information.

Article 9

Provisions of this agreement will be concretized if necessary by the supplementary agreements and (or) protocols signed between Uzgosstandart and Turkmenglavgosinspektion.

Article 10

This agreement does not mention the obligations following from the agreements which are earlier signed by the Parties in the field of standardization, metrology and certification.

All disputes connected with accomplishment and interpretation of this agreement will be solved by negotiations.

Article 11

This agreement becomes effective from the date of its signing, will be effective within five years and to be prolonged automatically if one of the Parties does not notify in writing other Party on the intention to terminate this Agreement no later than six months before the expiration of the next period of its action.

It is made in the city of Chardzhev on January 16, 1996 in duplicate in the Uzbek, Turkmen and Russian languages, and all texts are equally authoritative.

For the purposes of interpretation of provisions of this agreement the text in Russian is used.
