The government of the Republic of Uzbekistan and the Government of Turkmenistan, the hereinafter referred to as Contracting Parties,
in view of that the cooperation in the field of science, technicians and information is important component of all complex of the bilateral relations and development of mutually advantageous trade and economic relations,
agreed as follows:
Contracting parties will promote development of cooperation in the field of science, the equipment and information on the basis of the principles of equality and mutual advantage.
Contracting parties will develop cooperation in the field of natural, humanitarian and technical science, advanced technologies, preparation of scientific personnel, protection of industrial and scientific intellectual property.
Specific forms and conditions of cooperation will be regulated by free standing agreements between the ministries, departments, scientific and research establishments, higher education institutions, associations and funds of both Parties within their competence according to the national legal system.
The cooperation within this agreement will be implemented in the following forms:
implementation of joint research programs, projects on creation and development of high technologies;
forming of joint temporary research teams, and also the innovative firms and organizations providing development of the new equipment and technologies;
scientific work in research establishments, higher education institutions, archives and libraries of Contracting Parties, including joint field surveys and expeditions;
exchange of scientific and technical information, documentation, literature and bibliographic editions;
holding joint seminars, scientific conferences and working meetings;
exchange of scientists and specialists, increase in their qualification, organization of training,
and also in other mutually agreed forms providing implementation of this agreement.
Procedure for use of results of joint scientific research and other information obtained when implementing scientific research, and also the questions connected with protection of objects of industrial property and copyright of scientific intellectual property will be approved in each case by the conclusion of free standing agreements between relevant organs of the Parties.
Contracting parties if necessary can create the joint commission for implementation of this agreement and preparation of recommendations about interaction of the Parties.
This agreement becomes effective from the date of its signing, will be effective within five years and to be prolonged automatically for the next five years if any of Contracting Parties does not notify in writing other Contracting Party at least in six months prior to the expiration of the corresponding term on the intention to stop its action.
It is made in the city of Chardzhev on January 16, 1996 in duplicate, everyone in the Uzbek, Turkmen and Russian languages, and all texts are equally authoritative.
For the purposes of interpretation of provisions of this agreement the text in Russian is used.
