Contract between the Republic of Uzbekistan and Republic Georgia on friendship and cooperation

of September 4, 1995

The Republic of Uzbekistan and the Republic Georgia which further are referred to as with High contracting parties

relying on the developed bonds, traditions of friendship of their people,

considering that development and strengthening of mutually beneficial cooperation is equitable to national interests of both states and will promote their economic and social development,

confirming the commitment to the purposes and the principles of Articles of organization of the United Nations, the Helsinki Final Act, the Parisian Charter for New Europe and other documents of Organization for Security and Cooperation in Europe,

proceeding from feasibility and need of coordinated actions on the international scene for the benefit of strengthening of the world, safety and stability in regions and in the world,

agreed as follows:

Article 1

High contracting parties build the relations as the friendly states. They shall be guided consistently by the principles of mutual respect of the state sovereignty, territorial integrity and inviolability of borders, equality, non-interference to internal affairs of each other, nonuse of force or threat of force, peaceful settlement of disputes, respect of the rights and fundamental freedoms of the person, cooperation and fair accomplishment of the international obligations, and also other universally recognized norms of international law.

Article 2

High contracting parties interact for the purpose of strengthening of the world, consolidation of stability and safety, both in global, and in regional scales. They promote formation of systems of collective security, strengthening of peacekeeping role of the United Nations and Organization for Security and Cooperation in Europe, ensuring effective activities of institutes of regional security and the mechanism of settlement of armed conflicts.

Article 3

Each of High contracting parties will not participate in the unions or blocks, will refrain from participation in any actions and actions directed against other High contracting party.

Article 4

Each of High contracting parties provides to the citizens of other Party living in its territory all rights and fundamental freedoms on the same bases and in the same amount as well as to own citizens, taking into account the possible restrictions set by the legislation of the country of accommodation.

Each of High contracting parties recognizes the right of other Party, taking into account the principle of the state sovereignty and according to this Agreement, to speak out in defense of the rights of the citizens living in its territory. For this purpose the Parties will sign the consular convention, the agreement on legal assistance on civil, family and criminal cases and other agreements necessary for ensuring protection of the rights of the citizens.

Article 5

High contracting parties develop equal and mutually beneficial cooperation in the field of economy, providing each other optimum conditions. They will cooperate in the international economic, financial and other organizations, agreements and conventions for increase in their efficiency.

High contracting parties support the idea of forming of the total market of the Black Sea and Caspian economic cooperation, creation of free economic zones in the territories with participation of the Uzbek and Georgian capitals.

Article 6

High contracting parties attach priority significance to development of cooperation in creation of joint programs in the field of management of systems of transport (railway, automobile, air, special), power engineering specialists, information sciences and bonds, including satellite communication and telecommunications, production infrastuktura and other spheres of transnational nature.

High contracting parties will develop cooperation in creation of general transportation systems, conversions and uses of oil, natural gas and other energy carriers, development of agricultural industry, providing the population with food and consumer goods.

Article 7

High contracting parties provide favorable economic, financial and legal conditions for business and other economic activity of legal entities and physical persons, including stimulation and mutual protection of their investments.

High contracting parties will encourage different forms of cooperation and direct connections between citizens, the companies, firms and other subjects of economic cooperation of both states.

They will sign the free standing agreement about avoidance of double taxation.

Article 8

High contracting parties attach priority significance to cooperation in the field of ecological safety, environmental protection and rational use of natural resources, aiming at creation of comprehensive international system of ecological safety and interaction.

Article 9

High contracting parties develop cooperation in the field of education, science and technology, encourage direct connections between educational institutions, research and design organizations, interact in training, exchange of scientists, specialists, graduate students and students.

High contracting parties will develop the procedure according to which on mutual basis diplomas and other documents on the termination of educational institutions and on assignment of academic statuses and degrees will be recognized.

High contracting parties will cooperate for implementation of joint programs and developments in the field of advanced technology and other priority directions.

Article 10

High contracting parties render assistance to cooperation and contacts in the field of culture, art, tourism and sport, promote free exchange of information.

High contracting parties perform cooperation in these areas between government and non-governmental organizations and organizations, the private organizations and persons in realization of joint projects, activities of cultural, scientific and other foundations and associations. The agreement on opening of the cultural centers of two countries in the territory of each other will be signed.

Article 11

High contracting parties perform regular exchange of information about development, acceptance and application of legal acts and will cooperate in preparation of international legal documents.

Article 12

High contracting parties, according to rules of international law and the domestic legislation, will cooperate in actions for fight against organized, including international crime and terrorism, including the illegal acts directed against safety of civil aviation and other modes of transport with taking of hostages, smuggling, illicit trafficking in drugs and psychotropic substances, with illegal export of cultural values.

High contracting parties will sign free standing agreements about cooperation on these and other similar questions which are of mutual interest.
