I. Purposes and tasks of the program

Main objective of this Program - consecutive expansion of trade and economic relations, implementation of achievements of scientific and technical progress in the leading industries of economies, satisfaction of spiritual and cultural needs of the people of the Republic of Kazakhstan and the Azerbaijan Republic.

The program implementation is directed to the solution of the following tasks:

further development of trade and economic relations on equal and mutually advantageous conditions;

cooperation increase in the bank sphere and enhancement of the credit and financial relations;

interaction on development of the stock markets;

forming of separate interstate projects and programs, creation of joint businesses of different types and patterns of ownership, financial and industrial groups, international consortiums;

implementation of joint efforts on protection of waters and preserving biological system of the Caspian Sea, improvement of ecological situation, the prevention and natural disaster response and catastrophic crashes;

interaction on use of the Europe-Caucasus-Asia Transport Corridor;

recovery of ferry crossing between ports of the cities of Aktau and Baku;

joint forming of forecast and search models of certain fields of hydrocarbonic raw material and geological business cases, and also their development and development;

joint studying of possible options of transportation of hydrocarbonic raw material;

creation of conditions for fair competition to business entities of both states;

development of long-term cooperation and experience exchange in agro-industrial complex, including in the field of mutually deliveries of agricultural goods;

development and implementation of measures for development of cooperation in humanitarian, cultural and social spheres, and also in the field of intellectual property;

coordination of actions for strengthening of fight against organized crime, terrorism, illicit trafficking and sale of drugs, psychotropic substances.

II. Main directions of development of economic cooperation

The program provides further strengthening of the bilateral relations, strengthening of integration processes and implementation of long-term cooperation in the directions:

rapprochement of conceptual approaches on orientation of national and economic structures to world criteria;

creation of the favorable social and economic, financial and credit, legal and investment climate;

development of the approved tariff policy, customs control in case of export-import transactions;

creating favorable conditions for transit of loads through the territories of both states.

For practical implementation of the purposes and tasks of the Program it is supposed:

development and implementation of interstate and cross-industry (joint) projects and programs in the field of fuel and energy and agro-industrial complexes, mechanical engineering, chemical, petrochemical and metallurgical industry, transport;

coordination of activities of the scientific, project and design-technology organizations for the purpose of effective use of scientific capacity of the Republic of Kazakhstan and the Azerbaijan Republic;

cooperation in the field of geology, prospecting production and subsurface use;

creation of joint businesses on equipment manufacturing for oil and gas complex and field service of industries of oil and gas production;

development of cooperation in the field of health care, productions of medicines and medical equipment, improvement of sanitary and epidemiologic situation;

exchange of necessary statistical information, scientific publications and publications, methodical materials;

deepening of cooperation in the field of social security, employment and improvement of working conditions;

training of highly qualified personnel for different industries of economies, exchange of specialists, scientists, graduate students, trainees and students, and also interaction in the field of culture, sport, tourism and sanatorium case;

cooperation in the field of protection and environmental protection.

III. Program implementation mechanism

The program implementation will be enabled by means of accomplishment by state bodies and business entities of the Republic of Kazakhstan and the Azerbaijan Republic of the specific actions determined in this Program and actions for its realization.

According to this Program the joint intergovernmental Kazakhstan-Azerbaijani commission will approve the approved annual Actions plan on its realization.

Coordination and control of the course of program implementation and actions will be performed by the joint intergovernmental Kazakhstan-Azerbaijani commission on trade and economic cooperation.
