About formation of the Republican rehabilitation center for assistance to the victims of human trafficking

For the purpose of implementation of the Law of the Republic of Uzbekistan "About counteraction to human trafficking" and in pursuance of the Resolution of the President of the Republic of Uzbekistan of July 8, 2008 "About measures for increase in efficiency of fight against human trafficking" the Cabinet of Ministers decides No. PP-911:

1. Accept the offer of the Republican interdepartmental commission on counteraction to the human trafficking formed by the Resolution of the President of the Republic of Uzbekistan of July 8, 2008 No. PP-911, about creation of the Republican rehabilitation center for assistance and protection of the victims of human trafficking under the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan expected 30 beds.

2. Determine the main objectives and functions of the Republican rehabilitation center for assistance to the victims of human trafficking:

providing victims of human trafficking with favorable conditions for accommodation and personal hygiene, and also food, medicines and products of medical appointment;

provision of emergency medical, psychological, public, legal and other aid to the victims of human trafficking;

safety of the victims of human trafficking;

rendering assistance on establishment of contacts with relatives of the victims of human trafficking;

provision to the victims of human trafficking, their relatives and custodians of information on the rights and legitimate interests of the victims of human trafficking;

rendering assistance in social resettlement of the victims of human trafficking;

studying of the best practices of foreign countries and implementation of new methods of rendering psikhologo-social support and recovery of victims of human trafficking;

development and realization together with non-state non-profit organizations of measures for medico-social resettlement of the victims of human trafficking.

3. Approve:

structure of the Republican rehabilitation center for assistance to the victims of human trafficking according to appendix No. 1 with the extreme general number of staff of workers in number of 28 units, including managerial personnel - unit 4,5;

Regulations on the Republican rehabilitation center for assistance to the victims of human trafficking according to appendix No. 2.

Grant to the Minister of Health of the Republic of Uzbekistan the right, if necessary, to bring in the approved structure of the Republican rehabilitation center for assistance to the victims of human trafficking of change in limits of the established number of staff of workers.

4. Determine that the director of the National commission on fight against human trafficking and forced labor is appointed and dismissed by the Minister of Health of the Republic of Uzbekistan in coordination with the Republican interdepartmental commission on counteraction to human trafficking.

5. To the Ministry of Health of the Republic of Uzbekistan:

in a month to staff the Republican rehabilitation center by highly qualified specialists;

in interaction with other interested ministries and departments to provide the organization of activities of the Republican rehabilitation center for assistance to the victims of human trafficking at the high level.

6. Determine that activities of the Republican rehabilitation center for assistance and protection of the victims of human trafficking are financed by the means of the government budget of the Republic of Uzbekistan and other sources which are not forbidden by the legislation.

To the Ministry of Finance of the Republic of Uzbekistan:

allocate in 2008, by reasonable calculations of the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan, from reserve fund of the Cabinet of Ministers of the Republic of Uzbekistan funds for equipment and current content of the Republican rehabilitation center;

since 2009 to provide in parameters of the republican budget necessary means for functioning of the Republican rehabilitation center for assistance to the victims of human trafficking.

7. To khokimiyat of Tashkent in a month according to requirements of the Ministry of Labour and Social Protection of the population, the Ministry of Internal Affairs, Service of homeland security of the Republic of Uzbekistan to allocate the room for placement of the Republican rehabilitation center for assistance and protection of the victims of human trafficking, having carried out necessary repair work for the income account, in addition received in case of execution of the local budget, and sponsor's means.

8. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan Azimov R. S. and the Deputy prime minister of the Republic of Uzbekistan Kasymov R. S.

I. General provisions

1.
