ORDER OF THE STATE COMMITTEE OF UKRAINE ON THE STATE MATERIAL RESERVE

of April 7, 2008 No. 119

About approval of the Instruction about procedure and delivery conditions, bookmarks, storages and leaves of the refrigerated meat and write-off of the natural losses of its weight formed in case of storage and transportation

According to the Law of Ukraine "About the state material reserve" and for the purpose of settlement of carrying out transactions with the refrigerated meat of the state reserve of PRIKAZYVAYU:

1. Approve the Instruction about procedure and delivery conditions, bookmarks, storages and leaves of the refrigerated meat and write-off of the natural losses of its weight formed in case of storage and transportation it (is applied).

2. To legal management (Medvetsky A. T.) provide this order on state registration to the Ministry of Justice of Ukraine.

3. To impose control over the implementation of this order on the vice-chairman of Committee Sytnik V. P.

The instruction about procedure and delivery conditions, bookmarks, storages and leaves of the refrigerated meat and write-off of the natural losses of its weight formed in case of storage and transportation

I. General provisions

This Instruction establishes the nomenclature, quality requirements and safety of the refrigerated meat, procedure and conditions of its delivery, bookmark, storage and leave; write-offs of the natural losses of weight of meat formed in case of storage and transportation.

The instruction is mandatory the companies, the organizations falling within the scope of management of the State committee of Ukraine on the state material reserve and the companies, organizations and the organizations irrespective of patterns of ownership which carry out according to public contracts (agreements) (further Agreements) with Goskomrezerv safe custody of material values of the state reserve.

For storage on the companies falling within the management scope Goskomrezerva and also on Items of safe custody are pledged domestic and foreign origin (import): the meat refrigerated, blocks from meat refrigerated, semifinished products from fowl refrigerated, the fowl of mechanical boning refrigerated (daleemyaso). These products shall correspond on quality and safety, packaging and marking to all requirements established by the existing regulatory legal acts and regulating documents.

II. General characteristic of the main properties and qualitative indexes

Quality of meat is determined according to requirements of regulating documents of each specific type of products (beef meat - GOST 779-55, pork meat - GOST 7724-77, blocks from myasagsta 46.019-2002, blocks from semifinished products from fowl (carcass, semi-carcass, quarter timber chicken) - TU U 15.1.00419880-040-2003 blocks from fowl of mechanical boning - GSTU 46.070-2003).

By types meat is divided into meat of cattle (beef and veal), small cattle (mutton, goat meat), pigs (pork), meat of birds, etc.

Depending on fatness, i.e. from extent of development of muscular fabric and hypodermic fatty deposits, meat of the cattle is divided into categories: beef, veal, mutton and goat meat - on the first and second categories; pork - on the first (bacon), the second (meat - young growth, cut), third (fat), fourth (industrial processing), the fifth (meat of pigs).

Meat of beef is released in realization in the form of longitudinal half carcasses and quarter timbers, pork and veal - in hulks and half carcasses, mutton and goat meat - in hulks and all types of the cattle - in blocks and the packed-up type.

Meat is divided by heat treatment on:

cooled down - subjected after processing of hulks to chilling at least 6 hours up to the temperature in the thickness of muscles is not higher the 12th hail. With;

cooled - subjected after processing of hulks to chilling up to the temperature in the thickness of muscles on bones from 0 to plus the 4th hail. With; the surface of meat is covered with the dried skin, muscles elastic;

frozen - subjected to podmorazhivaniye and having temperature in hip at depth of 1 cm minus 3 - minus the 5th hail. With, and in the thickness of hip muscles - 0 - plus the 2nd hail. C. In case of storage temperature on all surface shall be minus 2 - minus 3rd hail. With;

refrigerated - subjected to freezing up to the temperature in the thickness of muscles is not higher minus the 8th hail. Page.

On storage in the state reserve it is pledged:

category beef I meat, category pork II meat, blocks from meat of beef and pork on bones potushny and the first grade, blocks from obezzhilenny meat of beef of the highest and first grades and pork low-fat and semifat, blocks from cutting, blocks from fowl semifinished products (carcass, semi-carcass, quarter timber chicken), blocks from fowl of mechanical boning - domestic producer;

according to decisions of the Cabinet of Ministers of Ukraine - category beef I meat, category pork II meat, blocks from meat of beef and pork on bones potushny and the first grade, blocks from obezzhilenny meat of beef of the highest and first grades and pork low-fat and semifat, blocks from cutting, blocks of semifinished products of fowl (carcass, semi-carcass, quarter timber chicken), blocks from fowl mechanical obvalkiinostranny origin (import).

Meat of foreign origin (import) shall arrive with compulsory execution of Veterinary requirements concerning import to Ukraine of subjects to the state veterinary health control and the supervision approved by the order of State department of veterinary medicine of the Ministry of agrarian policy of Ukraine of 14.06.2004 of N 71, registered in the Ministry of Justice of Ukraine 23.06.2004 for N 768/9367 (with changes).

III. Packaging, marking and transportation

3.1. On everyone half carcasses of the refrigerated meat shall be put down the brands certifying quality of meat.

The branding of meat is performed according to the Instruction on branding of meat approved by the order of the Chief state inspector of veterinary medicine of Ukraine of 12.06.97 of N 19, of Ukraine registered in the Ministry of Justice 25.09.97 for N 447/2251 (with changes).
