About approval of Industrial safety rules during performance of works at height

According to the Law of Ukraine "About labor protection" and for the purpose of increase in efficiency of the state supervision of observance of requirements of regulatory legal acts from labor protection during performance of works at height of PRIKAZYVAYU:

1. Approve Industrial safety rules during performance of works at height (are applied).

2. Declare invalid Gosnadzorokhrantrud's order of Ukraine of 09.10.2003 N 190 "About approval of the Instruction for labor protection during performance of works at height with use of special safety means", registered in the Ministry of Justice of Ukraine 24.10.2003 for N 970/8291.

3. To management of the organization of the state supervision in metallurgy, mechanical engineering, power, construction and boiler inspection (Ivanchenko V. I.) in accordance with the established procedure to provide this order on state registration to the Ministry of Justice of Ukraine.

4. To management of normative and legal and legal providing (Prokhorov V. V.) to enter the specified order in the State register of regulatory legal acts on labor protection.

5. To the editor-in-chief of the Labor protection magazine to publish this order in the future issue.

6. To impose control over the implementation of this order on the vice-chairman of Gosgorpromnadzor Dengin A. P.

Industrial safety rules during performance of works at height

1. General provisions

1.1. Industrial safety rules during performance of works at height (further - Rules) extend to subjects of managing who organize or perform works at height, including steeplejack works, and establish safety requirements and labor protections during implementation of construction, installation (dismantle) of designs and the equipment, repair, reconstruction, operation of objects.

1.2. Rules establish single procedure for the organization and performance of works at height for the purpose of safety of workers.

The list of the specifications and technical documentation on which there is reference in the text is given in appendix 1 to these Rules.

1.3. Persons are allowed to performance of works at height, 18 years and which passed are not younger:

professional selection according to the List of works where there is need for professional selection, the approved joint order of the Ministry of Health of Ukraine and the State committee of Ukraine on supervision of labor protection of 23.09.94 N 263/121, registered in the Ministry of Justice of Ukraine 25.01.95 for N 18/554;

medical examination according to requirements of the Regulations on medical examination of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 31.03.94 of N 45, registered in the Ministry of Justice of Ukraine 21.06.94 for N 136/345;

special training and examination in labor protection according to requirements of the Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (further - NPAOP 0.00-4.36-05);

training and examination in fire safety of the persons performing hot work, according to requirements of the Fire safety regulations in Ukraine approved by the order of the Ministry of Ukraine concerning emergency situations of 19.10.2004 of N 126, registered in the Ministry of Justice of Ukraine 04.11.2004 for N 1410/10009 (further - NAPB A.01.001-04).

1.4. During the organization of works at height it is necessary to consider that the major dangerous production factors during accomplishment of these works are fall of the worker or fall of objects; factors can be accompanying: fire risk, action of electric current, the increased levels of dust content, gas contamination of air, noise, adverse climatic conditions, etc.

1.5. During performance of works at height it is necessary for creation of safe conditions:

provide availability, durability and stability of barriers, the woods, floorings, step-ladders, etc.;

provide workers with necessary remedies and use them for designated purpose;

carry out in full the organizational and technical measures provided by these Rules;

use technically the operational machines, mechanisms and devices completed with necessary technical documentation;

provide necessary illumination on workplaces and safe passes to them;

take measures for elimination or reduction of impact of harmful and/or dangerous factors;

consider weather conditions, and also the state of health of the workers performing works at height.

1.6. At each company depending on local conditions and features of production the employer approves by the order the list of works at height which are performed on work permits (daleenaryad).

The works which are not provided by this list are carried out according to orders of persons which are granted the right of issue of job specifications (orders).

1.7. The work permit form for performance of works is given on height in appendix 2 to these Rules.

Works at height are performed on other job specifications, provided by the current legislation if they include safety requirements during accomplishment of the corresponding works at height according to these Rules.

Projects of performance of works (further - TAC) or process charts according to the solution of the faces having the right of issue of job specifications taking into account requirements of these Rules are attached to job specifications. The structure and contents of the main decisions on labor protection in TAC are brought to Construction Norms and Regulations of III-4-80*.

1.7.1. The job specification is written out in duplicate, one of which remains at the worker who issued it the second is given to the responsible works manager.

The job specification is written out by legible handwriting or by printing. It is not allowed to write out the job specification pencil, to correct and cross out the written text.

1.7.2. The job specification is issued for the term necessary for accomplishment of the set amount of works, but no more than 15 calendar days from the date of the beginning of work.

The job specification can be extended once for term no more than 15 calendar days from the date of prolongation. The worker who issued it, and in case of its absence - other worker having the right of issue of job specifications for performance of works at height can extend the job specification.

In case of change of structure of crew it is more than half the number of members of crew who began work, the new job specification is issued.

In case of origin in the course of work of the dangerous and/or harmful production factors specified in GOST 12.0.003-74, which are not provided by the job specification, works stop and can be continued only after elimination of the specified factors.

1.7.3. During target instructing which is carried out according to the job specification or the order questions are explained, including:

methods of safe performance of works;

procedure for approach to workplace and exit from it;

workplace condition;

procedure for use of means of insurance;

procedure and installation site of load-lifting means;

methods of safe transition from one workplace on another;

methods of installation or removal of elements of design, building, etc.;

providing with necessary working conditions on workplace (illumination, temperature, humidity of air, noise, vibration, etc.);

condition of the woods, platforms, step-ladders, barriers, basic and safety ropes, etc.;

need of use of individual protection equipment (helmets, safety belts, etc.);

procedure for use of steeplejack equipment and safety means during performance of works in bezoporny space.

The amount and content of target instructing are determined depending on types of the performed works.

1.7.4. Preparation of workplaces is performed by the workers having the right of performance of works at height.

Workers who organize and prepare workplaces, carry out actions:

construction of the woods, scaffolds or other devices for safe performance of works at height;

check of serviceability and availability of documents (records) confirming timely carrying out technical inspections, testing of machines, mechanisms, devices and remedies which are used in work;

creation of necessary working conditions (installation of lighting fixtures, remedies from impact of harmful and dangerous production factors, grounding of the metal woods, availability and durability of barriers, etc.);

verifications of presence and conditions of means of individual and collective protection;

accomplishment of other security measures which are determined by specific conditions of work.

1.7.5. The amount of work and appointment of persons which will prepare workplaces are determined by the worker having the right of issue of job specifications (orders).

1.7.6. Job specifications and orders on accomplishment of preparation of workplaces are issued and registered in the same procedure, as well as on direct performance of works at height - in the Register of the works performed on job specifications and orders (appendix 3 to these Rules).

Maintaining the Magazine is assigned to the worker who issues job specifications (orders) or on other worker who is entrusted with the maintaining this Magazine.

1.7.7. For carrying out hot work at height, including gas-flame and electrowelding, in the job specification requirements of fire safety are specified.

For carrying out hot work on the explosive equipment or in gas dangerous places of measure of fire safety, specified in the job specification, are approved in the corresponding column of the job specification with the ranking officer on fire safety about what witnesses its record.

Temporary welding and other hot work in factory buildings, buildings in the territory of the companies during repair of the equipment or installation of building constructions (except private building sites and households) is carried out according to the job specification provided in NAPB A.01.001-04.

1.7.8. Job specifications, works on which are completely finished, are stored within 30 days, and job specifications about carrying out gas dangerous works on vysotev current of one year from the date of their closing. The closed job specifications are stored at workers who issued them.

1.7.9. Accomplishment of urgent works with the purpose of elimination of emergency, mitigation of consequences of natural disaster, catastrophic crash or accident according to the order without execution of the job specification, but with obligatory observance of necessary security measures under direct supervision of the responsible official is allowed.

If accomplishment of such works requires long time (more than three hours), it is necessary to draw up the job specification.

1.8. Means of podmashchivaniye, container, load gripping devices, devices for reconciliation and temporary fixing of designs, farms, etc. (further - technological equipment), barriers, protective grids, overlappings and other means of prevention of fall of workers, materials, objects, etc. from height, remedies from defeat by electric current, from operation of machines, the equipment, influence of noise, vibration, hazardous substances, etc. (further - means of individual and collective protection) which apply during performance of works at height, shall meet the requirements of the current legislation.

1.9. Means of collective and individual protection, technological equipment use for designated purpose, store in technically serviceable condition and make their maintenance, repair, and also operating tests according to requirements of the legislation and documents for exploitation of producers.

1.10. Tools, devices, means of podmashchivaniye which are used during performance of works at height shall meet the requirements of the current legislation.

1.11. Removal of garbage is made, as a rule, by the mechanized method in the closed boxes and containers or on the closed trenches.

It is allowed to dump garbage from height to 3 m without application of trenches or other devices. The place on which dump garbage should be protected with exposure of necessary signs and posters of safety from all directions or to establish supervision for the danger warning.

1.12. The employer shall provide accomplishment of the measures specified in Item 1.5 of these Rules on each workplace and also:

provide performing routine medical examinations, annual training and annual examinations of the workers performing works at height;

provide workers with necessary remedies, technological equipment, special clothes and special footwear;

provide timely carrying out repairs, testing of remedies and technological equipment, technical inspections of machines and mechanisms which are used in work at height;

appoint the workers responsible for the organization and safe performance of works at height.

1.13. The workers performing work at height shall:

nobility and fulfill requirements of these Rules, other regulatory legal acts and instructions for labor protection which concern their works or professions;

care for personal security, and also for safety of the surrounding people during accomplishment of any works;

perform works using helmets, safety belts, other means of individual and collective protection;

have in accordance with the established procedure medical examination.

1.14. To workers who perform steeplejack works the corresponding entry in the certificate of examination concerning labor protection is made.

1.15. Performance of works at height with use of hoisting cranes is performed according to requirements of the current legislation.

1.16. It is not allowed to perform works at height in open places at speed of wind of 10 m/s and more, in case of the ice, thunder-storm or fog complicating visibility within scope of work, and also at night in case of insufficient illumination and if air temperature is higher plus the 35th hail. With or is lower minus the 20th hail. C. Urgent works at height in more difficult weather conditions (at other temperatures, etc.), are carried out according to the decision of the employer. At the same time it is necessary to provide the additional security measures corresponding to these conditions in TAC.

1.17. During performance of works at height for prevention of possible fall of the tool, materials, etc. it is necessary to use special bags or devices for their reliable storage (continence).

1.18. Assessment of weight and intensity of work at height is performed based on accounting of all available indicators according to requirements of the current legislation.

2. Determination of terms

2.1. Terms and determinations which are used in these Rules have the following value:

belt safety lyamochny (further - PL) - the individual protection equipment from fall from height intended for support of the person in operating time and in case of fall;

belt safety bezlyamochny (further - PB) - the individual protection equipment intended for accomplishment of function of continence of the worker on workplace during performance of work at height and also in case of raising (on masts, support of air-lines of electricity transmission, etc.) to workplace and descent from it;

of work at height - works which are performed at height of 1,3 of m and more from the surface of soil, overlapping or working flooring, including from working platforms of elevators and mechanisms, and also at distance it is less than 2 m from not protected differences at height of 1,3 of m and more; fixed asset of individual protection during performance of works is the PL or PB safety belt;

works steeplejack - works which are performed directly from elements of designs, the equipment or from assembly devices, temporary step-ladders, ladders established on designs, working platforms of elevators and mechanisms in bezoporny space, etc. at the height of 5 m and more from the surface of soil, overlapping or working flooring; fixed asset of individual protection during accomplishment of steeplejack works is the PL safety belt;

the shock-absorber - element of safety system (energy absorber) which reduces the dynamic loading influencing body of the person in case of stop of its fall to safe size;

carbine - the device intended for accession of means of insurance to places of their fixing for support, direct fixing of hoisting sling and also for accession (blocking) of elements of steeplejack equipment to support and fixture;

safety hoisting sling - the element of safety system (chain) intended for the PB or PL connection with support, fixture, steeplejack equipment;

accessories - carbines, safety hoisting slings (daleestrop), shock-absorbers and other elements of means of insurance which are used as elements of safety systems together with safety belts;

safe distance - the smallest distance between the person and source of dangerous and (or) harmful effects on which this impact is absent or does not exceed admissible level;

safety system (chain) - the safety means united among themselves in certain sequence and the steeplejack equipment intended for safety of the worker during performance of work at height and deduction of fall, its after stop;

bezoporny space - space around (in) design, construction, etc. where due to the lack of (the insufficient sizes) spaces for the organization of workplace, use special technology of accomplishment of steeplejack works using steeplejack equipment and special equipment, at the same time, raising (descent) of the worker to workplace and work at height are performed with use of basic rope;

safety rope - synthetic, cotton (hempen) or metal ropes (cords) intended for insurance (deduction) of the worker (workers) upon fall from height;

basic rope - wattled synthetic cord which is used for raising (descent) of the worker during performance of works at height in bezoporny space;

the device for descent on basic rope - the device intended for the implementation managed with possibility of regulation of speed of movement of the worker on basic rope and its stops at any stage of descent;

the device for raising on basic rope (clip) - the device (the mechanical clips which are self-dragging on nodes) used for raising of the worker (freight) on basic rope;

means of connection - steeplejack equipment by means of which auxiliary support unite (are blocked) among themselves;

fixture - set of the main (auxiliary) support and means of connection to which hoisting sling of PL, basic or safety rope fastens;
