Approve and enact since November 1, 2002 the enclosed Rules of public conveyances, baggage and cargo baggage on federal rail transport.

Rules of public conveyances, baggage and cargo baggage on federal rail transport

I. General provisions

1. Action of these rules extends to public conveyances, cabin baggage, baggage and cargo baggage by the railroads entering into single network of the railroads of the Russian Federation and open for general use.

2. Passengers, baggage and cargo baggage are transported completely railway stations (further - stations) and the stopping points open for accomplishment of commercial transactions respectively on public conveyances, baggage, cargo baggage.

Information on opening and closing of stations and stopping points, change of their names and nature of the commercial transactions which are carried out by them is published in the collection of rules of transportations and rates on rail transport and in the corresponding tariff managements.

3. Public conveyances in the international message are performed by the rules established by the corresponding international treaties (agreements).

4. Passengers in accordance with the legislation of the Russian Federation bear responsibility for violation of rules of journey, and also rules of transportation of cabin baggage, baggage and cargo baggage on federal rail transport (further - on rail transport).

5. In case of conflict situations between persons using services of rail transport and the workers of the railroad who are in case of execution of the obligations, specified persons have the right to address:

at the station (station) - to the station commander (station);

in passenger trains (further - trains) during movement - to the chief (mechanic-foreman) of the passenger train.

6. In cars of trains of distant and local following smoking is allowed only in platforms of cars from not boiler party.

In cars of short distance trains including platforms, smoking is forbidden.

7. For the purpose of providing life, health and safety of passengers trade in trains, including short distance trains, is allowed according to the procedure, established by the railroad.

II. Public conveyance

8. Sale of travel documents (tickets) for networks of the railroads on trains of distant and local following is made by means of terminals of the automated Express system (further - the Express system) and on manual technology.

Orders for execution of travel documents (tickets) are taken by phone or in case of corporal appearance of person wishing to acquire the travel document (ticket). Travel documents (tickets) can be delivered to the passenger at the place of residence, works, rest or to other place specified to them.

Sale of travel documents (tickets) for trains of distant and local following in the cash desks equipped with terminals of the Express system is performed in the following terms:

of 45 days to train departure from Items of forming or turnover of the train;

of 3 days to train departure from intermediate station.

Sale of travel documents (tickets) for trains of distant and local following in cash desks on manual technology is performed in the following terms:

of 30 days to train departure on the drive there from Items of forming or turnover of the train, and on the drive back and from other station from 45 to 5 days to train departure. At the same time dates of termination of sale of travel documents (tickets) for the return departure, from other station on travel by the trains plying within one railroad can be reduced by departure by the railroad;

of 3 days to train departure from intermediate station.

Terms of sale of travel documents (tickets) for travel by trains of distant and local following can be changed only Ministry of Railways of Russia.

11. According to Item 12 of Rules of rendering services in public conveyance, and also loads, baggage and cargo baggage for the personal (household) needs on federal rail transport approved by the order of the Government of the Russian Federation of March 11, 1999 N 277 (The Russian Federation Code, 1999, N 11, of the Art. 1311) (further - Rules of rendering services), execution of the travel document (ticket) is made based on data on the identity document of the passenger (the passport, the military ID, the certificate or other document, for children aged to 14 letsvidetelstvo about the birth), and for execution of the preferential or free travel document (ticket) - and the documents granting the right to privileges.

19. According to Item 16 of Rules of rendering services in case of travel by trains of distant and local following passengers have the right to take with themselves free of charge one child aged 5 years are not more senior if he does not take the certain place, and also children aged from 5 up to 10 years with payment according to rate.

21. Recovery of the lost and damaged travel documents (tickets) is made only according to travel documents (tickets) processed to the drive completely of stations of Russian Railways in trains and cars of forming of Russian Railways.

Recovery of the lost and damaged travel documents (tickets) in the ticket offices which are not equipped with terminals of the Express system is made in date of departure of the train or the day before (apart from days off and holidays) with registration manually on the form of the travel document (ticket) which control coupon is cut according to type of the car and class of train and cost of the recovered travel document (ticket). 23. Travel documents (tickets) acquired by passengers are valid for travel time of the train or car of the through-message with which the passenger to destination follows.

24. The detachable coupons received in exchange for free or preferential travel documents (tickets) are attached to the report of the ticket clerk.

Detachable coupons are valid there within the year specified them, and coupons are back allowed to be used till January 31 of the year following for specified in the coupon of year, except for coupons according to which registration of journey to the period is made from May 16 to September 30.
