About approval of Industrial safety rules during repair of the equipment at the companies of ferrous metallurgy

According to the Law of Ukraine "About labor protection" PRIKAZYVAYU:

1. Approve Industrial safety rules during repair of the equipment at the companies of ferrous metallurgy (further - Rules) which are applied.

2. With entry into force of the order to consider not applied in the territory of Ukraine "The safety rules in case of repair of the equipment at the companies of ferrous metallurgy" approved by the Ministry of Iron and Steel of the USSR 14.02.86.

3. To the head of department of the organization of the state supervision in metallurgy, power, construction and Ivanchenko V. I. boiler inspection. in accordance with the established procedure to provide provision of this order on state registration in the Ministry of Justice of Ukraine.

4. To the head of department of normative and legal and legal providing Prokhorov V. V. to include this order in the State register of regulatory legal acts on labor protection.

5. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

6. To impose control of execution of this order on the vice-chairman of Gosgorpromnadzor Dengin A. P.

Industrial safety rules during repair of the equipment at the companies of ferrous metallurgy

I. Scope of application

These rules extend to all subjects of housekeeping irrespective of patterns of ownership which perform repair and reconstruction of the equipment of the companies of ferrous metallurgy, and also designing and development of technical documentation on carrying out repairs.

III. General provisions

 

1. General requirements

1. Aggregates, machines, mechanisms and the equipment of the metallurgical companies need to be subjected to surveys, servicing and repairs according to requirements of the Procedure for carrying out survey, testing and expert inspection (technical diagnosing) of machines, mechanisms, the equipment of the increased danger approved by the resolution of the Cabinet of Ministers of Ukraine of 26.05.2004 N 687 (daleenpaop 0.00-6.18-04), the Procedure for accounting of the machines this about technical condition, mechanisms of the equipment of the increased danger approved by the order of the State committee of Ukraine on supervision of labor protection of 06.12.2004 of N 270, registered in the Ministry of Justice of Ukraine 20.12.2004 for N 1604/10203 (further - NPAOP 0.00-6.07-04), Regulations on maintenance of equipment of the companies of mining and metallurgical complex, the Ministry of industrial policy of Ukraine approved by the order of 15.06.2004 N 285, registered in the Ministry of Justice of Ukraine 30.06.2004 for N 807/9406, and other existing regulatory legal acts.

2. Modification of design of the metallurgical equipment during reconstruction and repairs without coordination with the organization developer or the manufacturing plant or other specialized organization is not allowed.

3. The procedure for carrying out training, instructing, examinations on labor protection and fire safety, and also the admission of personnel to independent work are determined by the Standard regulations on procedure for carrying out training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (NPAOP 0.00-4.12-05), and Standard regulations on instructing, special training and examination concerning fire safety at the companies, in organizations and the organizations of Ukraine, the approved order of the Ministry of Ukraine concerning emergency situations and for protection of the population against consequences of the Chernobyl catastrophic crash of 29.09.2003 N 368, registered in the Ministry of Justice of Ukraine 11.12.2003 for N 1148/8469 (NAPB B.02.005-2003).

The workers and officials occupied at the works with the increased danger determined in the List of works with the increased danger approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 232/10512 (NPAOP 0.00-8.24-05), and also the works determined in the List of works where there is need for the professional selection approved by the order of the Ministry of Health of Ukraine and the State committee of Ukraine on supervision of labor protection of 23.09.94 N 263/121, registered in the Ministry of Justice of Ukraine 25.01.95 for N 18/554, shall undergo annual special training and examination of the corresponding regulatory legal acts in labor protection, and in fire safety according to requirements of the List of positions, in case of appointment to which faces shall undergo training and examination concerning fire safety, and the procedure for their organization approved by the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against consequences of the Chernobyl catastrophic crash of 29.09.2003 of N 368, registered in the Ministry of Justice of Ukraine 11.12.2003 for N 1147/8468 (NAPB B.06.001-2003).

The admission to work of the workers who did not undergo training and examination in labor protection and fire safety is not allowed.

4. At the company instructions for labor protection according to requirements of the Regulations on development of instructions for labor protection approved by the order of Committee on supervision of labor protection of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 shall be developed (NPAOP 0.00-4.15-98). Each worker shall be informed under the personal signature of the instruction for labor protection by profession, and then undergo instructing directly on workplace.

5. At the companies irrespective of patterns of ownership it is necessary to organize investigation and to record accidents, occupational diseases and accidents according to requirements of the Procedure for the investigation and accounting of accidents, occupational diseases and accidents on production approved by the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 N 1112 (further - NPAOP 0.00-6.02-04).

6. The employer shall provide all workers with overalls, special footwear and other individual protection equipment and also safety devices according to requirements of the existing regulatory legal acts.

Overalls shall be operational to exclude possibility of its capture by parts of the equipment which move and rotate.

7. The procedure for providing with individual protection equipment of workers is performed according to the Regulations on procedure for providing workers with special clothes, special footwear and other individual protection equipment approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 24.03.2008 of N 53, registered in the Ministry of Justice of Ukraine 21.05.2008 for N 446/15137 (NPAOP 0.00-4.01-08).

It is not allowed to allow to work of the workers who do not have the corresponding overalls, special footwear and other individual protection equipment.

8. Permission to carrying out repair and installation and construction works by contract organizations in the territory and in shops of the operating metallurgical companies is the act admission for performance of works in the territory of the company (the shop, the site) (appendix) if through object which is repaired there do not pass the operating communications, and the work permit.

If operation of object is stopped not completely or object is not transferred under the act admission, permission to the beginning of works is the work permit issued by the company customer.

9. The work permit which is issued to the executive in charge of works before works of the increased danger shall be drawn up according to requirements "Regulations on application of work permits in case of works of the increased danger at the companies and in the organizations of the Ministry of metallurgy of the USSR", the USSR approved by the Ministry of metallurgy 20.06.90 (further - NPAOP 27.0-4.02-90).

The work permit shall contain complete amount of organizational and technical actions which application will provide safe operation in specific conditions.

10. Before repair (assembly) work all workers occupied on repair (installation) shall be informed of technical repair documentation (the TIME, shopping mall, TAC) and to undergo target instructing in labor protection.

In case of change of working conditions during repair (installation) the work permit needs to be withdrawn and drawn up new taking into account changes of working conditions and with obligatory carrying out target instructing.

The admission of workers to work needs to be carried out only on permission of person, actionee of works from the customer.

11. The TIME, TAC, shopping malls shall contain requirements for labor protection and fire safety. Carrying out repair work without repair documentation (the TIME, TAC, shopping mall) is not allowed.

12. In case of work on one object by the contract repair organization and divisions of the customer or several contract organizations the customer shall:

together with all organizations - participants of repair work to constitute joint actions for safe performance of works on one object by several organizations and to approve them with heads of the organizations - participants of repair;

provide actions for safe performance of works to participants of repair for acquaintance with them of the workers who are taking part in repair work with the corresponding logging of joint operations;

provide control of observance by all organizatsiyamiuchastnik of repair of actions for safe performance of works and accomplishment of actions, the registered joint operations.

13. The organization and carrying out gas dangerous works shall meet the requirements of the existing regulatory legal acts.

14. The organization and carrying out welding and other hot work during repair work shall meet the requirements of the Fire safety regulations in Ukraine approved by the order of the Ministry of Ukraine concerning emergency situations of 19.10.2004 of N 126, registered in the Ministry of Justice of Ukraine 04.11.2004 for N 1410/10009 (further NAPB A.01.001-2004).

15. Explosive works need to be performed according to requirements of the existing regulatory legal acts.

16. Only those workers who are suitable for health reasons are allowed to work with toxic agents and underwent instructing in labor protection.

17. Use of the production, repair or measuring equipment on sources of ionizing radiation, and also accomplishment of installation, dismantle, maintenance and repair of the equipment (equipment) with sources of ionizing radiation it shall be performed in the presence of license for activities on use of sources of ionizing radiation according to the Requirements and safety conditions (licensed conditions) of implementation of activities for use of sources of ionizing radiation approved by the order of the State committee of nuclear regulation of Ukraine of 02.12.2002 of N 125, registered in the Ministry of Justice of Ukraine 17.12.2002 for N 978/7266 (NP 306.5.05/2.065-2002), the Basic health regulations of ensuring radiation safety of Ukraine, approved by the order of the Ministry of Health of Ukraine of 02.02.2005 of N 54, registered in the Ministry of Justice of Ukraine 20.05.2005 for N 552/10832 (chipboard 6.177-2005-09-02), the resolution of the chief state health officer of Ukraine of 01.12.97 N 62 "About commissioning of the State hygienic standard rates "Regulations of radiation safety of Ukraine (NRBU-97)".

 

2. Development of repair and technological documentation

1. Repair and technological documentation which contains complex of organizational, technical and sanitary and hygienic actions shall be developed for carrying out repair work.

For development of repair and technological documentation in the staff list of the companies performing repair work there shall be specially prepared workers entering warehouse of technological bureaus or departments.

2. All repair documentation shall be constituted according to industry and cross-industry regulating documents, and also other existing regulatory legal acts.

Project decisions on which regulations and rules are not determined by fire safety, and also reasonable departures from mandatory requirements of regulating documents in the project documentation which is carried out for reconstruction, restoration, capital repairs of houses and constructions of the companies of ferrous metallurgy shall be considered and be approved in certain procedure by bodies of the state fire supervision according to requirements of the Regulations on procedure for coordination with bodies of the state fire supervision of project decisions on which are not established regulation and the rule, reasonable variations from mandatory requirements of regulating documents approved by the order of the Ministry of Ukraine concerning emergency situations of 15.11.2004 of N 170, registered in the Ministry of Justice of Ukraine 22.11.2004 for N 1467/10066 (NAPB B.02.014-2004).

3. The organizational, technical and other measures directed to prevention of the fires and accidents during repair work at the companies of ferrous metallurgy shall be carried out according to requirements of NAPB A.01.001.2004.

Repair work shall be carried out according to the project documentation approved in certain procedure and requirements of NAPB A.01.001-2004.

4. Repair and technological documentation shall contain:

Shopping mall, TZ, technological schemes (repair stages), works schedules, albums of devices, the tool which will be used;

means of podmashchivaniye, albums of stropirovaniye of freights, posters on safe accomplishment of separate work types.

5. Study of repair and technological documentation shall be carried out in time, provided by the existing regulating documentation.

6. During development of repair and technological documentation for repair work it is necessary to be guided by requirements of the existing regulatory legal acts, and also the established regulations and standards.

7. The TIME shall contain the following events on providing safe working conditions both during preparation, and during repair:

determination of repair zone;

device of drives, transitions and passes to object of repair;

schemes of installation of the equipment;

barrier of danger areas;

power supply of repair zone;

ensuring safe operation of construction machines;

safety of work in operating time in cold season and in other special conditions;

the work mode in adverse conditions ("hot" repairs);

water supply, including for drink;

determination of places of arrangements of Items of medical care, vacation spots;

providing repair zone with emergency firefighting equipment;

equipment of warehouses and temporary sanitary and household houses;

electric illumination of workplaces, territories of warehouses, drives, temporary buildings, passes, places public;

shutdown acting and distributing of temporary communications;

preparation and schemes of installation of precautionary, index and forbidden signs on labor protection.

8. The security measures specified during the TIME, shopping mall, technological schemes and notes shall be led up to permission of contractors what the personal signature shall confirm.

9. The company has the right to develop the standards (daleestp) determining procedure for development and execution of repair documentation which shall meet the requirements of GOST 2.602-95 "Repair documents".

 

3. Procedure for stop of the equipment and its transfer to repair and its delivery after repair

1. For the organization of capital repairs of the fixed industrial and production assets of the company, and also providing safe working conditions on each repair according to the existing regulating documentation there shall be nominated person responsible for carrying out repair.
