1. The Federal Highway Agency (Rosavtodor) is the federal executive body performing functions on rendering the state services and management of state-owned property in the field of road transport and road economy including in the field of accounting of highways, and also function on rendering the state services in the field of ensuring transport safety in this sphere and on urban land electric transportation.
The Federal Highway Agency performs powers of competent authority in the field of road transport and road economy on implementation of the obligations following from international treaties of the Russian Federation regarding accomplishment of functions on rendering the state services and management of state-owned property.
2. The Federal Highway Agency is under authority of the Ministry of Transport of the Russian Federation.
3. The Federal Highway Agency in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, acts of the Ministry of Transport of the Russian Federation, and also this Provision.
4. The Federal Highway Agency performs the activities in interaction with other federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies, public associations and other organizations.
