The state mining inspection of Russia decides:

1. Approve "Safety rules for foundry production".

2. Direct "Safety rules for foundry production" to registration in the Ministry of Justice of the Russian Federation.

Safety rules for foundry production

The code of PB 11-551-03 is appropriated to these rules of safety

Chapter I. General provisions

1.1. Safety rules for foundry production (daleepravil) establish requirements which observance ensures industrial safety in the specified production, are directed to the prevention of accidents, industrial traumatism and ensuring readiness of the organizations operating hazardous production facilities to localization and mitigation of consequences of accidents and extend to all foundry productions of the organizations, irrespective of them organizationally legal forms and patterns of ownership.

1.2. Designing, construction, operation, reconstruction, expansion, modernization, preservation, liquidation of foundry productions, production, installation, adjustment, servicing and repair of technical devices, carrying out preparation and employee assessment is performed according to requirements of these rules, "General rules of industrial safety for the organizations performing activities in the field of industrial safety of the hazardous production facilities" (further - OPPB) approved by the resolution of Gosgortekhnadzor of Russia of 18.10.02 N 61-A, the registered Ministry of Justice of the Russian Federation 28.11.02, reg. N 3968 (Russian newspaper, N 231, 05.12. 02), "General safety rules for the metallurgical and coke-chemical companies and productions" (PB 11-493-02) (further - OPBM), N 35, approved by the resolution of Gosgortekhnadzor of Russia of 21.06.02 the registered Ministry of Justice of the Russian Federation 11.09. 02, reg. N 3786 (Russian newspaper, N 186, 02.10. 02), "Safety rules for gas economy of the metallurgical and coke-chemical companies and productions" (PB 11-401-01) (daleepbgkhm), N 9, approved by the resolution of Gosgortekhnadzor of Russia of 20.02.01 not needing registration in the Ministry of Justice of the Russian Federation, the letter of the Ministry of Justice of the Russian Federation of 13.06.01 N 07\5740-AK, and also the operating construction regulations and rules, regulations of process design and other normative and technical documents in the field of industrial safety.

1.3. The procedure and terms of reduction of the operating foundry productions according to requirements of these rules are determined by heads of the organizations in coordination with territorial authorities of Gosgortekhnadzor of Russia.

1.4. The procedure and conditions of safe operation of technical devices, conducting engineering procedures and works are established in the corresponding instructions developed according to requirements of these rules and approved by the technical lead of the organization. The list of obligatory instructions affirms the technical lead of the organization.

Chapter II. Melting aggregates

 

2.1. General requirements

2.1.1. Engineering procedures in foundry production shall be carried out according to the technology instructions approved by the technical lead of the organization.

2.1.2. The pilot works connected with development of new types of technical devices and technologies shall be carried out according to the temporary technology instructions approved by the technical lead of the organization and approved with territorial authorities of Gosgortekhnadzor of Russia.

2.1.3. The device and servicing of melting aggregates, production and use of flammable powder materials, mixes on their basis, extra oven processing of liquid metal shall correspond to the project and meet the requirements of industrial safety in steel-smelting production.

2.1.4. When using oxygen in melting aggregates requirements of industrial safety in case of production and consumption of products of separation of air shall be fulfilled.

2.1.5. On technical devices (melting aggregates, aggregates of extra oven processing of liquid metal, etc.) the passports containing the main specifications, data on service life, terms and procedure for inspection shall be constituted.

In case of operation of technical devices in their passports data on change of design of the technical device, mark on the made capital repairs, on the accidents and incidents, and the measures taken on liquidation of their effects taking place shall be entered.

2.1.6. Directly or on workplaces schemes of arrangement of aggregates, schemes of technology communications and communications shall be placed with aggregates.

2.1.7. Pipeline armature shall be numbered. These numbers shall correspond to numbers and designations of the technology scheme.

2.1.8. Operation of melting aggregates in the presence of water leakage from cooling systems is not allowed.

2.1.9. Moisture availability on working platforms of melting furnaces, and also in other places of possible hit of the melted metal and slag is not allowed.

2.1.10. Raising of ladles with metal and slag shall be made according to technology instructions on team of the responsible person only after check of correctness of capture of pins by it the crane.

2.1.11. The condition of cables and load gripping devices of cranes and the special container (containers, scoops, the bunker, box, etc.) applied to delivery of burdening and filling materials shall correspond requirements of industrial safety in case of the device and operation of hoisting cranes.

2.1.12. Connection of flexible pipelines (hoses, sleeves) to unions and branch pipes of technical devices and pipelines and their detachment shall be carried out only in case of the closed shutoff valves.

2.1.13. The tools and devices used when servicing technical devices shall correspond to nature of the performed work and be in good repair.

2.1.14. Review frequency of operability of blocking of safety, systems of the alarm system and fire protection of technical devices and procedure for registration of results of check shall be established by the special instruction approved by the technical lead of the organization.

 

2.2. Cupolas

2.2.1. The applied cupolas shall be the closed type and reburnings of the departing koloshnikovy gases and restart-up of gases from one cupola in another are equipped with explosion-proof devices for pyleochistka.

Content of carbon monoxide in flue gases shall not exceed 0,1 of %, dust - no more than 80 - 100 mg/m3.

2.2.2. The design of recuperators shall exclude intake of gases to the room of the workshop.

2.2.3. The body of cupola shall be hermetic and be established on the special metal support having heat-shielding or on the special platform with the mark providing the mechanized opening of the bottom (for cupolas lasting between-repairs cycle 80

ч). Cupolas with between-repairs cycle over 80 h shall have manholes in the lower part of the mine for removal of remaining balance of melting.

2.2.4. Opening and closing of the bottom of cupola shall be performed through the system of remote control excluding possibility of spontaneous opening of the bottom.

2.2.5. The ladders conducting on koloshnikovy platforms of cupolas shall be metal, with handrail at least 1 m high and continuous board low height m 0,14 suffices.

The sizes of koloshnikovy platforms shall provide free servicing of cupolas. The room of the koloshnikovy platform needs to be isolated from adjacent rooms (departments). The gap between the koloshnikovy platform, cupola and the mine of the elevator shall not exceed 50 mm.

2.2.6. Cupolas shall be equipped with devices for set and weighing of furnace charge, elevators for its loading according to the project and requirements of these rules.

2.2.7. The cupolas having general chimney shall have the caps allowing to make disconnection from gas path for the period of their conclusion from operation.

For again under construction cupolas the separate chimney shall be constructed.

2.2.8. All furma of cupola shall be supplied with folding frame with observation port. In case of arrangement furm above m 1,5 over floor level for their servicing around cupola the metal platform with width of at least 0,8 of m, with handrail shall be arranged.

2.2.9. In case of the termination of blasting during the melting course all furmenny gates shall be immediately open.

2.2.10. Slag letka shall be equipped with the defensors protecting working from splashes of the issued slag.

2.2.11. The device of granulation and the place of issue of slag shall be equipped with the local exhaust ventilation.

2.2.12. In case of continuous release of cast iron of cupola shall be equipped by rotary kopilnik with the turn drive.

2.2.13. In case of periodic release of cast iron the cupola shall be equipped with the mechanism for opening and closing of letka.

2.2.14. Water temperature in shirt of water chilling of furmenny and melting belts of cupola shall not exceed 80 °C.

2.2.15. The system of the closed water chilling of cupola shall be equipped with the safety devices excluding increase in pressure in water shirt and accumulation of vapor in it.

2.2.16. Cupolas with water chilling shall have the blocking which are switching-off blowers in case of interruption in supply of the cooling water.

2.2.17. Koksogazovy cupolas shall be equipped with the antiexplosive valves and safety devices which automatically are turning off supply of gas in case of fall of its pressure is lower 0,5 of kPa, and means of the light and sound alarm system.

2.2.18. Devices of system of pyleochistka and purification of the departing vagranochny gases shall be equipped with the antiexplosive valves providing pressure decline to 5 kPa (0,05 of kgf/cm 2).

2.2.19. Cupolas shall be equipped with the system of instrumentations providing control of parameters of the furnace.

2.2.20. Transportation of slag from cupolas, cleaning of remaining balance of furnace charge and single galosh when cleaning cupolas shall be mechanized.

2.2.21. Carrying out repair of cupolas is allowed after their chilling (air from the blower or natural draft) to air temperature in the mine of 40 °C.

 

2.3. Arc electric furnaces

2.3.1. Electric furnaces shall be equipped with devices for removal of the departing combustion gases and cleaning them from dust according to the project.

2.3.2. The structure of the base of the furnace shall provide convenient survey and repair of casing of podina and the mechanism of inclination. The base shall have bias towards the foundry hall on case of leaving of metal through podina.
