The state mining inspection of Russia decides:

1. Approve Safety rules by alumina production, aluminum, magnesium, crystal silicon and electrothermal alpax.

2. Direct Safety rules by alumina production, aluminum, magnesium, crystal silicon and electrothermal alpax to registration in the Ministry of Justice of the Russian Federation.

Safety rules by alumina production, aluminum, magnesium, crystal silicon and electrothermal alpax

The code of PB 11-541-03 is appropriated to these rules

1. General provisions

1.1. Safety rules by alumina production, aluminum, magnesium, crystal silicon and electrothermal alpax (further - Rules) establish requirements which observance ensures industrial safety in the specified productions, are directed to the prevention of accidents, industrial traumatism and ensuring readiness of the organizations operating hazardous production facilities to localization and mitigation of consequences of accidents and extend to alumina productions, aluminum, magnesium, crystal silicon and electrothermal alpax of the organizations irrespective of them organizationally legal forms and patterns of ownership.

1.2. Designing, construction, operation, reconstruction, expansion, modernization, preservation, liquidation of steel-smelting productions, production, installation, adjustment, servicing and repair of technical devices, carrying out preparation and employee assessment is performed according to requirements of these rules, General rules of industrial safety for the organizations performing activities in the field of industrial safety of the hazardous production facilities (further - OPPB) approved by the resolution of Gosgortekhnadzor of Russia of 18.10.2002 N 61-A, the registered Ministry of Justice of the Russian Federation 28.11.2002, registration N 3968 ("The Russian newspaper", N 231, 05.12. 2002), General safety rules of the metallurgical and coke-chemical companies and productions (PB 11-493-02) (further - OPBM), N 35, approved by the resolution of Gosgortekhnadzor of Russia of 21.06.2002 the registered Ministry of Justice of the Russian Federation 11.09. 2002, registration N 3786 ("The Russian newspaper", N 186, 02.10. 2002), and also the operating construction regulations and rules, regulations of process design and other normative and technical documents in the field of industrial safety.

1.3. The procedure and terms of reduction of the operating alumina productions, aluminum, magnesium, crystal silicon and electrothermal alpax according to requirements of these rules are determined by heads of the organizations in coordination with territorial authorities of Gosgortekhnadzor of Russia.

1.4. The procedure and conditions of safe operation of technical devices, conducting engineering procedures and works are established in the corresponding instructions developed according to requirements of these rules and approved by the technical lead of the organization. The list of obligatory instructions affirms the technical lead of the organization.

2. Technology part

2.1. General requirements

2.1.1. In the production rooms which are characterized by considerable moisture releases, releases of hygroscopic dust, chlorine and chloride hydrogen the possibility of formation of condensate due to use of the corresponding systems of ventilation of interfloor overlappings and roof shall be excluded.

2.1.2. The device of internal drains in buildings of converting substations, the electrolysis and foundry body, and also in factory buildings of dehydration of carnallite is not allowed.

2.1.3. Storage of technology materials shall be performed in warehouses, compartments, bunkers and on specially equipped platforms. At the same time the possibility of their mixing shall be excluded.

2.1.4. Unloading and loading of technology materials (raw materials, gumboils, production wastes, "turnovers", fuel, etc.), their transportation for further conversion, and also packaging, warehousing, shipment of finished goods shall be mechanized.

2.1.5. The distance between in parallel the established drums of the rotating furnaces shall be at least three of their diameters.

2.1.6. Conversion of secondary raw materials (non-ferrous scrap) shall be performed with observance of requirements of the instruction approved by the technical lead of the organization.

2.1.7. Width of working passes between equipment dimensions with intensive thermal radiation or stacks of metal at foundry conveyors shall be at least 1,5 of m.

2.1.8. Tools, devices, submersible parts of centrifugal pumps, zabornik of vacuum ladles, siphons and other equipment for work with fusions shall be dry-through and heated-up (just before immersion in fusion) up to the temperature excluding possibility of emission of fusion.

2.1.9. Foundry vacuum ladles, crucibles, box, molds, crystallizers, kokilny forms, shlamovnitsa and other reservoirs for fusion shall be cleared of garbage and are dried before filling of fusion in them.

2.1.10. Fusion level in ladles for its transportation between workshops, sites and departments shall be below the upper edge of ladle on 200 mm at least.

2.1.11. Platforms for natural chilling of boxes with fusion shall be located not closer than 5 m from the main transport drives and permanent workplaces.

2.1.12. The locking and regulating armature on pipelines of air and fuel shall be placed out of zone of servicing of observation ports and openings for installations of torches and nozzles.

2.1.13. Burdening materials moisture content, processed in metallurgical aggregates, is regulated by the technology instruction approved by the technical lead of the organization.

2.1.14. Loading in metallurgical aggregates of burdening materials which humidity exceeds the size established by the technology instruction is not allowed.

2.1.15. Casings of electric furnaces and their metalwork which can appear energized shall be grounded. Current carrying parts of electric furnaces shall be isolated or protected.

2.1.16. Check of resistance of isolation of structural elements of the capital and service processing and electrotechnical equipment concerning "earth", and also resistance of the grounding devices shall be carried out according to the schedule approved by the technical lead of the organization.

Results of measurements of resistance of isolation and resistance of the grounding devices are entered in the special magazine.

2.1.17. Exhaust systems and aspiration installations shall provide removal of dust, gases, vapors and aerosols from places of their education so that the hazardous substance content in air of the working area did not exceed the threshold limit values (TLV).

The air of aspiration installations released into the atmosphere shall conform to requirements of sanitary standards.

2.1.18. Components of production equipment, including energy pipelines, sleeves and electrocables, shall be protected from possible hit of fusion on them.
