According to Article 52 and 132 of the Civil code of the Republic of Tajikistan the Government of the Republic of Tajikistan decides:

1. Form Public institution of hydrometeorology

2. Approve the Charter and the Name of system of the state networks of Public institution of hydrometeorology (are applied).

3. Financing of Public institution of hydrometeorology is performed at the expense of means of the republican budget and other means, in coordination with the Ministry of Finance of the Republic of Tajikistan.

Charter of Public institution of hydrometeorology

I. General provisions

1. The public institution of hydrometeorology (further - Organization) performs functions of the state servicing in the field of hydrometeorology.

2. The organization consists in the list of the organizations of system of Committee on environmental protection under the Government of the Republic of Tajikistan.

3. The organization in the activities is guided by the Constitution of the Republic of Tajikistan, the constitutional laws, the laws, regulatory legal acts of the President of the Republic of Tajikistan, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by the Republic of Tajikistan and this Charter.

4. The organization performs the activities in interaction with the ministries, departments, other executive bodies, public associations and other organizations.

II. Powers

5. The organization has the following powers:

- participates in implementation of single state policy in the field of hydrometeorological activities, monitoring of environmental pollution.

- in accordance with the established procedure participates in development and submission of drafts of the laws, regulatory legal acts in the field of hydrometeorology;

- submits requests for implementation of state programs and long-term plans in the field of hydrometeorology;

- in accordance with the established procedure represents the republic in the international organizations and other states for hydrometeorology, to sign contracts with relevant organs of other countries;

- carries out work on attraction of grants and other international aid for development of hydrometeorology;

- provides development and implementation of the state statistical reporting in the field of hydrometeorology and to represent data to relevant organs;

- performs activities for providing state bodies with methodical and information consultations in the field of hydrometeorology;

- in accordance with the established procedure coordinates creation and ensuring activities of system of complex monitoring of state of environment;

- establishes and maintain the production, research relations and communications with the republican and foreign organizations and the companies in the field of hydrometeorology;

- in accordance with the established procedure fulfills obligations of the republic in the field of hydrometeorology;

- supports and develops exchange of information within cooperation with the World Meteorological Organization, EVRAZES and the Commonwealth of Independent States;

- participates in accomplishment of the international obligations according to the United Nations Framework Convention on climate change and protection of ozone layer and to provide the corresponding projects;

6. According to the assigned powers the Organization provides execution of the following tasks:

- determination of short-term, mid-term and long-term trends of development in the field of hydrometeorology, and also plan development and development programs;

- rendering the methodical and organizational help for the purpose of enhancement of hydrometeorological forecasts, forecasts of the spontaneous hydrometeorological phenomena, monitoring of the environment;

- developments of offers on increase in efficiency of use of the allocated public funds raised foreign investments and monitoring of their use;

- signings of international treaties in the field of hydrometeorology within the competence in accordance with the established procedure;

- implementation of effective economic policy and production in the field of hydrometeorology;

- studying of condition of glaciers, lakes, processes of climate change for the purpose of increase in effective use of water resources and forecasting of the spontaneous hydrometeorological phenomena;

- studying of existential regularities of the hydrological mode, calculation of surface water and water balances of pools and territories;

- cooperation with relevant organs in the field of safety of land and air traffic;

- cooperation with insurance companies, organizations, associations, Dehkan farms, entrepreneurs, legal entities and physical persons in the field of hydrometeorological activities;

- coordination of communication with republican and foreign production both research institutions and the organizations;

- the directions of workers on seminars and professional development course;

- implementation of servicing of the special equipment, repair and protection of network, equipment, and radio stations;

- providing with food, fuel and fuels and lubricants of mountain and remote stations and posts, creation of necessary working conditions and activities in structures, and also carrying out adequate measures on providing safe engineering and sanitation.

III. Rights and obligations

7. The organization has the right:

- perform and realize state programs in the field of hydrometeorology;

- carry out the state system of meteorological, hydrological, agrometeorological, aerological, aktinometrichesky, glyatsiologichesky and radar observations, and also monitoring of the environment;
