About approval of the State program on use alternative and renewable energy resources in the Azerbaijan Republic

Limitation of the hydrocarbonic inventories which are traditional power source, and prevention of environmental pollution create need of increase in amount of the energy made at the expense of alternative and renewable energy resources in the world. Positive experience in this direction is already available, and in a number of the countries energy use of the sun, wind and other net and renewable sources extends every year.

Azerbaijan thanks to the favorable environment has the sufficient potential of alternative and renewable energy. However this potential still is not used. Therefore for the purpose of ensuring creation at the expense of available in the country alternative and renewable energy resources of new energy capacities by wide use of international experience I decide:

1. Approve "The state program on use alternative and renewable energy resources in the Azerbaijan Republic" it (is applied).

2. The coordinator of the actions provided in the State program to establish the State agency on alternative and to renewable energy resources of the Azerbaijan Republic.

3. To the Cabinet of Ministers of the Azerbaijan Republic to resolve the issues following from this Order.

4. To the state agency on alternative and to renewable energy resources of the Azerbaijan Republic to take necessary measures for ensuring execution of the State program.

5. This Order becomes effective from the date of publication.

Introduction

Considering gradual depletion of the traditional power sources and considerable harm caused to the environment in case of their use in developed countries of the world environmentally friendly alternative (renewable) power sources (solar and wind energy, small hydroelectric power stations, thermal waters, energy of biomass) widely are used. In this area the most advanced positions are taken by the USA, Canada, Germany, Finland, Norway, Denmark, Spain, Japan and China. According to the statistics, in developed countries 13.5 percent of all made energy fall to the share of renewable energy resources (including hydroelectric power stations).

Among renewable energy resources the essential place is taken by wind energy. Leadership in use of wind energy among the countries of the world belongs to Germany. Acceptance in this country of the Law "About Renewable Energy Resources" gave strong impetus of these activities. Now in Germany in the field of production, installation and operation of wind power stations over 35 thousand workers work.

In production of electrical energy the potential energy of water is environmentally friendly. Since 1990, production of the electrical energy received from this source increases the increasing rates. Some countries of the water of Latin America, Asia and Africa having large supplies, and also the northern countries of Europe as the priority direction, along with use of other alternative energy sources, accepted also use of this source.

Direct transformation of solar energy to heat energy is widespread in world practice, and it is considered one of the main directions of power of developed countries. According to the protocol of the Kyoto agreement of 1997 in the countries of the European Union and in the USA the construction of large-scale stations for use of alternative energy sources was begun. The amount of the heat energy received by use of solar energy is rather high in equivalent of electrical energy. So, this indicator in the USA is at the level of 600 MW, in France - 100 MW, in Israel - 100 MW, in Turkey - 50 MW, etc.

In the USA, Germany, Japan and China technologies with outstanding performance are applied to production of the main working element (photo cell) of the solar stations transforming solar energy directly to electrical energy. The coefficient of their useful effect makes 12-14 percent. The territory occupied by the stations created on the basis of such photo cells constitutes 2 hectares on 1 MW. In developed countries of the world broad research works in the direction of reduction of dimensions of photo cells are carried out.

Thus, as well as in developed countries of the world, the favorable geographical arrangement and climatic conditions in Azerbaijan are also created by opportunities for wide use of environmentally friendly alternative (renewable) power sources. It, along with economy of the fuel burned in large number on thermal power plants considerably will reduce the number of the harmful waste which is thrown out to the environment. Attraction of the country to production of electrical and heat energy from alternative energy sources with use of natural potential will create opportunity for progressive changes in the directions of future development of power industry.

Purposeful works in the field of use of renewable energy resources were carried out at Institute of physics, Institute of radiation problems of National Academy of Sciences of Azerbaijan, the Azerbaijani research institution of power and the power project, and also at Bakgidroproyekt Institute.

The state program is prepared on the basis of the Laws of the Azerbaijan Republic "About use of energy resources", "About power industry", "About power", "About power and thermal plants", "The state program on reducing poverty and economic development in the Azerbaijan Republic for 2003-2005", the Azerbaijan Republic approved by the Presidential decree of February 20, 2003 No. 854, of the Order of the President of the Azerbaijan Republic "About measures for strengthening of financial discipline in energy and water sectors" of March 25, 2002 No. 893, of the Decree "About Measures for Acceleration of Social and Economic Development in the Azerbaijan Republic" of November 24, 2003 No. 4, "The state program of social and economic development of regions of the Azerbaijan Republic (2004-2008)", approved by the Decree of February 11, 2004 No. 24, and also 18 Presidents of the Azerbaijan Republic "About creation of the Ministry of Fuel and Energy of the Azerbaijan Republic" of April 18, 2001 No. 458 and other normative legal documents.

1. Purpose and main objectives of the State program

The purpose of the State program consists in expansion of energy production from renewable and environmentally friendly sources by use of natural capacity of the country and in ensuring more effective use of hydrocarbonic energy resources.

The main objectives of the State program consist in the following:

* determination of potential of alternative (renewable) power sources in production of electrical energy;
