Based on the Law No. 909-XII of January 30, 1992 on social protection of the citizens who were injured owing to the Chernobyl catastrophic crash (repeated publication: The official monitor of the Republic of Moldova, 2004, Art. No. 80-82, 413), with subsequent changes and amendments, DECIDES: the Government

1. Approve Regulations on procedure for providing with free sanatorium permits in sanatorium organizations and payments of monetary compensation instead of these permits to the persons which were injured owing to the Chernobyl catastrophic crash, and the staff of divisions of extra risk, the patients with radiation sickness or who became the face with limited opportunities it (is applied).

2. To impose control over the implementation of this resolution on the Ministry of Health, work and social protection.

Regulations on procedure for providing with free sanatorium permits in sanatorium organizations and payments of monetary compensation instead of these permits to the persons which were injured owing to the Chernobyl catastrophic crash, and the staff of divisions of extra risk, the patients with radiation sickness or became persons with limited opportunities

I. Categories of beneficiaries

1. (In the presence of medical indications) in sanatorium organizations (further - permits), and in case of impossibility or in the presence of medical contraindications for sanatorium treatment according to the Medical certificate (according to the sample approved by the Ministry of Health, work and social protection) issued based on entries in the Medical record of the outpatient (Form No. 025/e) - on receipt of monetary compensation in the amount of average cost of one permit (further - compensation) the citizens of the Republic of Moldova living in the Republic of Moldova, and also the citizens of other states who arrived to the permanent residence to the Republic of Moldova according to the procedure, determined by interstate agreements, included in the categories specified in Items 2-6 of this provision have the right to annual providing with free sanatorium permits.

2. (In the presence of medical indications) in sanatorium organizations the persons who got sick and had the radiation sickness caused by effects of the Chernobyl accident, and also person with limited opportunities concerning which the causal relationship of the come restriction of opportunities is established with the Chernobyl catastrophic crash, from number have the right to extraordinary free annual providing with permits:

a) persons (temporarily directed or sent) who were taking part in recovery from the accident in exclusion zone or other works on the Chernobyl NPP;

b) the military personnel, employees of the law-enforcement bodies, persons liable for call-up called on special charges, serving in Armed forces, troops and bodies of Committee for State Security, internal and railway troops, other military forming and involved to accomplishment during this period in exclusion zone of works on recovery from the accident or other works on the Chernobyl NPP;

c) the persons which arrived in 1986 from exclusion zone and who obtained citizenship of the Republic of Moldova.

3. (In the presence of medical indications) in sanatorium organizations persons (temporarily directed or sent) taking in 1986-1987 part in works on recovery from the accident on the Chernobyl NPP in exclusion zone and also the military personnel, employees of law-enforcement bodies and persons liable for call-up called on the special charges serving in this the period in Armed forces, troops and bodies of Committee for State Security, internal and railway troops, other military forming and performing works on mitigation of consequences of the specified accident in exclusion zone have the right to first-priority free annual providing with permits.

4. (In the presence of medical indications) in sanatorium organizations persons (temporarily directed or sent) taking in 1988-1990 part in works on recovery from the accident on the Chernobyl NPP in exclusion zone and also the military personnel, employees of law-enforcement bodies and persons liable for call-up called on the special charges serving in this the period in Armed forces, troops and bodies of Committee for State Security, internal and railway troops, other military forming and performing works on mitigation of consequences of the specified accident in exclusion zone have the right to annual providing with permits.

5. (In the presence of medical indications) in sanatorium and other improving organizations the children born after April 26, 1986 before achievement of 18-year age by them have the right to free annual providing with permits, one of parents of which suffered owing to the Chernobyl catastrophic crash, and also the children evacuated from exclusion zone.

6. In sanatorium organizations the staff of divisions of extra risk, the patients with radiation sickness or become persons with limited opportunities, from among the military personnel and civilian structure of Armed forces of the former USSR, troops and bodies of the Ministry of homeland security, internal troops, railway troops and other military forming, faces of the commanding and ordinary structure of law-enforcement bodies which were directly involved have the right to extraordinary free annual providing with permits:

a) in testing of nuclear weapon in the atmosphere and fighting radioactive materials, doctrines using such weapon before date of the actual termination of similar testing and doctrines;

b) in underground testing of nuclear weapon in the conditions of emergency radiation situations and other striking factors of nuclear weapon;

c) in assembly of nuclear weapon (staff of separate divisions);

d) in liquidation of radiation accidents on nuclear installations of the surface and underwater ships and on other military facilities;
