1. Approve the enclosed Rules of implementation of activities of non-state fire services.

2. This resolution becomes effective after ten calendar days after the first official publication.

Rules of implementation of activities of non-state fire services

1. General provisions

1. These rules of implementation of activities of non-state fire services (further - Rules) are developed according to article 5 of the Law of the Republic of Kazakhstan "About fire safety" and establish procedure of activities of non-state fire services in the territory of the Republic of Kazakhstan.

2. The following main objectives are assigned to non-state fire service:

1) the prevention and suppression of the fires on the relevant organizations and objects;

2) carrying out the first-priority wrecking connected with suppression of the fires on the relevant organizations and objects.

3. According to the main objectives, the non-state fire service is created with exit and without the exit equipment:

with the exit equipment - fire brigades (posts) on which arms there are main and special fire trucks or the adapted equipment, on technical characteristics in full providing the solution of questions of fire extinguishing;

without the exit equipment - fire posts which workers carry out work on the prevention (prevention) of the fires and take part in suppression of the fires on initial stage of their development, using stationary, mobile or hand fire extinguishing means for these purposes.

4. Divisions of non-state fire service contain in permanent (round-the-clock) combat readiness.

Servicing by one division of non-state fire service of several organizations and objects taking equity in its content and being in the normative radius of departure of this division according to Construction Norms and Regulations of II-89-80 * "Master plans of industrial enterprises" or to other regulations of the relevant state bodies, containing requirements for ensuring fire protection of the organizations and objects which are under their authority or industry accessory is allowed.

At the same time the total number of workers and technical equipment of divisions of non-state fire service shall correspond to settlement number for most from the fire-dangerous organizations or objects taking equity in content of this service.

6. Content of divisions of non-state fire service is performed at the expense of means of the organizations and objects on which they are created.

7. Need of introduction in non-state fire service of the groups of resource providing consisting of financial, personnel officers, specialists in servicing of the fire fighting equipment and means of communication is determined by heads of the organizations and objects in each case.

8. The main unit of fire brigades (posts) of non-state fire service with the exit equipment is the combat crew on the fire truck headed by the commander of combat crew. In case of the number of two and more fire trucks in fire brigade (post) the guard headed by chiefs of guard (heads of changes) are created.

9. For implementation of works on the prevention of the fires in fire brigades (posts) with the exit equipment groups of fire prevention with instructors can be created.

10. Protection from the fires of the organizations and objects on which the non-state fire service without the exit equipment is created is performed in the round-the-clock mode by instructors-firefighters.

The number of instructors-firefighters is determined depending on the floor space, capacity, working hours of the organization and object (but at least 2 staff employees during duty shift).

11. The procedure for the organization of service of fire extinguishing and fire scheduled maintenance, the number of fire stations, the fire fighting equipment, number of workers of non-state fire service are determined by heads of the organizations and objects according to these rules.

2. Organization of activities of non-state fire service

12. Activities of non-state fire service of the organizations and objects are performed in the presence:

buildings (rooms, depot), for the placement of the fire fighting equipment meeting the requirements of safe engineering and providing proper working conditions to employees of divisions of non-state fire service;

settlement number of fire trucks;

normative fire technical equipment and arms;

means of radio wire communication;

individual fighting clothes and equipment;

regulations on non-state fire service of the organization or object.

13. The organization of suppression of the fires by non-state fire services is performed according to the procedure, established by authorized body in the field of fire safety.

14. The documents regulating the organization of activities of non-state fire service are determined by the head of the organization or object, according to the list of documents of non-state fire service given in appendix 1 to these rules.

15. For the organization of operational management forces, means and interactions with divisions of bodies of the public fire service in fire brigades (posts) of the organizations and objects recommend to create the communication Items providing:

acceptance of messages on the fire, accident;

expulsion of combat crews on fire trucks to the place of challenge;

transfer of orders, receipt of information from the place of the fire and interaction with the divisions attracted to fire extinguishing;

At the same time the Item of communication of fire brigade (post) shall provide communication channel with Item of communication of the nearest division of the public fire service.

16. Fire trucks are provided with portable radio stations. Figurative means of communication also provide the head of fire extinguishing, workers performing watch and under the terms of work being out of the permanent base of fire brigade (post).

17. Proceeding from features of engineering procedure of the organization or object, workers of non-state fire service are provided with devices of radiation survey and radiation control, and also chemical control and the gas analysis.

18. To work on executive positions of non-state fire service (chiefs of groups, fire brigades, posts), except for workers of fire services of the state forest owners, persons having the corresponding professional qualification in the field of fire safety for accomplishment of the service duties assigned to them are allowed.
