About approval of Rules about procedure of monitoring of quality, production, storage, import and realization of the iodated food salt and another, enriched compounds of iodine, foodstuff

For the purpose of implementation of the Law of the Republic of Kazakhstan of October 14, 2003 "About prevention of iodine-deficiency diseases" PRIKAZYVAYU:

1. Approve the enclosed Rules about procedure of monitoring of quality, production, storage, import and realization of the iodated food salt and another, enriched compounds of iodine, foodstuff.

2. To heads of managements (departments) of the state sanitary and epidemiological surveillance of areas, cities of Astana, Almaty, on transport:

1) to carry out sanitary and hygienic monitoring of quality, production, storage, import and realization of the iodated food salt and others, by the enriched compounds of iodine, foodstuff (further - monitoring);

2) to provide information on results of monitoring quarterly till the 20th day of the last month of quarter to public institution "Republican sanitary and epidemiologic station".

3. To the chief physician of public institution "Republican sanitary and epidemiologic station" (to Ospanov K. S.):

1) to carry out the analysis and assessment of the monitoring performed in regions;

2) to provide final analytical information by regions with tabular materials quarterly to the 25th day of the last month of quarter on electronic and paper carriers to Committee of the state sanitary and epidemiological surveillance of the Ministry of Health of the Republic of Kazakhstan.

Rules about procedure of monitoring of quality, production, storage, import and realization of the iodated food salt and another, enriched compounds of iodine, foodstuff

1. General provisions

1. Monitoring of quality, production, storage, import and realization of the iodated food salt and another, enriched compounds of iodine, foodstuff (further - products) represents set of the held events directed to collection, processing and data analysis about market situation of the iodated products, its compliance to standard rates (further - monitoring).

All actions of monitoring are component and are held in complex of the single sanitary and epidemiologic monitoring approved by the order of the Minister of Health of the Republic of Kazakhstan of February 9, 2004 No. 135 "About approval of rules of carrying out sanitary and epidemiologic monitoring", registered for No. 2723.

2. Tasks of monitoring are:

1) identification of types and product quantity;

2) carrying out laboratory researches on content of compounds of iodine in products;

3) the analysis and assessment of the obtained information;

4) forming of databank of monitoring;

5) the analysis and assessment of the made management decisions;

6) information and methodical support of the state bodies and organizations occupied with monitoring implementation;

7) permanent informing population on monitoring condition.

2. Procedure for carrying out monitoring

3. Monitoring consists of four main stages - collection, processing, data analysis and decision making.

4. Data collection of monitoring is performed by bodies of the public sanitary and epidemiologic service monthly in the corresponding territories;

5. Data of monitoring are represented in forms according to appendix to these rules and include the following data:

1) the number of the physical persons and legal entities occupied in production process, storages, import and product sales, types and product quantity;

2) the number of researches on content of compounds of iodine by products types;

3) the measures taken on the facts of identification of products not corresponding to standard rates.

3. Conclusion

6. Officials of the public sanitary and epidemiologic service of the corresponding territories bear responsibility for reliability and timeliness of the provided information.

7. Data of monitoring are component of information flows of information and analytical system of sanitary and epidemiologic service are published in mass media
