About Assembly of the people of Kazakhstan

Chapter 1. General provisions

3. Assemblies of areas, cities of republican value, the capital - organization without formation of legal entity in case of akims of areas, cities of republican value, the capital which activities are coordinated by Assembly.

The purpose of Assembly is ensuring public consent and national unity in the Republic of Kazakhstan on the basis of the Kazakhstan patriotism, civil and spiritual and cultural community of ethnoses of Kazakhstan in case of the consolidating role of the Kazakh people.

Article 4. Main objectives of Assembly

The main objectives of Assembly are:

1) ensuring effective interaction of state bodies, organizations and institutes of civil society in the sphere of the interethnic relations, creating favorable conditions for further strengthening of public consent and national unity;

2) strengthening of unity of the people of Kazakhstan;

3) rendering assistance to state bodies in counteraction to manifestations of extremism and radicalism in society and to the aspirations directed to infringement of rights and freedoms of man and citizen;

4) participation in forming of political and legal culture of citizens;

5) ensuring integration of efforts of ethnocultural and other public associations for goal achievement and tasks of Assembly;

6) preserving and development of traditions, languages and culture of the people of Kazakhstan.

Article 5. Principles of activities of Assembly

The principles of activities of Assembly are:

1) priority of rights and freedoms of man and citizen;

2) priority of interests of the people and state;

3) inadmissibility of any discrimination based on origin, social, official and property status, floor, race, nationality, language, the relation to religion, beliefs, the residence or on any other circumstances;

4) equality and the personal responsibility of members of Assembly for activities in its structure;

5) publicity.

Article 6. Main activities of Assembly

The main activities of Assembly are:

1) assistance in development and realization of state policy on ensuring public consent and national unity;

2) assistance to forming of the Kazakhstan patriotism;

3) development of state language and other languages of the people of Kazakhstan;

5) participation in development and implementation of plans and actions in the field of demography and migration;

6) promoting of the Kazakhstan model of public consent and national unity in the country and abroad;

8) implementation of monitoring of the sphere of the interethnic relations, including in scope of state language and other languages of the people of Kazakhstan;

9) participation in social and political examination of bills concerning state policy in the sphere of public consent and national unity;

10) support of the Kazakh diaspora in foreign countries in questions of preserving and development of the native language, culture and national traditions, strengthenings of its communications with the historical Rodina;

11) development of recommendations and realization of practical measures on settlement of disagreements and disputes, non-admission of conflict situations in the sphere of the interethnic relations and participation in their permission;

12) methodical, organizational and legal assistance to ethnocultural public associations;

13) holding seminars, conferences, and also implementation of other actions providing dialogue of state bodies and public associations on public consent and national unity;

14) interaction with state bodies, the organizations, institutes of civil society and the international organizations for strengthening of public consent and national unity;

14-1) development assistance of charity, mediations in the sphere of public consent and national unity;

15) rendering development assistance of communications of ethnoses of Kazakhstan with their historical homeland;

16) other activities for strengthening of public consent and national unity which are not contradicting the legislation of the Republic of Kazakhstan.

Article 7. Competence of the President of the Republic of Kazakhstan concerning Assembly

1. President of the Republic of Kazakhstan:

Forms 1) and will reorganize Assembly;

2) determines activities of Assembly;

Appoints 3) and dismisses the leading officials of Assembly;

3-1) according to the offer of Council of Assembly appoints five deputies of the Senate of Parliament of the Republic of Kazakhstan;

4) convenes the Session of Assembly;

5) performs other activities according to the Constitution and the laws of the Republic of Kazakhstan.

2. The president of the Republic of Kazakhstan is the Chairman of Assembly.

Chapter 2. Structure and governing bodies of assembly

Article 8. Structure of Assembly

The structure of Assembly is constituted by the Session, Council, the Office (Secretariat) of Assembly, assembly of areas, cities of republican value, the capital, ethnocultural associations of Assembly.

Article 9. Session of Assembly

1. The session of Assembly - meeting of members of Assembly (further - the Session) is the supreme governing body of Assembly.
